Village of Chatham Committee of the Whole met Dec. 13.

A. Call to Order

Chairperson Chiaro called the meeting to order at 6:19 pm.

1. Roll Call

Present: Village Trustee Tim Nice; Village Trustee Carl Try; Village Trustee Meredith Ferguson; Village Trustee Kristen Chiaro; Village Trustee Brett Gerger; Village Trustee John Fletcher; Village President Dave Kimsey

Absent: No one

Others Present: Village Manager Pat McCarthy; Village Attorney Laken Smaha; Village Chief Financial Officer Kayla Dierkes; Police Chief Vern Foli; Village Clerk Dan Holden

2. Public Comments Agenda Topics:

There were no comments during the Committee of the Whole

B. Consent Agenda

1. Approve Minutes from Tuesday, November 8th, 2022, Committee of the Whole meetings

A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Gerger. By an affirmative voice vote the motion passed.

C. Old Business

There was no Old Business to discuss at this meeting.

D. New Business

1. CMT Engineering Updates

The CMT Engineering Update was presented to the Board during the final minutes of the Regular Board meeting. To see the minutes referencing the CMT Update, please see the Regular Village Board Meeting Minutes from December 13, 2022.

2. Village Manager Update

-MFT – Village Manager McCarthy noted that the team will start the process earlier this year to identify projects. This will then be forwarded to the Trustees for input. There will be lots of patching in 2023. There will be overlays on two streets – Hurstbourne and Spruce Street in 2023.

-Village Manager McCarthy noted that there will be a discussion in 2023 about closing the village dump. This discussion has slowed due to the desire to coordinate the closing of the dump with the opening of the pond which is still in the development stage. A plan and timing for this project will be forthcoming.

-The Village has incorporated and switched to PayCom for Village Employees. This has been a very large undertaking. Mr. McCarthy gave praise to Jill Butler and Kayla Dierkes for the extra work to get this up and running.

-Budget planning for the new Village Fiscal Year (May 1, 2023 – April 30, 2024) will begin in January 2023.

3. Public Property & Recreation Committee Discussion

Trustee Try, the Village Trustee on the Public Property and Recreation Committee, gave an update on the November 14, 2022, Public Property Meeting. Trustee Try noted that the Village is winterizing the parks and the equipment, getting ready for 2023. Also, the Village had a successful Christmas on the Square with nice Christmas lights. No other issues discussed. There will be another meeting of Committee on January 9, 2023.

4. Utility Oversight Committee Discussion

There was no report since the Utility Oversight Committee did not meet since the last Committee of the Whole.

5. Public Comments Village Business:

There were no Public Comments on Village Business.

F. Closed Session

There was no need for Closed Session.

G. Closing

1. Adjournment

A motion was made by Trustee Nice to adjourn the Committee of the Whole. This motion was seconded by Trustee Gerger. By an affirmative voice vote of the members present, the motion passed, and the meeting adjourned at 6:33 pm.
