Village of Rochester Board of Trustees met November 13.

Here is the minutes provided by the Board:

President Suerdieck called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.

Approval Of The Minutes Of The Regular Board Meeting On October 10, 2017.

Trustee Hill made a motion to approve the October 10, 2017, minutes. Motion seconded by Trustee Eandi. Unanimous aye vote. Motion passed.

Approval Of Bills:

Trustee Hill made a motion to approve the monthly financial statements and bills. Motion seconded by Trustee Butcher. Unanimous aye vote. Motion passed.

Announcements:

Clerk Langdon read the proclamation for Zachary Swinford “Eagle Scout – Police Flag Pole Project”. Trustee Hill made a motion to adopt the proclamation. Motion seconded by Trustee Zobrist. Unanimous aye vote. Motion passed.

Ray & Pam Bruzan presented “Cotton, Violins & Shots in the Night”. A timeline visit to Rochester, Illinois. Mr. & Mrs. Bruzan spent five years compiling the 400 pages of Rochester history. Would like to see a link to the Rochester Historical Preservation Society added to Village website. President Suerdieck was presented a copy of book.

Public Forum:

Marty Fairchild – Trustee with Rochester Fire Protection District. Since September the fire department has been discussing a bulk water request from the Village. Fire department would like some guidance from the Village. Mr. Fairchild informed Board that Barry may be an option, but again, would defer to Village for guidance.

Old Business:

Committee Reports:

Planning & Zoning Commission – Chairman Maras presented the Planning & Zoning Commission’s report from the October 24, 2017 meeting. Items included:

• Oak Mill 3rd Addition Final Plat – Recommend Board approve final plat

• Amend Village Code to include LED lights – Recommend Board approve new language

• Amend Village Code for Street Pavement Width Clarification – Recommend Board approve line item removal

Personnel & Finance -- Trustee Zobrist presented the Personnel & Finance Committee’s report. P&F agreed on keeping same insurance as last year for employees (BC/BS policy). The monthly rate for this policy has a slight increase; however, out-of- pocket deductibles remain the same as last year. Unions have approved.

Water & Sewer -- President Suerdieck, Trustee Hendrickson, members of Public Works along with Village Engineer took a tour of a water treatment plant in Dieterich, Illinois.

Sparks -- Trustee Munroe reported that the pork dinner fundraiser was a success with the selling of 204 meals. The Committee plans to do again after the first of the year. May seek a different venue due to the climate during January and February.

Public Works Superintendent’s Report:

Todd Folder reported the following:

• Water –

▪ Public Works along with President Suerdieck, Trustee Hendrickson and Kevin Kuhn toured EJ water treatment plant.

▪ CWLP water main break caused the Village’s water system loss. IEPA and Sangamon County Department of Public Health were notified. Samples were collected this morning and we should have results tomorrow.

▪ President Suerdieck, Deb Elderton & Jan Sparling had a meeting this morning at the Village Hall regarding the boil order, elevated tank operation, communication (internal & external), and current and future water sources. Rochester Fire Department was in attendance for part of this meeting. Discussion regarding the consolidation of a Police, Fire, and Public Works Facebook page.

▪ Pressure test on Morningside Heights Subdivision water main replacement job. Initial results good but going to retest to confirm.

▪ Gates from Goodman Fence for the Town Hall lift station should be ready for pickup this week along with three 4” steel poles and the truck hardware kit for the drive-thru gate.

▪ Storm drain gutters poured on Penacook at the dividing dam

▪ BEA will be here this month to install Mission Control monitoring system on our North & South pump stations.

• Sewer –

▪ Town Hall lift station fence installed. Drive way gate and walk gate frame and hardware received but the shipment was missing some parts. Lamp installed.

• Streets –

▪ Met with new engineer for an on-site visit and discussion regarding East Main Street improvements.

▪ No monthly cold patch tonnage report.

• Parks –

▪ Park restrooms are closed for the season.

▪ Tom’s last day for the season is Wednesday.

• Building/Grounds –

▪ Poured first half of the concrete floor in the salt shed.

• Fleet/Equipment –

▪ No report.

• Issues/Resident Complaints –

▪ We have experienced several boil order communication complaints.

• Personnel –

▪ No report.

• Goals –

▪ Elevated tank work.

▪ Morningside Heights flushing and Bac’t samples for operating permit approval.

Rochester Police Department:

Chief Bragg reported the following:

• Reminder that this is “No Shave November”.

• 7 candidates passed the power test. Will administer written test later to establish eligibility list.

• Officer Doolin to attend courses in Belleville before moving to full time status.

Villager Manager’s Report:

Deb Elderton reported the following:

• Village has been discussing options for notifying residents for emergency situations such as the water main break that occurred.

• Village engineers would like for the Board of Trustees to Table Ordinance 2017- 36 amending the Subdivision Code to remove certain street regulations due to additional items in that area of the Code that should be addressed.

• Village engineers contacted Deb regarding the ITEP Grant and asked if the Village would be interested in submitting an application. Deb informed engineers that the Village has tried to obtain an ITEP Grant for the Cardinal Hill Sidewalk Project which is on the agenda.

• Board is to review the Estimated Tax Levy each year at least 15 days before the Tax Levy is passed by the Board. The Tax Levy was increased by 4.99% so a “Truth in Taxation” was not required this year. The Office Manager researched the figures and has prepared the 2017 Tax Levy for your review.

• There continues to be interest in the development in the Cardinal Hill Crossings and Coe Commons Properties. The utility easements dedicated to the Village tonight will be the beginning of projects being brought to the Village Board.

New Business:

Ordinance 2017-33 – Abating the 2017 Tax Levy for the payment of the Village of Rochester, Sangamon County, Illinois Property Tax. Trustee Munroe made a motion to adopt Ordinance 2017-33. Motion seconded by Trustee Eandi.

Ordinance 2017-37 – Amending the Village Code to provide regulations on LED Lighting. Trustee Munroe made a motion to adopt Ordinance 2017-37. Motion seconded by Trustee Zobrist.

Ordinance 2017-39 – Authorizing the operation of golf carts as non-highway vehicles on the streets in the Village of Rochester, Sangamon County, Illinois. Trustee Munroe made a motion to Table Ordinance 2017-39. Motion seconded by Trustee Hill. Unanimous aye vote. Ordinance 2017-39 Tabled.

Ordinance 2017-40 – Amending the stipends paid to committee members (eliminating line item for Building Inspector). Trustee Munroe made a motion to adopt Ordinance 2017-40. Motion seconded by Trustee Butcher.
