v Trustee Mueller made a motion to nominate Gerald Hughes for President of the Board and was seconded by Trustee Perkins; motion passed.

v Chatham Fire Department By-Laws updates were discussed, Trustee Hughes made a motion to approve the Chatham Fire Department By-laws and was seconded by Trustee Mueller; motion passed.

v Chatham Community Fire Protection District Temporary Shift Alteration Period Policy, effective upon approval was table.

· NEW BUSINESS:

v CFD Treatment and Transport Survey nothing to review during meeting.

v Vendors list updates were discussed Trustee Perkins made a motion to approve the Vendors list and was seconded by Trustee Mueller; motion passed.

v Chatham community Fire Protection District Investment Plan, short and long-term, from Treasurer Mueller was discussed, no action taken.

v Compass Insurance Agency; Liability coverage, AD&S coverage, Life Insurance and Workers Compensation insurance were discussed, Trustee Mueller made a motion to approve coverage through Compass Insurance Agency and was seconded by Trustee Perkins; motion passed.

v Chatham Community Fire Protection District Ordinance 16-CFPD-12, establishing a drug free workplace policy was discussed, Trustee Mueller made a motion to approve Ordinance 16-CFPD-12 drug free workplace policy and was seconded by Trustee Perkins, motion passed.

v Revision of SOG 3008 Personnel Rules and Regulations to reflect Ordinance 16-CFPD-12 was discussed, Trustee Perkins made a motion to approve the revision to SOG 3008 to reflect 16-CFPD-12 and was seconded by Trustee Hughes; motion passed.

v Psychological examination results from Florissant Psychological Services Inc., evaluation of results for determination of employment were discussed during closed session.

· BOARD OF FIRE COMMISSIONERS:

· Pension Board:

v Moving 65,000.00 to Investment Portfolio with Charles Schwab

· Foreign Fire Insurance Board:

v Approved purchasing another thermal imaging camera for truck 1

v Discussed fitness equipment

v Voted to change meeting to every other month

· CHIEF SCHUMER REPORT

· Trustee’s accepted the Chief’s semi-monthly report.

· The following items were discussed:

· Apparatus Group

· Please review FC recommendations in Apparatus Working Report

· Group met to discuss U1, U4 and the purchase of new ambulance

· Volunteer Working Group

· FFIB approved purchase of retractable banners, table banners and pop-up tent for recruiting efforts

· We have 12 positions vacant for volunteer members for FF

· FTE

· Asking Board to approve two candidates from Final Eligibility roster pending background investigation, medical examination and psychological examination

· BOFC has begun next testing process. Application Period begins May 23, 2017

· PTE

· Still awaiting Brockmeyer to complete orientation training and then he will go on hire back list afterwards

· Safety Working Group

· Nothing to report

· Pre-Annexation Working Group

· Hearing date for April 3 was canceled, after judge dismissed case w/o prejudice. We will refile towards the end of April beginning of May

· Jill Butler is working on making phone calls to electors to help get numbers right for filing

· AC is assisting in making phone calls to get electors to sign affidavits for court filing

· Vehicle / Equipment Report

· New computer and docking station was programmed, personnel doing training on Nemsis 3, no final completion date

· 3F28 Security system was installed and lights repaired

· Engine 1 new piston intake valve being ordered

· Engine 3 piston intake valve returned and placed back on apparatus after repair

· U 3 had turn signal and brake light issues. Resoled – loose wire

· U4 Brakes and rotors replaced

· Going back for further repair on emergency brake

· Equipment and miscellaneous building items:

· Ordering 5 sections of 5” house for inventory

· Ordered T3 Maxx TIC truck mount

· Ordering 3 – 1 ½ “ smooth bore nozzles for engines

· Defibrillators are in working out details on transmitting system for 12 lead information

· Midwest installing garage doors few remain to be replaced weather stripping and open / shut lights. We also had to upgrade the outside keypads to key pad that worked with new doors

· Personnel issues

· Working on phase 2 - 2nd year FF Driving Program

· Phase 3 – Lieutenant’s Guidebook / Program will be started after Phase 2 complete

· Preparing for upcoming events

· Sangamon County Fire Districts Meeting – June 5, 2017 DC said he will make chili

· Blood Drive May 24th

· Blood Drive August 31st

· Holiday Parties:

· Adult Party December 2, 2017 – Jacobs confirmed rental

· Children’s Party December 17, 2017 – Santa confirmed by Mrs. Stotts

· Miscellaneous

· Work continues on new plaques to get names engraved

· Romadka has volunteered to sand and stain picnic table donated last year as part of an Eagle Scout project. Work will begin shortly

· Mr. Sinclair has provided a copy of the DRAFT intergovernmental agreement between Divernon FPD and Chatham FPD as a result of the meeting this past week with representatives from both hospitals,

SCCDS, 911/ESTB and Chatham.

· A letter from Mr. Duda received, forwarded to Mr. Sinclair for processing. See attached. No action from the District needed at this time until Mr. Sinclair reports back to the Board.

· Asst. Chief Osborne Report

· Nothing to report

· The following items were discussed:

· Grants

· 2016 AFG Grant awards started on April 14th, no news

· Projects

· The MAKO air compressor was serviced by Sentinel Emergency Solutions Service Technician

· The new Panasonic Toughbook computer docking stations have been installed

· Engine 3’s officer side intake piston valve was sent in to Akron Brass to be rebuilt

· Engine 1’s intake piston valve, driver’s side has gone bad.

· Midwest Garage Doors is progressing on garage door change out

· Installed back-ordered parts on riding mower

· Utility 4 to be scheduled for front brake pads and possible new rotors

· Both brush-trucks are being scheduled to be serviced

· Closed Session

v Motion to go into Closed Session at 1820 hours to discuss Employment/Appointment matters in accordance with (5 ILCS 120/2) (c) (1) was made by Trustee Hughes and seconded by Trustee Perkins; motion passed.

v Trustee Hughes made a motion to offer the (2) two candidates from the new hire list and position with both candidate fulfilling an agreement to attend the fire academy and was seconded by Trustee Perkins; motion passed.
