Village of Rochester Board of Trustees Regular Board met Monday, March 13.

Here is the minutes provided by the Board:

President Armstrong called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.

Approval Of Minutes Of The Special Public Meeting On January 30, 2017. Trustee Munroe made a motion to approve the January 30, 2017 minutes. Motion seconded by Trustee Hendrickson. Trustee Hill voting Present. Unanimous aye vote. Motion passed.

Approval Of The Minutes Of The Regular Board Meeting On February 13, 2017. Trustee Hendrickson made a motion to approve the February 13, 2017, minutes, with correction on Ordinance 17-04 to reflect Trustee Laningham voted NO. Motion seconded by Trustee Hill. Trustee Eandi and Trustee Munroe voting Present. Unanimous aye vote. Motion passed.

Approval Of The Minutes Of The Special Public Hearing On February 28, 2017. Trustee Munroe made a motion to approve the February 28, 2017 minutes. Motion seconded by Trustee Zobrist. Trustee Laningham and Trustee Hill voting Present. Unanimous aye vote. Motion passed.

Approval Of Minutes Of Village Board Budget Meeting On March 2, 2017. Trustee Hendrickson made a motion to approve the March 2, 2017 minutes. Motion seconded by Trustee Eandi. Trustee Hill, Trustee Laningham and Trustee Munroe voting Present. Unanimous aye vote. Motion passed.

Approval Of Minutes Of Special Board Meeting On March 8, 2017. Consideration postponed.

Approval Of Minute Of Village Board Budget Meetin On March 9, 2017. Trustee Zobrist made a motion to approve the March 9, 2017 minutes. Motion seconded by Trustee Hendrickson. Trustee Hill voting Present. Unanimous aye vote. Motion passed.

President President Armstrong asked Clerk Langdon to read the Proclamation for Rochester High School Girls Basketball Team Day. Trustee Munroe made a motion to adopt the proclamation. Motion seconded by Trustee Hendrickson. Unanimous aye vote. Motion passed.

PUBLIC FORUM Mr. Matt Hart addressed the Board regarding the rezoning of 47 acres of land known as Cardinal Hill Crossing, specifically, the rezoning of the area to R5 for an apartment complex. Mr. Hart supports new business; however, he is not comfortable with the idea of a 120 unit apartment complex in that area. He inquired why the Village Board chose to move forward and approve despite the Planning and Zoning Commission’s 5-2 vote to recommend that the Village Board not approve the rezoning request. Mr. Hart expressed disappointment that the Board did not reach out to Planning and Zoning members regarding their vote. He also expressed disappointment that the Board expedited the vote on this issue a mere 8 days later. He asked the Village Board to please reconsider the rezoning and consider changing the R5 area for apartments to B2 instead.

Andrew Cornett also inquired why the Board voted against the P&Z recommendation.

President Armstrong -- stated the developer would build nice apartments similar to those on Toronto or Mansion road.

Trustee Munroe -- addressed the concerns of a 120 unit apartment complex and agrees the density is too high. She also reminded the audience that any plans would still have to go through P&Z for approval.

Trustee Hendrickson -- greatly appreciates the work of the P&Z Commission. A diversity of housing is needed in Rochester and the school wants more students. Bringing in new businesses would increase tax base. 120 units would be the maximum for apartments – unlikely to have that many.

Trustee Hill – Land belongs to the Diocese, not a developer. The Church wants to be a good steward of that property. Board not here to undermine P&Z

Board And Commission Reports

Plan & Zoning Commission – Chairman Maras presented the Planning & Zoning Commission’s report from the February 28, 2017 meeting. He updated the Board on the proposed subdivision on North Walnut called Tranquil Acres. This subdivision falls at

the edge of the 1 1⁄2 mile jurisdiction of the Village of Rochester. The P&Z discussed whether the proposed subdivision should fall within the Village’s corporate limits or should be controlled by the county. P&Z voted to recommend that control be handed over to Sangamon County Board.

Trustee Hendrickson made a motion to accept the recommendation of the P&Z Commission to hand control of the Tranquil Acres Subdivision to the County. Motion seconded by Trustee Hill.

Unanimous aye vote. Motion passed.

Chairman Maras also updated the Board on the new fence ordinance and sign ordinance. The P&Z Commission not ready to make a recommendation to the Board at this time. P&Z is also still researching a solar panel ordinance. Trustee Hendrickson inquired about subdivision covenants and the fencing ordinance.

Old Business: None.

Trustee Reports

Sewer – Trustee Zobrist – Pump 4 at the primary station was pulled for warranty work. Ameren work schedule for Grove Park.

Streets – Trustee Eandi -- No meeting this month. Received complaints regarding condition of Woodland Street and streets in Oak Hills subdivision.

Water – Trustee Hendrickson– Informed that a water rate increase would be needed due to the increase to the Village by CWLP. Amount of the increase still to be determined. There was a water main break on Main which has been fixed.

Police – Trustee Laningham – Chief Bragg informed the Board that Johnson and Patterson now serving in their new positions. Harris has complete field training.

Public Health & Safety – Trustee Munroe – JV/Freshman Baseball to start on March 22, 2017. Two movies in the park have been scheduled for June 9, 2017 and July 7, 2017. July 7th will also serve as the rain date for fireworks, if needed. Sparks in the Park to begin on June 30, 2017. Committee is currently seeking sponsors to offset expenses.

Finance- Trustee Hill

Trustee Hill made a motion to approve the monthly financial statements. Motion seconded by Trustee Hendrickson.

Villager Manager’s Report No Report.

New Business

Ordinance 17-18 Approving a Pre-Development Agreement by and between Stites Development, Inc. and the Village of Rochester relative to Oak Mill Estates 3rd Addition, a subdivision within the Village of Rochester. Trustee Hill made a motion to Table Ordinance 17-18. Motion seconded by Trustee Hendrickson. Unanimous aye vote. Motion Tabled.

Ordinance 17-19 Amending Chapter 21 of the Village Code and replace Ordinance 17-04. Trustee Hill made a motion to approve Ordinance 17-19. Motion seconded by Trustee Munroe.

Motion passed with a vote of 6-1-0.
