Rochester Board of Trustees appoints police officers

The village of Rochester Board of Trustees met Dec. 12 to appoint police officers.

Here are the meeting's minutes, as provided by the board:

Village of Rochester Board of Trustees Regular Board Meeting December 12, 2016

President Armstrong called the meeting to order at 7:04 p.m. with the Pledge of Allegiance.

ROLL CALL: Trustee Eandi Trustee Munroe

ABSENT: Trustee Hendrickson

APPROVAL OF MINUTES OF THE REGULAR BOARD MEETING OF NOVEMBER 14, 2016. Trustee Hill made a motion to approve the November 14, 2016 minutes. Motion seconded by Trustee Zobrist. Unanimous aye vote. Motion passed.

PRESIDENT President Armstrong recommended the appointment of Stacia Munroe to the Joint Use Committee. Trustee Eandi made a motion to accept recommendation. Motion seconded by Trustee Zobrist. Unanimous aye vote. Motion passed.

President Armstrong recommended the appointment of Matt Henton to full-time police officer with the Rochester Police Department. Trustee Eandi made a motion to accept the appointment of Matt Henton to full-time status. Motion seconded by Trustee Munroe. Unanimous aye vote. Motion passed. Officer Henton sworn in by President Armstrong.

President Armstrong recommended the appointment of Thomas Doolin to tentative part- time police officer. Trustee Hill made a motion to accept the appointment of Thomas Doolin. Motion seconded by Trustee Zobrist. Unanimous aye vote. Motion passed.

Village Clerk Langdon issued the Oath of Office to newly appointed Trustee Dale Laningham.

Village Clerk Langdon read proclamation for the Rochester Football Team designating December 9, 2016 as Rochester High school Boys Football Team Day in the village. Trustee Munroe made a motion to approve proclamation. Motion seconded by Trustee Hill. Unanimous aye vote. Motion passed.

PUBLIC FORUM

BOARD AND COMMISSION REPORTS

Plan & Zoning Commission – Chairman Maras – Report of November 22, 2016, meeting regarding Ed & Sue Williams’ request to subdivide property located on North Walnut into four one-acre lots. The Commission recommended the Board approve the request. Trustee Hill made a motion to accept the Commission’s recommendation and approve the request to subdivide property. Motion seconded by Trustee Eandi. Unanimous aye vote. Motion passed.

Chairman also updated the Board on the fence ordinance rewrite. The Commission will meet in January to finalize. The Commission will also begin discussion regarding an ordinance for solar panels.

OLD BUSINESS None.

TRUSTEE REPORTS

SEWER – Trustee Zobrist – Public Works to install a new transfer switch at the primary pump station by next week. Sewer lines between North Walnut and the northwest pump station were inspected by Illinois Rural Water.

STREETS – Trustee Eandi – Street lights in the Woodlands should all be operational. Work should begin soon on a sinkhole located in the Oak Hills Subdivision.

WATER – Todd Folder – All services have been switched over to 6-inch water main.

POLICE – Laningham – 2 officers will complete training on December 17, 2016.

PUBLIC HEALTH & SAFETY – Trustee Munroe – The village brush pile will be open for the disposal of Christmas trees until January 6, 2017.

FINANCE- Trustee Hill

Trustee Hill made a motion to approve the monthly financial statements. Motion seconded by Trustee Eandi.

VILLAGER MANAGER’S REPORT Village office will be closed for the holidays on December 23, December 26, 2016, and January 2, 2017. Bike repair station has been installed at the Rochester Comfort Station on the Lost Bridge Bike Trail. Individuals interested in “Adopt a Trail”, “Trail Amenity Sponsorships”, and “Trail Sponsorships” may pick up information in the entryway of the Village Hall. TIF District I hearing date to be set.

NEW BUSINESS

Ordinance 16-29 Levying and assessing taxes for corporate purposes of the Village of Rochester, Illinois for the fiscal year commencing May 1, 2016 and ending April 30, 2017. Trustee Hill made a motion to approve Ordinance 16-29. Motion seconded by Trustee Zobrist.

Ordinance 16-32 Annexing certain property to the Village of Rochester (Fairchild). Trustee Munroe made a motion to approve Ordinance 16-32. Motion seconded by Trustee Zobrist.

Resolution 16-18: An inducement resolution for a proposed Tax Increment Financing (TIF) District Redevelopment Project (Carrie Bentley). Trustee Hill made a motion to adopt Resolution 16-18. Motion seconded by Trustee Zobrist.

EXECUTIVE SESSION Trustee Munroe made a motion to move to Executive Session. Motion seconded by Trustee Eandi. Unanimous aye vote. Board moved to Executive Session.

Trustee Munroe made a motion to return to regulation session. Motion seconded by Trustee Eandi. Unanimous aye vote. Board returned to regular session.

ACTION ON EXECUTIVE SESSION Trustee Munroe made a motion to release to the public the Executive Board Minutes for the September 12, 2016 meeting and the Personnel & Finance Committee meeting of November 9, 2016, but to hold the November 14, 2016, Executive Session minutes for contract negotiations. Motion seconded by Trustee Eandi. Unanimous aye vote. Motion passed.

Trustee Laningham made a motion to adjourn. Motion seconded by Trustee Munroe. Unanimous aye vote. Motion passed.
