Chatham Village Board considers several annexation plans

Meeting 02

At a recent meeting, the Chatham Village Board considered several proposed annexations.

The Chatham Village Board includes the village president and clerk, and six trustees. The board meets at 6 p.m. on the fourth Tuesday of each month.

Below is the agenda for this meeting, as provided by the board.

Trustee Schatteman moved, seconded by Trustee Mau, to allow the Remote attendance of Trustee Clayton.The motion was Approved by Voice Vote. (Trustee Mau left at 6:30 because he was not feeling well.)

AUTHORIZING THE EXECUTION OF A JURISDICITONAL TRANSFER AGREEMENT BETWEEN THE VILLAGE OF CHATHAM AND THE STATE OF ILLINOIS FOR A PARCEL LOCATED IN THE NORTHEAST QUADRANT OF THE AT-GRADE CROSSING OF WALNUT STREET AND THE UNION PACIFIC RAILROAD FOR IMPROVEMENTS ASSOCIATED WITH THE HIGH SPEED RAIL PROJECT Ordinance 16-28

Trustee Kimsey moved, seconded by Trustee Lindhorst, to bring Ordinance 16-28 to the table for consideration. Explained by title, this ordinance regards property owned by the State and used during the recent Walnut Street Crossing Upgrade to accommodate the High Speed Rail Project. The State is transferring ownership to Chatham. 2. Authorizing Execution of an Annexing Agreement for Certain Property Owned By Alex Jones Ordinance 16-29

Trustee Kimsey moved, seconded by Trustee Schatteman, to bring Ordinance 16-29 to the table for consideration. Explained by title, this ordinance regards a one acre parcel of property on Old Union Trail Road. Trustee Kimsey moved, seconded by Trustee Schatteman, to bring Ordinance 16-30 to the table for consideration. Explained by title, this ordinance regards the storage garage across the street East of the municipal building. It is being demolished at no cost to the village. 4. 2016 Chatham Prevailing Wage Ordinance 16-31

Trustee Kimsey moved, seconded by Trustee Schatteman, to bring Ordinance 16-31 to the table for consideration. Explained by title, this ordinance, approved annually in June, establishes a prevailing rate of wages as defined in an Act for laborers, mechanics and other workers in the locality, employed in performing construction of public works. Trustee Kimsey moved, seconded by Trustee Schatteman, to bring Ordinance 16-32 to the table for consideration. Explained by title and due to the recent resignation of Trustee Boyle, the Committee of the Whole Chairman, Ordinance 16-32 establishes Committee of the Whole Chairman and Vice Chairman authority. 7. AMENDING THE VILLAGE OF CHATHAM CODE OF ORDINANCES RELATING TO FINAL INSPECTION CERTIFICATES Ordinance 16-34

8. 2016 MFT Maintenance - Supplemental Resolution for Maintenance of Streets and Highways Resolution 30-16

Trustee Kimsey moved, seconded by Trustee Schatteman, to bring Resolution 30-16 to the table for consideration. Explained by title, Resolution 30-16 regards the village Motor Fuel Tax Street Maintenance Program for 1/1/2016 - 4/30/2017. $490,111.75 has been appropriated from IDOT for this program. 9. Approving Changes to the Land Subdivision Ordinance, Ordinance 16-35

Trustee Kimsey moved, seconded by Trustee Fountain, to bring Ordinance 16-35 to the table for consideration. Explained by title, this ordinance approves updates to the Subdivision Ordinance and addresses certain concerns relative to new developments and several changes have been recommended. 10. Authorizing the Friends of the Park the Use of Community Park Resolution 31-16

Trustee Schatteman moved, seconded by Trustee Lindhorst, to bring Resolution 31-16 to the table for consideration. Explained by title, this event will be Weekends from November 25th Through December 25th. Resolution 31-16 passed by roll call vote, 4 yes, 0 no, 1 absent, and 1 abstain as follows: Clayton, yes; Kimsey, abstain; Lindhorst, yes; Mau, absent; Schatteman, yes.

E. Village Manager

1. Comments/Report

1. "Friends of the Park" have requested use of Veteran's Park (the Square) for a "Paint the Square" event August 27, 8A-7P. Streets surrounding the square, except Route 4, can be used but Trustee Kimsey doubted three will be used the first year. Streets will be painted with washable - nonpermanent - paint. 2. Standard Areo, that was Garrett Aviation, requested use of the South Park pavilion and an adjacent area for a company picnic. The picnic is August 5, noon - 11:30P. Alcohol will be served but not sold. A Special Event liquor license is needed and a Resolution approving this use will be presenting for Village Board Approval. 3. The Sangamon County Department of Health needs an Ordinance Approving 2017 Animal Control at a cost of $6394.42. 4. The Account Clerk position held by retired employee Alice O'keefe needs filled. Qualifications and requests for applications are being prepared for internal and external candidates.

F. Executive Session

Trustee Schatteman moved, seconded by Trustee Fountain, to go into Executive Session to discuss subjects of Collective Bargaining and Litigation. The motion was Approved by Roll Call Vote 5 yes, 0 no, and 0 absent as follows: Clayton, yes; Kimsey, yes; Lindhorst, yes; Mau, absent; Schatteman, yes.

G. Reconvene Open Session

1. ESTABLISHING THE SALARIES FOR THE VILLAGE MANAGER AND CHIEF OF POLICE Ordinance 16-36

Trustee Kimsey moved, seconded by Trustee Fountain, to Reconvene the Open Session of the Regular Village Board Meeting. The motion was Approved by Roll Call Vote 5 yes, 0 no, and 1 absent as follows: Clayton, yes; Kimsey, yes; Lindhorst, yes; Mau, absent; Schatteman, yes. Trustee Kimsey moved, seconded by Trustee Fountain, to bring Ordinance 16-36 to the table for consideration. Explained by title, Ordinance 16-36, unamended, approves raises of 3% for the Village Manager and the Chief of Police, but with the understanding that the village will in the future strive to use a more merit based process of establishing raises. (This understanding is not in Ordinance 16-36.) Ordinance 16-36 passed by roll call vote, 5 yes, 0 no, and 1 absent as follows: Clayton, yes; Kimsey, yes; Lindhorst, yes; Mau, absent; Schatteman, yes. Mayor Gray announced future meeting dates.

There being no further business to come before the village board, Trustee Fountain moved, seconded by Trustee Lindhorst, to Adjourn the Regular Village Board Meeting. The motion passed by Voice Vote.
