Here are the minutes provided by the committee:

PRESENT: John O’Neill – Chair, Abe Forsyth – Vice Chair, Clyde Bunch, Tony DelGiorno, Pam Deppe & Todd Smith

MEMBERS NOT PRESENT: none

OTHERS: David Durall, Mike Torchia, Suzann Maxheimer, Craig Reiser, Jeff Wilhite & Mary Carter (secretary)

A quorum was present. Chair O’Neill called the meeting to order at 5:00pm.

Deppe made a motion to approve the minutes from November 4th and Forsyth seconded. Motion carried (6-0)

New Business/Department Updates:

State’s Attorney – Dan Wright-no report given

Court Administration-Suzann Maxheimer

1. Approval to Promote & Adjust Salary for Mary Filbrun-Kuhar from Secretary/Receptionist to Administrative Assistant effective 12/1/21 with a change in salary from $33,846.65 to $35,538.99.

2. Approval to Promote & Adjust Salary for Lee Ann Harris from Secretary/Receptionist to Administrative Assistant effective 12/1/21 with a change in salary from $33,846.65 to $35,538.99.

3. Approval to Promote & Adjust Salary for Jenny Durr-Davenport from Secretary/Receptionist to Administrative Assistant Supervisor effective 12/1/21 with a change in salary from $34,085.92 to $38,138. Approve Resolution authorizing the Circuit Clerk to collect the maximum fee on new filings and documents and be deposited into the Law Library fund beginning 1/1/22. Bunch made a motion to approve all and DelGiorno seconded. Motion carried (6-0)

Public Defender’s Office-Craig Reiser

1. Approval to Hire a Part Time Felony Assistant at an annual salary of up to $37,000 effective 1/10/22. The previous employee’s termination date was 11/30/21 and last paycheck date will be 12/10/21. Smith made a motion to approve and Bunch seconded. Motion carried (6-0)

Circuit Clerk – Paul Palazzolo/David Durall

1. Purchase Order-Dosarrest Internet Security for internet security software in the amount of $6,000. DelGiorno made a motion to approve and Deppe seconded. Motion carried (6-0)

Court Services – Mike Torchia

1. Approval to Hire a Senior Detention Officer at an annual salary of $51,317 effective 12/19/21. A current Detention Center will be promoted to this position. Requesting a waiver of the 30 day lag-100% reimbursement from the State of Illinois. Bunch made a motion to approve and DelGiorno seconded. Motion carried (6-0)

2. Purchase Order-Motorola for network services for portable radios in the amount of $4,080 for CFY2022.

3. Purchase Order-Visa/INB for training sessions for the Justice/Mental Health grant in the amount of $24,600 for CFY2022.

4. Purchase Order-SIU SOM for program evaluation services & administrative support services in the amount of $21,867 for CFY2022.

5. Purchase Order & County Board Resolution-Mental Health Centers of Central Illinois for outpatient services in the amount of $120,000 for CFY2022.

6. Purchase Order & County Board Resolution-Mental Health Centers of Central Illinois for case management therapy in the amount of $57,678 for CFY2022.

7. Purchase Order-Solution Specialties, Inc for licenses and case management system services in the amount of $20,000.04 for CFY2022.

8. Purchase Order-County of Peoria for out of county bed space rental in the amount of $5,000 for CFY2022.

9. Purchase Order & County Board Resolution-Advanced Correctional & Healthcare for medical services for juvenile offenders within the Juvenile Detention Center in the amount of $86,341 for CFY2022.

10. Purchase Order-Big Room Testing LLC for drug testing supplies in the amount of $7,500 for CFY2022.

11. Purchase Order-B I Incorporated for electronic monitoring services for juvenile offenders in the amount of $20,000.04 for CFY2022.

12. Purchase Order-Midwest Counseling for sex offender evaluations in the amount of $5,000 for CFY2022.

13. Purchase Order-Gateway Foundation for substance abuse treatment services in the amount of $5,000 for CFY2022.

14. Purchase Order-Visa/INB for travel expenses for training purposes in the amount of $5,000 for CFY2022.

15. Purchase Order-Wex Bank for fuel in the amount of $10,000.08 for CFY2022.

16. Purchase Order-B I Incorporated for electronic monitoring (adult) in the amount of $12,500.04 for CFY2022. Bunch made a motion to approve #2-#16 and Del Giorno seconded. Motion carried (6-0)

10. Purchase for CFY203

**The Juvenile Detention report: average daily population is 10.27 for November. Average for the year is 9.11. Capacity is 16. We are running at 56.94% capacity rate.

Acceptance of Purchase Reports-Forsyth made a motion to approve and Smith seconded. Motion carried (6-0)

Old Business

Procurement/Grant Notifications (report only) –

There was no public comment.

Bunch made a motion to adjourn, seconded by DelGiorno. The motion carried (6-0) and the meeting was adjourned at 5:11pm.
