City of Lincoln City Council met June 17.

The Regular Meeting of the City Councilof Lincoln was called to order by Mayor Seth Goodman at 7 p.m.,with proper notice given. City Clerk Peggy Bateman called roll.

PUBLIC COMMENT:
Mayor Goodman called upon citizens registered to speak. Mr. Robert Crawford, of 425 Wilamette Avenue came forward,he said he's been in the City of Lincoln since 1995. He proposed a question to the Lincoln City Council-asking why businesses are closing down in the city. He questioned why the Taco Bell closed down. He said this town needs some help - H-E-L-P. He said, "Let's just do it, I don't know why you guys mess around."
He said Taco Bell closed down, he wanted to know what the council had to say about that. Alderman Welch said the city council is aware that there is an economic problem. Alderman Keller weighed in. Mr. Crawford said he's worried about the economy, Mr. Keller agreed that he is worried as well. He mentioned why he personally has chosen to stayIn the City of Lincoln. He said what makes a community great.is the citizens who make it great. He turned the question back to Mr. Crawford.
Mr. Crawford said he is a contractor in the community and that he does a lot of work for people in the community. Mr. Crawford said he loves living in the community and that he would not change it for anything in the world. Mr. Keller said more citizens could help make a difference. Mr. Crawford wanted him to clarify and ask if he was suggesting that citizens all step up to take care of things.he said we've always taken care of each other.my friend.
ALDERMAN WELCH SAID HE THOUGHT THEY ALL APPRECIATED HIM COMING FORWARD. HE SAID WE WORK WITH INDIVIDUALS WHO WORK TO GET PEOPLE OFF OF THE HIGHWAY.HE SAID HE HAS ORGANIZED AND HELPED WITH A LOT OF EVENTS.HE SAID IT'S EXTREMELY DIFFICULT TO GET VOLUNTEERS IN THIS TOWN..HE WOULD LIKE TO GET HIS FINGER ON THE REASON WHY.ALDERMAN WELCH PROPOSED BEING A GOOD EXAMPLE OF HOW TO PUT THE BEST FOOT FORWARD.
Mr. Richard Johnson of Lincoln College - came forward next, he is with Career Services at Lincoln College. He previously served In positions at Texas A&M, Northwestern University, the University of Illinois and more.
He talked about the aim for the Career Services center at Lincoln College..he talked about helping people develop for the new economy. He talked about the shift to self-employment and a remote economy. He mentioned the Future Think Laboratory, Virtual Reality (VR) and drone technology.

Alderman Parrott asked a question then Mr. Johnson continued to talk about investing in people and the city. He said he fought to get to Lincoln College, he said these are the people that will change the world, "We can do this together."
City Administrator Elizabeth Kavelman said she can hardly wait to see the 3-D printer. He said ifs amazing to see the kids.they thrive with technology. He mentioned alice.org. Mr. Crawford asked where Mr. Johnson lives.he said he lives in Springfield-Mr.Crawford said, "Not Lincoln." There is a proposed July 10, meeting at the Guest House in downtown Lincoln.

REPORTS:
A. City Treasurer Report for May 2019
Treasurer Conzo began the discussion surrounding the report, saying most is self-explanatory. He led in with the composite account balance. He mentioned a sl ght dip in the Police and Fire Pension Funds - he said this was tied to a dip in the stock market. he proposed the idea of recouping this overtime. He then touched on the City Clerk's help with a report.
He talked about a bond fund and the 2017 Bond Fund and some zeros have been removed from the report for the composite account and a couple other accounted listed will be condensed. He then mentioned the tables he shared-the Comparative State Income Tax Receipts he said this is not based on what people in the City of Lincoln paid In income taxes, but a different equation. He did mention that is important not to lose population. He said when he does revenue projections for the budget and the appropriation, he offers low projections. He suggested continuing to do it that way... as it is unpredictable.
He then led into the Comparative Motor Fuels Tax, and fuel consumption within the city. He talked about the nation being less reliable on foreign oil. he said we could continue to see a decrease in the base price of gas because of this. This then led Into the Comparative Utility Tax into the Comparative Video Gaming Tax.
Mr. Crawford then asked about the old Green OilBuilding over on West Kickapoo Street. He said it needs to be addressed, Treasurer Conze said,"It's a good question." Mr. Crawford said, "It's an eyesore for our city." Alderman Keller mentioned the Online Sales Tax, then discussion ensued. Mayor Goodman moved to other items on the agenda.
B. CITY CLERKS REPORT FOR MAY 2019
City Clerk Peggy Bateman led the conversation starting with sewer payments. A payment was received from the Lincoln Correctional Center.
Another payment was made to Area Disposal, there is one resident remaining on the outstanding list of accounts. She was optimistic that by next month it will be resolved. Mayor Goodman moved to other items on the agenda.
C. DEPARTMENT HEAD REPORTS FOR MAY 2019
Alderman Welch made a motion to approve, seconded by Alderman Parrott. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll. Mayor Goodman moved to other items on the agenda.
New Business/Communications:
A. Approval of the Preliminary Scarification/Oil & Chip Targets for Fiscal Year2019.2020 Alderman Welch made a motion to approve, seconded by Alderman Hoi Mayor Goodman called for further discussion, Mr. Landers weighed in and talked about other adjustments that could be added to this, including traffic control. He said he should have a set engineering estimate by next Tuesday. Alderman Welch wanted to clarify what everyone was voting on.Mr. Landers addressed this, saying he will not know what the set number is.targets will be added to the bid when it comes back.Adjustments will be needed wither way. Alderman Downs asked him to clarify. City Clerk Bateman called roll.

Alderman Horn made a motion to approve, seconded by Alderman Parrott. Chief Adams weighed in saying bid came in within specs for the post part. One bid a 2019, one bid a 2020. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

A. Ordinance Amending Title 3, Section 15 Part 1of the city code to change the legal age of sale
and possession of nicotine products and alternative nicotine products to the age of 21

B. Ordinance amending the Appropriation Ordinance for F. 2018.2019
Alderman Welch made the motion, seconded by Alderman Horn. Treasurer Conze said this was designed to transfer appropriations where necessary, to transfer within lines where the amount appropriated has been exceeded. He said overall the General Revenue Fund (GRF) about $192,000 less was spent than what was appropriated. He said this was due to hard work from the council and the people sitting at the back table. He said we can talked about this more in detall later, however, this balances things out between the lines.

ANNOUNCEMENTS:
Alderman Bateman wanted to clarify something he said last week. He said Treasurer Conzo corrected him and Mr.Dan Tackett mentioned it in an article and it was mentioned on Facebook he said, it"would be more than a two committee structure of government, it would just be broken up into separate meetings.
Executive Session 2 (C) (11) and 2 (C) (5) - Litigation and Purchase of Lease of Real Estate: There being no further discussion before the city council, Alderman Welch made a motion to enter into Executive Session under 2 (C) (11) and 2 (C) (5) Personnel matters. Alderman Keller seconded the motion. Mayor Goodman said there would likely no be any further city business upon reconvening the regular meeting after the session adjourned. With that, roll call was taken.
