Sangamon Township Board researches healthcare options

The Sangamon Township Board met Nov. 11 to research healthcare options.

Here are the meeting's minutes, as provided by the board:

Sangamon Township Regular Monthly Meeting

Held at Sangamon Township Building, 1264 Old Rt 47 White Heath Illinois

November 11, 2016 Minutes

The regular monthly meeting of Sangamon Township was called to order at 7:00 p.m. by Supervisor Ray Spencer. Roll call was taken. Elsie Robinson, Ray Spencer, John Foley, Bill Olson and Steve Harper were present.

Debbie Marshall-Clerk, Larry Sebens-Highway Commissioner and Brent Buckalew-Assessor were also present.

The pledge of allegiance was recited.

Public Comment:

None

Minutes:

A motion to approve and accept the regular monthly October 2016 minutes was made by Bill Olson and seconded by Elsie Robinson. All were in favor.

Invoices:

A motion to approve invoices was made by Steve Harper and seconded by Elsie Robinson. With a roll call vote of 5 ayes and 0 nays, the motion to approve invoices passed.

Announcements/communications:

Debbie reported that she shared the Township officials’ current and proposed salaries with Sheila Maloney.

Larry said that he researched options for healthcare. He discovered a range of plans with premiums of $580-$1640 per month. The lower plan has a deductible of $6000. With the allowance of $850 per month paid by Sangamon Township, a surplus of $270 per month could be deposited in a Health Savings Account. There was discussion of how a H.S.A. works. John suggested an allowance of $900 instead of $850. This would be taxable income if paid directly to Larry. So a payroll deduction by Township would be more beneficial to Larry.

Old Business:

Salaries for the Township elected officials were set for the new term beginning May 2017. They are as follows:

Highway Commissioner- $4668.52 per month with a yearly increase to be determined by the Social Security cost of living. And, an $850 per month allowance for health insurance. Supervisor- $850 per month Clerk- $500 per month Trustees- $75 per attended meeting

Salaries for non-elected positions:

Sexton- $700 per month Cemetery Assistant- $200 per month Township Assessor- $750 per month

A motion to accept these salaries was made by John Foley and seconded by Elsie Robinson. A roll call vote resulted in 5 ayes and 0 nays. Salaries were set for the new term.

A copy of the newly drafted ball diamond lease was handed out to the Board. Discussion ensued. Evidently, the White Heath Recreation League has been dissolved by the State of Illinois. So, we need to identify who this lease will be with. Mike Neef will be contacted to answer this question. The ball diamond lease topic will be tabled until the December meeting.

New Business:

The resolution for setting levies in Sangamon Township was read aloud by Clerk Marshall. John Foley made a motion to accept the resolution and Elsie Robinson seconded it. After a roll call vote of 5 ayes and 0 nays, the vote carried unanimously.

An error was discovered in the resolution for setting levies for the Road District. So, a corrected resolution will be read and voted on at our December meeting.

Mark Sieja brought his concern to the Board regarding his neighbor, Terry Harshbarger. It seems that Mr. Harshbarger has multiple inoperable vehicles parked on his property. The neighbors have also been mowing the Harshbarger property. Mark has contacted Piatt County Zoning as well as the Heath Department for Piatt County with no results. Since Sangamon Township has passed an ordinance declaring inoperable motor vehicles a nuisance, Mark asks that a letter be sent to the home owner citing the ordinance. Bill Olson made a motion instructing the Township

Clerk to send a certified letter to Terry Harshbarger asking him to resolve the issue. Elsie Robinson seconded the motion. All were in favor.

A motion to adjourn was made by Steve Harper and seconded by Elsie Robinson. All were in favor. Meeting adjourned at 8:40 P.M.
