Village of Spaulding Village Board met Jan. 13.

Treasurer’s Report – Michelle Collins Trustee Foster asked about how many Ameren accounts we have. Treasurer Collins responded with five accounts.

Police Report – Chief Hillyer

• We had one vehicle burglary

• Officer Balding will be attending Homicide Lead Investigators classes.

• New PBT’s are working well.

• Officer Wilkin has started at her new state job and will be unavailable to work her Sunday shift.

• No other officers have been available to work Sunday shifts either. Chief will adjust his schedule to cover as needed.

Attorney Report – Pat Sheehan

• Asked if Zoning Board of Appeals had been created. Response from President Hinkle was yes.

• Raylots property-recommend to the board to grant a reasonable extension since they are making the effort to get the property cleaned up.

• Resolution on Cannabis Zoning needs to be referred to the Zoning Board of Appeals. We recommend to the board that they make an Ordinance Amendment to amend our code to allow for possession of cannabis under 10 grams per the cannabis laws that took effect January 1, 2020.

Motion to accept ordinance amendment to allow possession under 10 grams made by Trustee Foster, seconded by Trustee Tega. Roll Call.

Chief: Yes, we have driven by; the river is not expected to crest until Thursday.

Village Administrator Report-Jean Hillyer

• We received a new map from the Sangamon County Regional Leadership Council that is more up to date than the last map we had.

• We were approved for an IDOT Grant from 4/1 to 4/30 for a Distracted Driving Detail. We will receive about $1,056.00.

• Annual Financial Report extension was granted to January 26, 2020. This will be completed on time.

• Jennifer has been gathering all of the documentation for the insurance claim on the old squad car as well as creating a new file for the purchase of the new squad car.

• Jennifer has scanned everything into the computer and our Record Retention request has been submitted. We will need to purchase new totes for storing the documents we still must have a physical copy of per state statute.

• Wooden Bridge-Worked with Chuck Stone 2 years ago on getting the bridge listed as a historical landmark. We have found the person that has all of the documentation previously used in obtaining this status.

o National Historical Society can help us obtain this Landmark status but it would take more than a

year for them to get to our file. o This historical site would enable Spaulding to receive funds necessary to properly maintain the bridge. o There is a vintage train located up north, by Chicago, that makes a trip to central Illinois upon request. We have been in contact with them about getting the train to Spaulding for an event where we can host a ribbon cutting of sorts once the historical landmark has been made official. Residents would be able to take photos of the train. The railroad has agreed to help us clear the trees to make the train visible for photos, etc.

President Hinkle

• Wrecked police car will be picked up on Wednesday.

• We purchased a 2020 Ford Police Interceptor with an 8year extended bumper to bumper warranty up to 100,000 miles at the end of January. We put $10,000.00 down, financed the balance of $38,396.70 for a total monthly payment of $555.48 per month for 60 months.

o Trustee Foster would like to recommend that we pay an additional $544.52 per month on the squad car to pay it off faster, $1,100.00.

Motion to increase squad car payment for a total of $1,100.00 per month made by Trustee Foster, seconded by Trustee Brown. Roll Call.

• New lights at Wireless USA in Springfield, Insurance will pay the bill for the install of the lights.

• There have been rumors of Spaulding going to one waste hauler. That is not the case. We do have an ordinance allowing the village to charge a licensing fee to the waste haulers that do business in Spaulding. We can send the letters out in March to renew for May 1. TABLED.

• Ruby Electric will begin work this week on the street lights.

• Regional Leadership Meeting is Wednesday, 1/29/20 at 5pm. If you would like to attend, let me know.

• Zoning Board of Appeals top seven recommended

Motion to approve list of top seven Zoning Board of Appeals members made by Trustee Tega, Seconded by Trustee Brown. Roll Call.

Motion Passes 3-2.

• IT-LRS was a little pricey but was not certified in Leads.

o Kevin Lloyd is the only one that was qualified with Leads Certification.
