Call to Order:
President Clarke called the meeting to order at 7 pm.
Village Clerk, Devona Martin, called roll Trustees in attendance: Phillip Thompson, Patrick Murphy, David Skinner, Troy Squires Trustees absent: Garry Whitson, Cara Burnley Also in attendance: Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Chief Jan Bowsher, Jim Wilson, Andy Lee, Jessica Megginson, Lorena Shaw
Jim Wilson appeared before the Board. He wants to make sure that the weight limits on the roads leading to Black Diamond stay the same. There is a 10-ton limit on 1st Street and a 22ton limit on Black Diamond. President Clarke advised that Black Diamond would be a township issue. He also talked the flood plains in the area. He asked how they are going to get into the site. He stated that he asked that question at the meeting and they finally said
maybe partner up with Ameren, Mr. Wilson Stated that Ameren's interest is agricultural. It
was not made for high traffic. He thinks they will be blocked from access. President Clarke advised that the City of Springfield has to sign off; then Sangamon County; and then the Village of Pawnee. Mr. Wilson also thinks his home will be devalued. He read that when one of these plants goes in, homes within a 2 mile radius will be devalued. This would encompass 1600 homes. He thinks taxes will also go down because homes will be devalued. He talked about the picture on the flier with all the Smoke. If there are winds out of the south, the Village of Pawnee will be cloudy. He stated that he is against the plant, Jessica Megginson appeared before the Board. She lives on Divernon Road. She has a question regarding the power plant. She asked what official jurisdiction the Village has over the matter. President Clarke advised the Village city limits only. She asked about voting. President Clarke stated that it is too late for a referendum to be on the ballot. He stated the President of the Village Board, Township Board and Superintendent will hold an informal vote at the School if it gets that far.

Trustee Skinner presented the bills payable for the week ending March 27, 2017 in the amount of $43,473.75 Motion made by Trustee Skinner to approve the bills payable in the amount of $43,473.75 for the week ending March 27, 2017.

Gas and Water Committee Report: Committee Chair, Trustee Squires
o Trustee Squires advised that 101 red letters went out on the 20th. Of these, 13 were shut off.
8 have been turned back on.
o Andy Lee advised the Board that he was talking to Kelly Thein but hasn't had time to talk to Chief Bowsher. His office is currently at the warehouse. He would like to move into the old police department, Consensus was that he should move his office in once the PD moves out.
o Andy Lee advised the Board that the Illinois Commerce Commission was here last week
looking over 3 years of records. They only found 1 issue and that has been taken care of The inspector was pleased with everything and told us to keep doing what we are doing.

o Trustee Squires advised that they are maintaining sewers and storm tiles,
o Trustee Squires advised that he met with Jeff and they are working on the budget.
o Trustee Squires that that tomorrow, weather permitting, 4 trees will Come down on Jefferson Street.
Police Committee Report: Committee Chair, President Clarke
e Chief Bowsher advised they are staining the postS. o President Clarke Complimented Clyde on the globes.
Sewer and Parks Committee Report: Committee Chair, Trustee Thompson
