Sangamon County Finance Committee met Nov. 14.

Here is the minutes provided by the Committee:

Members Present: Clyde Bunch, Annette Fulgenzi, Linda Fulgenzi, Craig, Hall, Lisa Hills, David Mendenhall, George Preckwinkle, Rose Ruzic, Cathy Scaife, Todd Smith, Greg Stumpf, Lori Williams

Members Absent: John O’Neill

Vice-Chairman Greg Stumpf called the meeting to order at 5:02 p.m.

Stumpf requested a motion to approve the minutes of the October 24, 2017 meeting of the Finance Committee. A motion to approve the minutes was made by Bunch and seconded by Williams. Motion carried (12-0).

Dan Wright, Assistant State’s Attorney, addressed the Committee requesting approval to hire a replacement Assistant State’s Attorney-Felony Division at an annual salary of up to $48,000 effective on or after November 20, 2017. A motion to approve the request was made by Williams and seconded by Hills. Motion carried (12-0).

Tim Eggleston, Comptroller, addressed the Committee requesting approval to hire a replacement Secretary at an annual salary of $25,986 effective November 20, 2017. A motion to approve the request was made by Smith and seconded by A. Fulgenzi. Motion carried (12-0).

Paul Palazzolo, Circuit Clerk, addressed the Committee requesting approval to hire a replacement Disposition Technician at an annual salary of $30,000 effective November 30, 2017. A motion to approve the request was made by Bunch and seconded by L. Fulgenzi. Motion carried (12-0).

Robert Scherschligt, Public Defender, addressed the Committee requesting approval to hire two Assistant Public Defenders (Part-Time) at an annual salary of $30,000, with a request to waive the 30-day hiring lag. There is a cost savings to the County to waive the waiting period and to hire the attorneys compared to the Court appointing attorneys and paying the hourly contractual rate. A motion to approve the requests with an effective date of hires being November 15, 2017 was made by Mendenhall and seconded by Scaife. Motion carried (12-0).

David Butt, OEM, addressed the Committee requesting approval to hire an Emergency Response Telecommunications Manager at an annual salary of up to the midpoint for a Pay Grade 11 ($54,479) effective October 24, 2017. This position replaces the Deputy Coordinator position. A motion to approve the request was made by Mendenhall and seconded by Williams. Motion carried (12-0).

A motion to remove from the table three positions at Land of Lincoln Workforce Alliance was made by L. Fulgenzi and seconded by Preckwinkle. Motion carried (12-0).

Anne Schneider, LLWA, addressed the Committee requesting approval to hire a replacement Accounting Technician at an annual salary of $31,283 and a replacement Director of Fiscal Services at an annual salary of up to the midpoint of for a Pay Grade 12 - dependent upon experience. A motion to approve the requests was made by Bunch and seconded by L. Fulgenzi. Motion carried (11-0), with A. Fulgenzi abstaining.

Brian McFadden, County Administrator, requested that the Approval to Hire form for the Executive Director position for removed from the agenda. The current Executive Director will continue her duties through March. A motion to approve the request was made by Williams and seconded by L. Fulgenzi. Motion carried (12-0).

Shirley Johnson, Child Advocacy, addressed the Committee requesting salary adjustments for Shirley Johnson, Executive Director, with an increase in annual salary from $65,077.74 to $75,901.80, for Carly Mason, CASA Coordinator with an increase in annual salary from $30,440.87 to $35,499.95, for Nicole Rees, Advocate I, with an increase in annual salary from $32,487 to $36,500.10, for Bryanna Day, Sr. Advocate I, with an increase in annual salary from $35,002.50 to $38,373.08, for Pat Jacobs, CASA Program Manager, with an increase in annual salary from $37,261.97 to $45,800.40, and for Denise Johnson, FI MDT Coordinator, with an increase in annual salary from $43,751.96 to $50,001.90. All salary adjustments will be effective December 1, 2017. All salary adjustments will bring the Sangamon County Child Advocacy Center in line with the federal standards. VOCA funds received have tripled from last year’s allocation.

McFadden addressed the Committee requesting approval of an Intergovernmental Agreement with the Village of Rochester for the Rochester Tax Increment Financing District. A motion to approve the request and forward to the County Board was made by Smith and seconded by Ruzic. Motion carried (12-0).

McFadden requested approval of the FY 2017-2018 Appropriation Ordinance. An amendment was made to the Public Health fee schedule that was included in the Appropriation Ordinance was approved at the October 24th meeting. A motion to approve the request and forward to the County Board was made by Hills and seconded by L. Fulgenzi. Motion carried (12-0).

McFadden requested approval of a resolution amending the Springfield/Sangamon County Enterprise Zone. A motion to approve the request and forward to the County Board was made by Smith and seconded by Scaife. Motion carried (11-0), with A. Fulgenzi abstaining.

McFadden requested approval of a salary adjustment for Charlie Stratton, Director of Human Resources, with an increase in annual salary from $70,687.50 to $80,792 effective October 2, 2017. A motion to approve the request was made by L. Fulgenzi and seconded by Mendenhall. Motion carried (12-0).

There was no old business or public comment.

Stumpf requested a motion to approve the requisitions. A motion to approve the requisitions was made Bunch and seconded by Smith. Motion carried (12-0).

A motion to adjourn was made by Mendenhall and seconded by A. Fulgenzi. Motion carried (12-0). Meeting adjourned.
