Hancock County Finance, Fees and Salaries Committee met March 12
Here are the minutes provided by the committee:
The meeting was called to order by Wayne Bollin at 9:00 a.m. Members in attendance included Harry Douglas, Dennis Castlebury, Joe Boyles, Alex Blythe, Lee Ann Lambert, and Mark Menn. Steve Lucie was absent. Visitors included Keith Krohe, Kris Pilkington, Mike McVey, Keara Weber, and Holly Wilde-Tillman.
Mr. Krohe with Mutual Medical passed around the health plan cost comparisons. Claims are at $66,000 so far this year.
Mr. McVey stated that he has an employee leaving in 2 weeks so his office is hiring. There are no special qualifications needed. The Board of Review is still working on 2025. They have a hearing on March 13. He handed around proposals from Eagle View for orthogonal imagery to help with better assessments. This would be paid out of the GIS fund.
Ms. Weber stated her office collected $20,000 more than the previous month. They started with 188 pages for fine collections and they are currently down to 53 pages. E-citation will be going live in 3 weeks. Some internet cables will need to be installed in the circuit clerk’s office. The building commission is looking into this. She would like to pay it out of the court security fund.
Ms. Pilkington stated that a former employee who owed money for an insurance payment has contacted her office and agreed to pay $50/month. They currently owe $1353.24. The current financials were passed around. The state overpaid the county for video gaming and this will be coming out. Her office’s new scanner is to be ready May 1.
Ms. Wilde-Tillman stated she had ES&S come and test election machines. Three of the DS200s and one Expressvote had issues. Conrad was able to fix all but one of the machines. Early voting is slow but this is normal. She is good on election judges and is short 9. Economic interest sheets need to be turned in soon.
Opening of the bids for the bicentennial banners and bookcases started at 9:28 a.m. Luella Spees made a bid of $10 for one of the banners and $100 for the 2 bookcases. Robert and Janet Steinman made a bid of $108.53 for one banner. Mr. Douglas made a motion to approve the bids for the banners, Mr. Castlebury seconded. Mr. Douglas made a motion to approve the bid for the bookcases, Mr. Boyles seconded the motion. All members present voted aye.
Ms. Wilde-Tillman will run an ad for the 4 banners again.
Motion to move into executive session regarding office holder salaries was made by Mr. Boyles, seconded by Mr. Castlebury at 9:38 a.m. All members present voted aye. Mr. Castlebury moved to leave executive session at 10:32, Mr. Boyles seconded the motion. All members present voted aye.
Mr. Boyles made a motion to accept the salaries for the treasurer, circuit clerk, and county clerk, Mr. Castlebury seconded the motion. A roll call vote was taken with all members present voting “yes”. Motion carried. Motion is as follows:
1) Treasurer starting December 1, 2026, at $55,000, and then move up $1500 yearly until November 30, 2030.
2) Circuit clerk starting December 1, 2026, at $69,000, and then move up $2000 yearly until November 30, 2030.
3) County clerk starting December 1, 2026, at $71,000, and then move up $2000 yearly until November 30, 2030.
Mr. Boyles made a motion to approve a credit card for the public defender’s office with a limit of $5000. Ms. Blythe seconded. A roll call vote was taken with all members present voting “yes”. Motion carried.
The new copiers are being paid out of IT’s budget. He is also paying per copy being made.
He would like to be reimbursed for this. The treasurer’s office will be informed.
Claims were gone over. Mr. Blythe made a motion to approve all of the claims except for the Kendall Beals storage claim, Mr. Douglas seconded. A roll call vote was taken with all members present voting “yes”. Motion carried.
Motion to recess until April 9 was made by Mr. Douglas, seconded by Mr. Boyles. All members present voted aye. Meeting adjourned at 11:12 a.m.
