Sherman trustees discuss park lighting

The village of Sherman Board of Trustees met Nov. 15 to discuss park lighting.

Here are the meeting's minutes, as provided by the board:

The Sherman Village board of trustees includes six trustees and the village president, all of whom are elected from the village at-large. The board meets at 6 p.m. on the first and third Tuesday of each month at the Sherman Village Hall, 401 St. John Drive.

VILLAGE BOARD IN ATTENDANCE Bret Hahn, Trustee; Brian Long, Trustee; Kevin Schultz, Trustee; Nancy Zibutis, Trustee and Trevor J. Clatfelter, President.

OFFICIALS IN ATTENDANCE John Swinford, Administrator & Acting Village Clerk; Mike Moos, Deputy Village Administrator & EMA Director; Craig Bangert, Chief of Police and Bruce Beal, Public Works.

PUBLIC IN ATTENDANCE Sandy Walden, John Miller, Jodi Miller, Colleen Olsen, Maria Olsen, Mark Gordon, Matthew Allen, David Duty and Byron Painter.

OPENING President Trevor J. Clatfelter

1. Clerk – Mr. Moos conducted a Roll Call of Village Board members. President Clatfelter indicated Trustees Sherrock and Hahn have excused absences and a quorum is present. 2. Pledge of Allegiance was led by Maria Olsen. 3. Set Agenda – President Clatfelter asked if there are items to add to the agenda. No items brought forward so the President asked for a motion to set the agenda. Motion was made by Trustee Zibutis to Set the Agenda, seconded by Trustee Schultz, voice vote with no Nays. Motion Passed.

CLERK’S REPORT

1. Presentation of November 1, 2016 Meeting Minutes for Approval. Motion to Approve

made by Trustee Schultz, seconded by Trustee Hahn, all voted in favor. Motion Passed. 2. Presentation of Bills for Approval. President Clatfelter highlighted some of the bills that were expected and need to be paid. President Clatfelter indicated he would entertain a Motion to Approve the Bills for Payment. Motion made by Trustee Long, seconded by Trustee Schultz, all voted in favor. Motion Passed.

TREASURER’S REPORT No report for Treasurer.

ENGINEERING REPORT No report for Engineering.

LEGAL REPORT No report for Legal.

ZONING OFFICER REPORT Trustee Zibutis indicated nothing to report.

VILLAGE ADMINISTRATOR / ECONOMIC DEVELOPMENT COORDINATOR REPORT Administrator Swinford indicated nothing to report.

PRESIDENT’S REPORT

1. Presentation by Otto Baum Construction Inc. to update Village Board on Status of new Municipal Park Project – Matt Allen, Otto Baum Regional Division Manager for Springfield/Decatur gave a report. Tomorrow they will finally receive delivery of roof panels. This has been the reason for delays in numerous other projects in the park. They can’t finish grading and concrete work (in amphitheater area) until the roof panels are installed due the need to use large heavy equipment. He discussed the two-part installation process that will be started this week. Backfill and cleanup of the site will start. Neighbor residence property drainage will be addressed during this time.

Trustee Zibutis asked why the lights have not been energized. President Clatfelter stated his concern that with the time change people that use the trail are now doing so in the dark which is unsafe. Mr. Allen indicated that we have power and we can have it anytime. Who energizes the system? Mr. Allen felt it was a Menard Electric were responsible. Mr. Swinford during this conversation emailed Menard to ascertain what needs to be done. President Clatfelter asked that Mr. Allen work with Menard Electric and Mr. Swinford to make the activation of the lights happen by tomorrow night.

Trustee Zibutis then asked about the park bathrooms and their status? Mr. Allen indicated since the Village is providing payment to them today, then Otto Baum can pay the electrician (who refused to continue work until he was paid). Minor items need to be done in the bathrooms such as touchup painting and caulking. Concession stands need the same type of finish-up. Paths replacement will occur as soon as the heavy equipment is not needed anymore. Trustee Zibutis asked if we can have a grand opening in December? Mr. Allen did not think that would be possible. Mr. Dave Doty Otto Baum Project Manager discussed in more detail how the delays in getting canopy panels and sewers project completed delayed the overall project. The sewer test, which is scheduled for this week, still needs to be done. That is why it is difficult to commit to a December completion date.

Mr. Beal of public works asked if the restrooms need to be winterized as there are no heat in them? Mr. Duty indicated that once they finish testing they will winterize them. President Clatfelter stressed that all stray weeds, rough ground, construction debris and dirt-work needs to be cleaned up.

2. Accept Bid from Hartman Landscaping for landscaping the center roundabout in the new park at Rail Pointe – President Clatfelter indicated that the roundabout is ready to be landscaped. Trustee Zibutis indicated she is ready to get the Christmas tree installed. She indicated the tree is coming from Carter’s Nursery with Hartman Landscaping doing the work. President Clatfelter indicated he did not know the size of the tree they were getting but was going for as large and narrow a tree as possible. It was also discussed that the bid will not exceed $7,500 in cost. Motion was made by Trustee Zibutis to accept the Bid from Hartman Landscaping, seconded by Trustee Long. Everyone voted in favor with President Clatfelter also casting a vote of Yes. Motion passed. 3. Accept concrete construction platforms bid for Park Bench Donation Program – Item tabled to a future meeting. 4. Discussion and Approval of Tax Levy Estimate – this was based on legal counsel recommendation as stated in a memo and in the Board member package. President Clatfelter explained that under the law we must accept an estimate levy. The extension last year was $61,093.04. If we do what we have done customarily, the levy would be 4.9% but does not translate to an increase due to the growth in the community. The new levy would then be $64,086. President Clatfelter stated we need a motion to approve this estimate and that this number can change over time. We will discuss and finalize in last meeting of December. President Clatfelter as for a motion from the floor to Approve the Tax Levy Estimate for the new extension at $64,086. Motion made by Trustee Schultz, seconded by Trustee Zibutis, no discussion. All voted in favor. Motion passed.

COMMITTEE / DEPARTMENT REPORTS Building Permit Update - Trustee Zibutis stated the Village received $7,325 in building permit fees over the period from September 13 to November 4th. This includes, new additions, roof over a deck and 8 new single family residents. This comes to an approximated value of $2,480,900.

SHERMAN POLICE DEPARTMENT REPORT Chief Bangert indicated nothing new to report.

EMERGENCY MANAGEMENT AGENCY REPORT Director Moos indicated nothing new to report.

DEPARTMENT OF PUBLIC WORKS REPORT Mr. Beal indicated nothing new to report.

NEW BUSINESS No new business to report.

OLD BUSINESS No old business to report.

CIVIC ORGANIZATION No civic organization asking to report.

PUBLIC COMMENT Sandy Walden provided comment with the concern of planting a large evergreen tree. Such a large tree will have roots that could undermine the roundabout structure and block person’s views. Both President Clatfelter and Trustee Zibutis indicated that they received no such concerns from the nursery and that they believe there should be no problems. Mrs. Walden was thanked for bringing up these concerns and points.

EXECUTIVE SESSION No Executive Session.

ADJOURNMENT President Clatfelter indicted he would entertain a motion to adjourn. Motion to Adjourn was made by Trustee Schultz, seconded by Trustee Long. Voice vote with Ayes only. Motion Passed. Meeting adjourned at 6:44pm.
