Chatham trustees discuss whether they can attend economic summit

At a recent meeting, the Chatham Village Board discussed whether trustees' presence at  the Chatham Economic Development Summit would violate the Open Meetings Act.

The Chatham board includes the village president and clerk, and six trustees. The board meets at 6 p.m. on the fourth Tuesday of each month.

1. An Intergovernmental Agreement with Chatham Township Ordinance 16-38

Trustee Schatteman moved, seconded by Trustee Mau, to bring Ordinance 16-38 to the table for consideration. Ordinance 16-38 approves the shared costs of building and using a Salt Shed with Chatham Township. The Salt Shed will be at 9507 S Main in Chatham. Trustee Schatteman moved, seconded by Trustee Mau, to Amend Ordinance 16-38. All words of "Dome" shall be changed to "Shed". The amendment passed by roll call vote, 4 yes, 0 no, and 2 absent as follows: Clayton absent, Kimsey absent, Fountain yes, Lindhorst yes, Mau yes, Schatteman yes. There being no further discussion, Mayor Gray called the question, Ordinance 16-38 passed by roll call vote, 4 yes, 0 no, and 2 absent as follows: Clayton absent, Kimsey absent, Fountain yes, Lindhorst yes, Mau yes, Schatteman yes.

2. Revising Social Media Rules in the Personnel Manual Ordinance 16-39

Trustee Schatteman moved, seconded by Trustee Mau, to bring Ordinance 16-38 to the table for consideration. Ordinance 16-38 approves the shared costs of building and using a Salt Shed with Chatham Township. The Salt Shed will be at 9507 S Main in Chatham. Trustee Schatteman moved, seconded by Trustee Mau, to bring Ordinance 16-38 to the table for consideration. 4. Chatham Economic Development Summit

There was a discussion about OMA regulations and whether the village could be in violation of the OMA if Trustees attended this event. If this event is strictly a presentation open to the public and specific discussion about village of Chatham economic development does not occur than there would be no OMA violation. Otherwise, no more than two Trustees can attend and discuss economic development specific to the village of Chatham. If more than two Trustees want to attend and discussion of economic development specific to the village of Chatham is possible, to be sure OMA is not violated, a general agenda should be posted 48 hours in advance on the municipal door. Village Administrator Pat McCarthy will post.
