Meet

City of Springfield City Council met Sept. 1.

Here is the minutes provided by the council:

PRE-COUNCIL SESSION

City Clerk Frank Lesko called the Pre Council Session of the Springfield City Council to Order on Tuesday, September 1, 2020 in the Council Chambers of the Municipal Center West.

CITY COUNCIL SESSION

Mayor Jim Langfelder called the March 3, 2020 meeting of the Springfield City Council to order at 5:30 PM. He invited everyone to recite the Pledge of Allegiance.

Clerk Lesko took the roll call of members.

PRESENT: Alderman Redpath, Alderman Gregory, Alderwoman Turner, Alderman Fulgenzi (via Zoom), Alderman Proctor, Alderwoman DiCenso, Alderman McMenamin, Alderwoman Conley, Alderman Donelan, Alderman Hanauer and Mayor Langfelder

Clerk Lesko announced there was a quorum for a meeting.

Mayor Langfelder presented a proclamation to Sue Massie on behalf of the Abraham Lincoln Association.

A presentation was introduced by Scott Dahl and given by Amy Beadle and Alison Warren introducing the Fall Campaign of 7 in 7. This campaign combines City of Springfield visitors and residents to interact with local businesses by way of competition.

Director William McCarty gave a FY21 COVID budget update. After his presentation, the Aldermen had much discussion on how the budget can be addressed. Aaron Pearl and Michael Horn also addressed Council concerning this matter.

Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the August 18, 2020 City Council meeting and approve the minutes. Alderwoman DiCenso made the motion to approve and Alderman Proctor seconded. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of ordinances into the record of the Council meeting. Alderman Donley made the motion with Alderwoman Conley seconding the motion. The motion passed on a roll-call vote of 10-0 voting yes.

Next, Mayor Langfelder asked to incorporate the Pre-Council reading of the Consent Agenda into the record. Alderman Hanauer made the motion and Alderwoman DiCenso seconded the motion. The motion to incorporate the pre-council reading of the Consent Agenda into the record passed on a roll-call vote of 10-0.

Next, Mayor Langfelder asked for a motion to approve the Consent Agenda on to final passage. Alderman Redpath made the motion and Alderman Hanauer seconded the motion. A roll-call vote was taken to pass the Consent Agenda with 10-0 voting yes, with the exception of Alderman Fulgenzi voting present on Agenda No. 2020-335. All other items on the Consent Agenda passed with a vote 10-0 voting yes.

Alderwoman Conley motioned to withdraw Agenda No. 2020-134 and Alderman Donelan seconded the motion. This motion was withdrawn with a voice vote of 10-0 voting yes.

Alderwoman DiCenso motioned for Agenda Nos. 2020-181 and 2020-195 to be withdrawn and Alderman Hanauer seconded the motion. This motion on both items was withdrawn with a voice vote of 10-0 voting yes. Discussion was had on Agenda No. 2020-314 with Alderman Redpath, Alderman Hanauer and Corporate Counsel.

Neil Davis spoke on his property that has been affected by the Rail Improvement Project. Nate Bottom, all of the Aldermen, Jim Moll and Steve Warren with Hanson all spoke on this matter. Alderman Redpath and Alderman Hanauer originally motioned for Agenda Nos. 2020-330, 2020-331, 2020-332 and 2020-333 on to final passage. After much discussion, Alderman Hanauer motioned to move the above-mentioned agenda nos. to Committee and Alderman Gregory seconded the motion.

The motion to put Agenda Nos. 2020-331, 2020-331, 2020-332 and 2020-333 in Committee passed on a vote of 9 yes and 1 no (Alderman Fulgenzi): Alderman Redpath, Alderman Gregory, Alderwoman Turner, Alderman Fulgenzi (no), Alderman Proctor, Alderwoman DiCenso, Alderman McMenamin, Alderwoman Conley, Alderman Donelan and Alderman Hanauer

This motion is an Emergency Passage. Alderman Redpath motioned to move this agenda item on for emergency passage and Alderman Hanauer seconded the motion. A roll call vote was taken and is as follows:

Mayor Jim Langfelder also voted Y to make the vote 10 yes to advance the emergency passage agenda item on to final passage.

A motion to have Executive Session was made by Alderman Hanauer and seconded by Alderman Redpath. The remainder of the meeting will proceed and executive session will be held last.

Alderman Proctor discussed ordinances he wishes to have drafted by Corporation Counsel.

Alderwoman Turner asked Corporation Counsel about an ordinance she had discussed prior concerning the police department.

Alderwoman DiCenso mentioned Halloween and how we will need to address this community based holiday.

Alderman Gregory discussed a family dollar in his ward.

Mayor Langfelder gave a reminder of the upcoming Wednesday’s Facebook Live session and that the City will be closed Monday, September 7, 2020 for Labor Day.

Garrett Moffett addressed Council concerning evening historic tours at Oak Ridge Cemetery.

Lynn Tune spoke about the homeless in Springfield and pan handling. The Aldermen and John Fallon also joined this discussion.

City Council Minutes 7 September 1, 2020

Mayor Langfelder called for a break in the regular scheduled City Council meeting to go into Executive Session at 8:44 PM.

Alderman Redpath motioned to return to the regular scheduled City Council meeting at 9:01 PM and Alderwoman DiCenso seconded the motion.

Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Hanauer and seconded by Alderwoman Turner. The September 1, 2020 Council Meeting adjourned at 9:03 PM.
