CITY COUNCIL REGULAR AGENDA

Mayor Langfelder called the January15, 2019 meeting of the Springfield City Council to order at 5:30 PM. He invited everyone to recite the Pledge of Allegiance.

Clerk Lesko took the roll call of members.

Clerk Lesko announced there was a quorum for a meeting.

Next, Mayor Langfelder invited Staff Sergeant Randle Taborn and Alderman Senor to the podium to present SSgt Taborn with a Certificate of Honor from the City of Springfield. SSgt Taborn was named the 182nd Air Lift Wing Illinois Airman of the Year for 2018. He is a native of Springfield.

First, docket number 2018-073 for the property located at 96 South Fox Mill Lane PETITIONER(S): Michael and Nadine Neumeister, as lake leaseholders

PRESENT ZONING CLASSIFICATION: R-1, Single family residence district, Section 155.016

REQUESTED ZONING RELIEF: A petition to Vary Section 3 (Setback) of Appendix A of the Land Use Plan for Lake Springfield and its Marginal Properties to construct an enclosed breezeway connecting the existing area to the house which will be 32.5 fee from the lot line but will be attached to the existing garage, that at its closest point is 8.2 feet from the property line instead of the 10 feet required.

REQUESTED ZONING RELIEF: Reclassification to B-1, Highway Business Service District, Section 155.033, and a Variance of Section 155.112, Surfacing, for 2230 S. 9th Street to allow the continued use of the driveway and parking area without a dustless surface. PRESENT ZONING CLASSIFICATION: R-2, Single-Family Residence and Duplex Residence District, 155.017

REQUESTED ZONING RELIEF: A Variance of Section 155.311 (c), Residence Office District Sign regulation: non-Illuminated nameplates and identification signs, to allow an electronic message board and sign that do not exceed 38 square feet, instead of the 16 square feet permitted for community uses in an R-2 zoning District.

Approval of a Conditional Permitted Use for an accessory off-street parking lot not on the same lot as use for served for Parcel 2 and Parcel 3 and the requested Variance to allow parking in the front yard for Parcel 2.

Alderman Proctor made a motion to accept the Planning and Zoning Commission recommendation. Alderwoman DiCenso seconded the motion. REQUESTED ZONING RELIEF: A petition to Vary Section 9 (Docks) of Appendix A of the Land Use Plan for Lake Springfield and its Marginal Properties to allow the existing dock to remain at its current extension into the lake of approximately 50 feet from the shoreline at normal full pool elevation instead of the maximum 35 feet.

Regular City Council Meeting

Next, Public Works Director Mark Mahoney gave an update to the Aldermen on the snow and ice removal policies and procedures. He said that the new website keeps track of where Public Works trucks have been. He also said that the website tells where snow removal contractors are working.

Alderman Redpath said that he was disappointed that there were no Public Works trucks that came out and plowed some of the subdivisions. He called Lake Services to come out and plow.

Alderman Hanauer said that contactors came out and plowed his subdivisions within 12 hours of the snow storm ending. Alderman Thelien said that he hates snow now; he can’t stand seeing it fall. He said that he didn’t have a street that was missed by Public Works.

Director Mahoney said that he would like to start discussion of a permanent west side location for a salt dome. There is a temporary location right now.

Next, Mayor Langfelder recognized Treasurer Buscher who gave the Treasurer’s report. The Corporate Fund had beginning balance for the month of December 2018 $6,656,984. The City took in $7,919,317 and total disbursements of $7,470,213 with an ending balance for December 2018 of $7,106,088. Alderman Redpath made a motion to accept the finance report. Alderman Theilen seconded the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the January 3, 2019 City Council meeting and approve the minutes. Alderwoman DiCenso made the motion, Alderman Senor seconding the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of ordinances into the record of the Council meeting. Alderman Donelan made the motion with Alderwoman DiCenso seconding the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked to incorporate the pre-council reading of the consent agenda into the record. Alderman Donelan made the motion. Alderwoman DiCenso seconded the motion. The motion to incorporate the pre-council reading into the record passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to place the consent agenda on final passage. Alderwoman DiCenso made the motion to place the consent agenda on final passage. Alderman Theilen seconded the motion. Alderwoman Turner said that she is a no vote on agenda item 2019-011.

Next, agenda item 2019-005 an ordinance authorizing a sole source purchase of two (2) Pierce Enforcer Custom Pumper apparatus, bid #1012, from Global Emergency Products for an amount not to exceed $1,200,000.00 and authorizing a short term loan from corporate fund 001 to fund 094 for an amount not to exceed $1,200,000.00 for said purchases for the Springfield Fire Department. Aldermen Redpath, Donelan and Hanauer made a motion to place the agenda item on final passage. Alderman Theilen seconded the motion.

Next, Mayor Langfelder said that there is a budget workshop shortly after the meeting tonight of the Police and Fire Department.

Next, Alderman Senor wanted to remind everyone that City Tournament starts on Wednesday instead of Thursday this year.

Also, Mayor Langfelder wanted to mention the Doctor Martin Luther King Junior Breakfast at the Wydum Hotel with the start time of 7:30 A.M.

Next, Alice Remmey 1212 South Livingston, she thinks that there should be no on street parking for any cars if the snow is above seven inches.

Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Senor and seconded by Alderwoman DiCenso. The motion passed on a voice vote of 10-0. The January 15, 2019 Council Meeting adjourned at 6:40 PM
