Village of Spaulding Village Board met Feb. 6.

Here is the minutes provided by the Board:

all to order board meeting 7pm by Mayor Brian Cuffle. Roll call: Bill Hinkle, Mark Urban, Mike Foster, Dan Sexton, Mary Ann Burge, Amy Cunningham.

Motion to approve last month meeting minutes as read made by Dan Sexton seconded by Bill Hinkle. All in favor passes 6-0.

Police Report (Chief Hillyer)

As many of you know we have been swamped. Jeff and I attended an FBI class. FOIA question Kevin answered. Traffic Safety Fair date of May 12th. Did receive a letter the motor cycle is ours. Mayor and I did a meeting for the ice storm that we never got. Suspicious people. We did get all of our certification to carry our narcan.

Engineer Report (Adam)

Need to drive roads to plan for 2017. Don’t have estimate done for Schneider St. yet. I am talking with Dunn about mixing cement and road base. I will have the estimate at the next board meeting. We responded to the mitigation.

Attorney Report (Kevin)

The only thing I have is the agreement for the park.

Mayor Cuffle: I just wanted the most up to date draft we have before we schedule a meeting with them.

Mayor Cuffle: Resident Richard is here inquiring about the Comcast franchise fee and lives in Holiday Estates. We have a couple of calls into Comcast about those fees and after trying to explain to Comcast that we don’t live in a city town or village we are unincorporated Sangamon County. Paying $5.51 franchise fee. I happened to notice before mailing in my bill that it said FCC Village of Spaulding. I called the office and spoke with Debbie and she wasn’t sure about it and said I could come to the meeting. I understand that I would be paying the fee no matter what.

Mark Urban: I believe what has happened is that we had to sign a franchise contract with Comcast for them to be allowed to come in to the village and provide service.

Richard: I was just coming to inquire to make sure the village is getting the money from the franchise fee.

Mayor Cuffle: I am going to reach out to the lady at Comcast to see what we can do about the fees and basically let her know what her customer service is telling customers about coming back to the village to inquire.

Mayor Cuffle: I don’t have anything except for did anyone get prices on a truck.

Derik: We did take it in and get the transmission fluid changed and stuff and now it runs great. For a new truck on state bid it is $30k that’s with no bed, no spreader, no plow.

Mayor Cuffle: Williamsville may have a truck for us in the next few months for us. I think it could be a good deal for us.

Mark Urban: we need to go into closed session for personnel reasons.

Motion to go into closed session for personnel reasons made by Mike Foster seconded by Amy Cunningham. All in favor passes 6-0.

Motion to come out of closed session made by Mike Foster seconded by Mark Urban. All in favor passes 6-0.

Motion for Spaulding Police Department to offer a position to Jennifer Stone as police officer at $11.00/hr. until through academy raise to $12.00/hr. upon evaluation made by Mike Foster seconded by Mark Urban. Roll call passes 6-0.

Motion for Spaulding Police Department to offer a position to Courtney Palazzolo as police officer at $12.00/hr. with a 6-month probation period made by Mike Foster by Mark Urban. Roll call 6-0.

Motion to adjourn made by Mark Urban seconded by Bill Hinkle. All in favor passes 6-0.
