Village of Spaulding Village Board met March 6.

Here is the minutes provided by the Board:

Call to order board meeting 7:05 pm by Mayor Brian Cuffle. Roll call Bill Hinkle, Mark Urban, Mike Foster, Mary Ann Burge. Absent: Dan Sexton and Amy Cunningham.

Motion to approve last month minutes made by Mike Foster seconded Mark Urban. All in favor passes 4-0.

Police Report (Chief Hillyer)

Wednesday the 15th we will be hosting a mock active shooter training at the high school the kids will be on spring break so you are all invited as observers. We will meet at the fire house at 4:30 were subway is going to be feeding us and then we will get a call out from there to the high school. Traffic Safety Fair is moving along pretty good.

Motion to approve police report made by Mark Urban seconded by Mike Foster. All in favor passes 4-0.

Engineer Report (Adam)

I have a few things tonight for the board. I did get a good estimate for Schneider St. from Truman Flatt for the work that we talked about doing down there. They gave me two prices $80,000 for doing it in asphalt and $65,000 for oil and chip but you still have to add around $10,000 for drainage in there. I told the mayor earlier tonight that we would be looking at $85 to $90k to get Schneider St. done.

Mayor Cuffle: That’s if we did asphalt, right?

Adam: No that is if you did oil and chip. Asphalt is around $100k it’s about $15k more. Just going to the nuts and bolts of these items all that includes is the amount for Flatt to do the road work it doesn’t include the drainage or anything else.

Mayor Cuffle: Didn’t you say $10k or so for drainage?

Adam: Yes, and then some engineering. I wanted to report this to the board tonight and then right before the meeting the mayor and I drove the roads to get a feel for how the streets are and what needs to be done. I would estimate that we would have $23 to $25k dollars in MFT to spend on road work this year. I still haven’t done an estimate for this year yet but I will need to show some money in the estimate whether it be for patching oil and chip work whatever or if we want to use it for some of the drainage work on Schneider St. I just need some direction on how we will divide it. The real process is actually the board allocating funds and getting to a dollar amount.

Mark Urban: On Schneider St., does that do anything with the base of the road in those estimates?

Adam: Yes, actually there are places we have to get into the subbase because we are scrapping so much off.

Mayor Cuffle: Go over the other, we really didn’t find much besides maybe $10,000 in patch work stuff otherwise there is not any other real big right now have to do type work.

Adam: There are some potholes on Lyons St., some potholes over in High Meadows in the back, there is some oil and chip that could be done. (discussion about Schneider, looking at topo survey)

Mayor Cuffle: To be honest with you, with us going to have $20 to $25k in MFT money I would like to see us go ahead and get it done.

Bill Hinkle: That road has been a piece of crap for years and we’ve been overlooking it. It needs something done bad.

Mayor Cuffle: For us that means about $60 to $65k out of our general revenue fund and we are sitting at $277k so then we would be at about $200k.

Mike Foster: I would like to see Adam if by next meeting you could take a really good look at the drainage and see how much we are actually going to have to do in there to get the proper drainage in there.

Mayor Cuffle: I think this here is allocating the money so he can go out for bid.

Adam: Well no, I know the materials for Flatt to do the work is $65k and I have looked at the drainage and decided we need so many culverts here and there. As far as when you look at both sides of the road we have some ditch work that can be done. The worst thing I found when I looked at this was that there was supposed to be a culvert in front of Jodie Blissetts house and I cannot find it.

Mark Urban: I can take you right to it.

Adam: So, do you want me to proceed with engineer drawings?

Mayor Cuffle: I believe we need to do that anyway for the bid. May 12th is the Traffic Safety Fair. Dump day will be May 13th. Village wide garage sales will be June 24th. The veterans have a letter asking permission as well as inviting us to have the 5k run at 7am May 20th and the Memorial Day celebration on May 28th.

Motion to grant permission to the veterans for 5k run and Memorial Day Celebration made by Mike Foster seconded by Mark Urban. All in favor passes 4-0.

Mary Ann Burge: Just wanted to remind everyone Wednesday March 8th is the Neighborhood Watch at 7pm.

Mike Foster: Our police department is having issues with their cameras and being able to download them to the computer due to the firewall security on the server so I would like to ask permission to move that over to an independent computer that is not on the server. We bought Lisa’s 2 years ago, so I would like to replace hers and move the current one over to the police department.

Motion to purchase new laptop made by Mike Foster seconded by Mark Urban. All in favor passes 4-0.

Bill: Phone call about tree branches hanging over the wooden bridge and would like to see about getting them trimmed. The other thing is I called Debbie today and I would like to see about doing this too. When we do the dumpster day I would like to see about getting one of the shred trucks to come out. Affordable shred is $175 an hour.

Mayor Cuffle: The only thing we can do is have them in from 9-10 and just have them there for an hour. We will put it in the paper for the shredder from 9-10
