Sangamon County Jail Committee met July 18.

Here is the minutes provided by the Committee:

Members present: Joel Tjelmeland (chairman), Catie Sheehan (vice-chairman) Tony DelGiorno, Annette Fulgenzi, Tim Krell, Rose Ruzic & Linda Douglas-Williams.

Members absent: Tom Madonia & George Preckwinkle

Others present: Sheriff Wes Barr, Jail Superintendent Larry Beck, Coroner Cinda Edwards, Tim Eggleston & Mary Carter (secretary)

Chairman Tjelmeland called the meeting to order at 1202.p.

Tjelmeland requested a motion to approve the minutes of the Jul Motion was made by Krell & seconded by Douglas-Williams.

Reports:

Sheriff Barr had nothing specific to report. Everythir

Superintendent Beck reported the jail count was 354 today. Overtime for the last couple of weeks has been 16 hours over last year's average. (mostly due to vacations & vacancies) The phone sales were 42k for the past month. Commissary sales have been up as well. Video visitation is going well. Video visitation saves us money. Also when people come in to do the video visitation, they use the kiosk to add money to the inmates' accounts. Once the phone system is paid off, Beck would like to see about purchasing tablets (i-pads) for the inmates who want to pursue their GED while they are in jail. Douglas Williams says that will benefit the inmates as well as the community. Gateway has approached Beck about having two counselors in the jail to treat opioid users who want to get clean and kick their addiction. Gateway has grant money to use for this program. We are waiting to hear from Gateway as to when this might start. Krell asked Beck how he handles the mentally ill inmates. Beck says they are separated from the general population. We wait for bed space throughout the state so they can be moved. It comes very slow. We are limited on what treatment we can do for them.

Coroner Edwards reported that the Coroner's office is very busy, but this weekend they did not have any "scene" calls. Autopsy numbers are up, we have already had 190 this year.

New Business:

•MJ Kellner approval $12,898.76 Chairman Tjelmeland asked for a motion to approve MJ Kellner. Sheehan made a motion to approve & Fulgenzi seconded. Motion carried (7-0)

•Approval for Sheriff Barr to attend mandatory training-Illinois Sheriffs Association Summer Training Conference in Peoria, IL, August 4-7 at a cost of $816.64 DelGiorno made a motion to approve and Krell seconded. Motion carried (7-0)

•Approval to hire a Court Security Officer on or after 8/14/17 at a rate of $33,369. The previous employee left the payroll on 7/14/17. Douglas-Williams made a motion to approve and Ruzic seconded. Motion carried (7-0)

Old Business: none.

Chairman Tjelmeland requested a motion to approve the requisitions for the Sheriff & Coroner, Krell made a motion to approve and Ruzic seconded. Motion carried (7-0).

Sheehan made a motion to adjourn, seconded by Fulgenzi. Motion carried (7-0) and the meeting adjourned at 12:24 pm.
