Village of Pawnee Board of Trustees met June 12.

Here is the minutes provided by the Board:

Call to Order:

President Clarke called the meeting to order at 7:00 p.m.

Roll Call:

Deputy Clerk Cynthia Kramer called roll

Trustees in attendance: Josh Leach, Phillip Thompson, Cara Burney, Pat Murphy and Troy Squires

Absent: Trustee David Skinner, Clerk Devona Martin

Also in attendance: Treasurer Kelly Thein, Chief of Police Jan Bowsher, Streets Supervisor Jeff Schober, attorney John Myers, guests Bill McCarty, James and Linda Whitney, Richard Grooms

Recognition/Comment/s of Visitor/s:

Bill McCarty - He attended the meeting to inform village officials about Sangamon 311, a free app available to the village and all iPhone and android smartphone users. It is a tool designed to make it easier to connect with the Sangamon County community and or local and area elected officials; to check out news or calendar of events and unlike eLert it will allow citizens to report public problems to the proper village official. The free app is available on Google Play.

James Whitney - Informed village officials that he was starting a new business, Emergency Response Services, a service that will help protect law enforcement, fire and emergency medical personnel using traffic control. He noted that the service is to be funded through a federal grant program and as such there will be no billing for service and that he will be licensed by federal and state government. When asked, he noted that he is up to date and in compliance with traffic control devices and that yellow Class 2 lights will be used on his vehicle/vehicles. Chief Bowsher requested that he not begin the service until he receives both state and federal licenses. - Richard Grooms - He reconfirmed use of the Village square for the July 23, 2017 Open House and Recognition Ceremony celebrating his retirement following 35 years as a Boy Scout Leader, Troop Master, Troop 73. Trustees confirmed use of the square for that date. In addition, he stated that the Scouts would be available for the annual fireworks display scheduled for July 3 and he requested that the United States flag be lighted for the opening ceremony.

Minutes of May 22, 2017 board meeting were presented for review and approval.

Motion made by Trustee Squires to approve the May 22, 2017 minutes as presented.

Minutes of the June 1, 2017 special board meeting were presented for review and approval.

Motion made by Trustee Squires to approve the June 1, 2017 special meeting minutes as presented.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

Bills payable presented for review and approval.

Motion made by Trustee Squires to approve Bills Payable of $97,573.02.

Gas and Water Committee Report: Committee Chair, Trustee Squires

* Seventy-five (75) red letters were sent, resulting in 5 shut-offs, four of the five have been reconnected. The Gas and Water Department is using one Summer helper and the department has received the new gas detector meter.

Mayor's nomination of David Skinner to serve as the Pawnee Water Commissioner, due to Andy Lee moving to a location outside of village limits.

Votion made by Trustee Murphy to approve the appointment of David Skinner to serve as Pawnee's Wat Commissioner.

Streets, Alleys and Sidewalk Committee Report: Committee Chair, Trustee Leach

F Employees are working the streets for chip and oil application within the next four to six weeks.

Police Coinnittee Report: Coin iaittee Chair, Mayor Clarke

P. The monthly police report was presented for review and approval.

Motion made by Trustee Thompson to approve the police report as presented.

H In addition, Chief Bowsher noted that she received 6 laptops, one for each officer, from a grant she wrote to State Farm Insurance.

Sewer and Parks Committee Rep.

Sewers -No report

Parks - Fireworks are a go for Monday, July 3. New event sign is up and running, we need residents to bear with us for a short while, as the sign is new, adjustments still need to be made.

Motion by Trustee Squires for Chief Bowsher to issue a MOU (Memorandum of Understanding) for Officer Burnley for advancement of vacation days for a non-work-related injury and that the MOU is to be specified as non-precedent setting.
