Village of Chatham Village Board met Nov. 28.

Here is the minutes provided by the Board:

A. Call to Order

1. Moment of Silence

2. Pledge of Allegiance

3. Roll Call

Trustee Scherschel moved, seconded by Trustee Gerger to allow Trustee Lindhorst to call into the meeting due to being out of town for work. This was approved from everyone by voice vote.

Trustee Scherschel moved, seconded by Trustee Fountain to appoint Trustee Gerger to be the chairman of tonight's meeting due to Village President Kimsey being out of town for work. This was approved by everyone by voice vote.

Present: Trustee Fountain, Gerger, Mann, Mau, Scherschel, Lindhorst (remote).

Others present: Clerk Dahlkamp, Village Administrator McCarthy, Police Chief Foli, and Attorney Jurgens.

Absent: Village President Kimsey (out of town for work)

There were no public announcements this evening.

5. Public Comments Agenda Topics

Darlene Judd- Warrants inquiry about the Village Fitness Center internet bill and water testing.

B. Consent Agenda

1. Village Board Meeting Minutes from November 14th, 2017

2. Warrants Resolution 52-17

Trustee Mau moved, seconded by Trustee Mann to put the consent agenda on the table for action. The consent agenda passed 6 yes, 0 no, and 0 absent as follows: Lindhorst yes, Mann yes, Mau yes, Fountain yes, Scherschel yes, and Gerger yes.

C. Old Business

1. A RESOLUTION APPROVING AN AGREEMENT WITH SUNDOWN ONE FOR MULTI-MEDIA UPGRADES TO THE VILLAGE HALL BOARDROOM

No action was taken on this resolution this evening. Trustee Mann updated the board with the agreement between Sundown One to upgrade the technology in the Village Boardroom. Trustees requested that Trustee Mann ask a representative from Sundown One to come and present the changes that would be occurring in the boardroom once funding becomes available (if possible at the next Committee of the Whole). Trustee Mann told the board that it would cost the village $2,400 a year to use their services of Live Streaming the meetings. Other Trustees voiced their concerns over needing more security surveillance in the parks.

D. New Business

1. A RESOLUTION APPROVING AN AGREEMENT WITH MATRIX CONSULTING GROUP TO PROVIDE PROFESSIONAL CONSULTING SERVICES TO THE VILLAGE OF CHATHAM FOR A PERFORMANCE AUDIT, Resolution 53-17

Trustee Scherschel moved, seconded by Trustee Lindhorst to put this agenda item on the table for action. While discussing, Trustee Mau said his two main concerns were cost and this being a rushed projected. He then stated he will be voting against it. Trustee Fountain voiced his concerns that the Matrix Consulting Group did not score highest on the rating scales turned in from the board and the Village Administrator. He also requested several language changes be made to the resolution. Trustees Mann, Lindhorst, Gerger, and Scherschel all spoke about how the Performance Audit is going to benefit the Village of Chatham. Village Administrator McCarthy also stated the Performance Audit would be beneficial, and he is going to sit down with Matrix Consulting Group and Molly Berns who is leading our Comprehensive Plan to see when the best time for the Performance Audit to be conducted is. Resolution 53-17 passed with 4 yes, 2 no, and 0 absent as follows: Lindhorst yes, Mann yes, Gerger yes, Scherschel yes, Mau no, and Fountain no.

2. 2017 Property Tax Levy

Village Administrator McCarthy shared the updated documents for the 2017 Property Tax Levy.

3. K9 (Canine) Retirement

Police Chief Foli came and announced the retirement of the Village K9, Bella. Due to Bella's age (8 years old) and current medical condition, her veterinarian Gary Minder recommend that she retires. Bella will be sold to Officer Richards (who she has worked with for a long time) for one dollar. In a forthcoming meeting, more will be celebrated in regards to Bella's retirement. Police Chief Foli also announced that he has started the process in looking for a new K9 for the Village of Chatham.

Trustee Mann moved to adjourn, seconded by Trustee Fountain. This was approved by voice vote. The meeting adjourned at 6:56 pm.
