Sangamon County Finance Committee met October 10.

Here is the minutes provided by the Committee:

Members Present: Clyde Bunch, Annette Fulgenzi, Linda Fulgenzi, Craig, Hall, Lisa Hills, David Mendenhall, George Preckwinkle, Rose Ruzic, Cathy Scaife, Todd Smith, Greg Stumpf, Lori Williams

Members Absent: John O’Neill

Others Present: Wes Barr, Tom Cavanagh, Brian Davis, Tim Eggleston, Andy Goleman, Michelle Griebler, Brad Hammond, Brian McFadden, John Milhiser, Paul Palazzolo, Brenda Patterson, Robert Scherschligt, Anne Schneider, Norm Sims, Charlie Stratton, Mike Torchia, Terry Viar, Denise McCrady (Secretary)

Chairman George Preckwinkle called the meeting to order at 5:00 p.m.

Preckwinkle requested a motion to approve the minutes of the September 26, 2017 meeting of the Finance Committee. A motion to approve the minutes was made by Bunch and seconded by Scaife. Motion carried (12-0).

Paul Palazzolo, Circuit Clerk, addressed the Committee requesting approval to hire a replacement Court Operations Assistant at an annual salary of $30,360 effective October 30, 2017 and a replacement Court Operations Assistant at an annual salary of $26,691.22 effective October 23, 2017. A motion to approve both requests was made by Smith and seconded by Bunch. Motion carried (12-0).

Mike Torchia, Courts Services, addressed the Committee requesting approval to hire a replacement Probation Officer at an annual salary of $37,506 effective November 6, 2017 and a replacement Shift Supervisor at an annual salary of $54,189-$81,285 effective November 20, 2017. A motion to approve both requests was made by Stumpf and seconded by Hills. Motion carried (12-0).

Robert Scherschligt, Public Defender, addressed the Committee requesting approval to hire a replacement Assistant Public Defender (Full Time) at an annual salary of $48,000 effective November 6, 2017. A motion to approve the request was made by L. Fulgenzi and seconded by Ruzic. Motion carried (12-0).

John Milhiser, State’s Attorney, addressed the Committee requesting approval to promote and adjust the salary of Mark Gillingham from ASA-Traffic/Misdemeanor Division to ASA-Felony with an increase in annual salary from $45,787 to $48,000 effective October 23, 2017 and to hire a replacement Assistant State’s Attorney at an annual salary of $45,000 effective October 23, 2017. A motion to approve both requests was made by Bunch and seconded by Smith. Motion carried (12-0).

Anne Schneider, LLWA, addressed the Committee requesting approval to hire a replacement Accounting Technician, a replacement Executive Director, and a replacement Director of Fiscal Services. A motion to table all three requests so that administration can review the transition plan was made by L. Fulgenzi and seconded by Smith. Motion carried (12- 0).

Brian Davis, Highways, addressed the Committee requesting approval to hire three replacement Highway Maintainers at annual salaries within the range of a Pay Grade 5. A motion to approve the requests was made by A. Fulgenzi and seconded by Hall. Motion carried (12-0).

Davis requested approval to hire a replacement Heavy Equipment Operator at an annual salary within the range of a Pay Grade 7 with the replacement hire being an internal promotion, approval of a promotion/salary adjustment for David Johnson from Construction Engineer to Asst. Count Engineer for Construction & Operations with an increase in annual salary from $80,803.28 to $$84,439.43 effective October 16, 2017, and approval to hire a replacement Field Manager Maintenance Operations at annual salary with the range for a Pay Grade 12. A motion to approval all three requests was made by L. Fulgenzi and seconder by Mendenhall. Motion carried (12-0).

Norm Sims, Regional Planning, addressed the Committee requesting approval to purchase a HP DesignJet T2530 Plotter and scanner at a cost of $10,584. The item is budgeted and there will be a $2,000 rebate. A motion to approve the rquest was made by Hills and seconded by Hall. Motion carried (12-0).

There was no old business. Under public comment, Tom Cavanagh, Treasurer, updated the Committee on the delinquent property tax schedule.

Preckwinkle requested a motion to approve the requisitions. A motion to approve the requisitions was made Hills and seconded by Bunch. Motion carried (12-0).

A motion to adjourn was made by Ruzic and seconded by A. Fulgenzi. Motion carried (12-0). Meeting adjourned.
