Sangamon County Road and Bridge Committee met March 29.

Here is the minutes provided by the Committee:

Chairman Tom Fraase called the meeting of the Road & Bridge Committee to order at 6:30 A.M. on Wednesday, March 29, 2017 at the County Highway Department. The following committee members were present: David Mendenhall, Craig Hall, Jeff Thomas, Brad Miller, and Lori Williams. Also present were Todd Smith, County Board District 2, Brian McFadden, County Administrator and Charlie tion, Human Resource Director & minute recorder Brian Davis.

A motion made by Thomas, seconded by Williams to approve the Road & Bridge Committee. Motion passed.

A motion made by Mendenhall, seconded by Hall to app of the Road & Bridge Committee. Motion passed.

Motion made by Mendelhall, seconded by Thomas to approve the payment vouchers and to have them signed by the members of he Road and Bridge Committee. Motion passed.

Resolutions:

a. A resolution appointing county engineer was presented by McFadden. McFadden commented that the process is coming to a close for the permanent appointment and that Brian R. Davis received a satisfactory score on the examination and interview with the Illinois Department of Transportation. His name was certified by the DEpartment on March 23, 2017 and this resolution would go in front of the Finance Committee upon approval by the Road and Bridge Committee. A motion was made by Williams, seconded by Mendenhall to recommend approval to the County Board. Motion passed unanimously.

b. A resolution approving the low bids for the township oil letting was presented. Davis explained this is the annual oil and chip letting for the majority of the townships and that the bid prices are a few cents lower this year and bids are below the estimate. A motion was made by Miller, seconded by Thomas to recommend approval to the county board. Motion passed unanimously.

c. A resolution approving the low bids for the County bituminous materials was presented. Davis explained that this is the bid for the county seal coat oil and mixing oil for patch. Prices are about 15 cents lower furnished for our seal coat oil that we apply with our equipment and about 11 cents lower for our mixing oil that we use to produce patch mix. A motion was made by Williams, seconded by Miller to recommend approval to the county board. Motion passed unanimously.

d. A resolution approving the low bids for the County miscellaneous materials was presented. Davis explained this is for the culverts and sign materials for this year and there were three bidders and the low bids were below the engineer's estimate. Hall asked who the bidders were and Davis informed the committee that Warning Lights of Southern Illinois, Metal Culverts Inc. and Contech were the three bidders. A motion was made by Hall, seconded by Williams to recommend approval to the County board. Motion passed unanimously.

e. A resolution approving the annual agreement with the Springfield-Sangamon County Regional Planning Commission was presented to the committee. Davis explained that this is a resolution to approve the Sangamon County Portion of the local match for the Planning Year 2018 Unified Planning Work Program that is put together by the SSCRPC. Davis explained that the Sangamon County share is 9% of the total and that City of Springfield and other agencies participate in the program. A motion was made by Mendenhall, seconded by Williams to recommend approval to the County Board. Motion passed unanimously.

f. A resolution approving a supplemental engineering agreement in Professional Services Inc. was presented to the committee. Davis reminded the committee that in September 2016 the Committee had voted to proceed with condemnation proceedings on four parcels.Since that time, Sangamon County has come to an agreed settlement for three of the parcels. This supplement is to cover additional costs to complete these acquisitions and also complete the last parcel acquisition for the Iron Bridge overpass project. A motion was made by Thomas, seconded by Hall to recommend approval to the County Board. Motion passed unanimously.

Committee Approvals:

a. A pre-travel approval for Davis to attend the Annual Spring Meeting of the Illinois Association of County Engineers on April 26-28, 2017 in Normal, IL was presented to the committee. Davis explained that this is one of the two conferences held by the Illinois Association of County Engineers each year and that this year's program was timely as there is a seminar planned for new county engineers. A motion was made by Mendenhall, seconded by Hall to approve the travel. Motion passed unanimously.

b. A pre- travel approval for David Jihnson and Brian Wright to attend the 2017 Innovations in Construction, Asphalt & Transportation Conference at Bradley University April 4-5, 2017. Davis explained that attendance at this meeting would finish up continuing education requirements for the renewal of professional engineering licenses for both Johnson and Wright. Davis also explained that it would only be conference fees as they would be travelling back and fourth each day. A motion was made by Williams, seconded by Thomas to approve the travel. Motion passed unanimously.

Public Comment:

a. None

Discussion Items:

a. Davis gave an update on winter snow/ice removal operations to-date. Davis stated that thus far, we have had 10 days of snow/ice removal operations using approximately 2450 tons of material. In comparison, the average over the past 26 years has been 18 days and approximately 4200 tons of material. Davis also stated that the plow blades and spreader boxes are still on most trucks and will remain for another 3 weeks.

b. Hall asked about the planning of road commissioner training for any newly elected or veteran road Commissioners after the upcoming election. Davis responded by explaining he had already been in touch with IDOT about the training and offered to help accommodate a local training site. The IDOT representative indicated they were in the process of locating sites and planning the training.

c.Fraase and Hall also inquired about a Sangamon County meeting of road Commissioners. Davis responded that one was held recently but was not planned by the County Highway Department. Davis assured committee members that future meetings would be held twice annually and the committee members would be kept apprised of the dates and extended invitations to attend.

d. Hall also inquired about ditching work along county highways. Davis responded that we are working on a backlog list of drainage projects county wide and wound certainly add sections to the list if they were not already in the queue.

e. Next meeting date is scheduled for April 26, 2017.

f. A motion was made to adjourn by Mendenhall, seconded by Thomas. Motion carried and the meeting adjourned at 7:05 a.m.
