Sangamon County Finance Committee met October 24.

Members Present: Clyde Bunch, Linda Fulgenzi, Craig, Hall, Lisa Hills, George Preckwinkle, Rose Ruzic, Todd Smith, Greg Stumpf, Lori Williams
Members Absent: Annette Fulgenzi, David Mendenhall, John O’Neill, Cathy Scaife
Others Present: Tom Cavanagh, Mike Cowles, Tim Eggleston, Shannon Fehrholz, Andy Goleman, Brad Hammond, Brian McFadden, James Stone, Charlie Stratton, Terry Viar, Denise McCrady (Secretary)
Chairman George Preckwinkle called the meeting to order at 5:00 p.m.
Preckwinkle requested a motion to approve the minutes of the October 10, 2017 meeting of the Finance Committee. A motion to approve the minutes was made by Bunch and seconded by Smith. Motion carried (9-0).
Andy Goleman, Auditor, addressed the Committee requesting approval a travel request to attend the Illinois Association of County Officials Fall Conference held in Peoria on November 13-15. A motion to approve the request was made by Williams and seconded by Bunch. Motion carried (9-0).
Agenda items for LLWA remained tabled.
James Stone, Public Health, addressed the Committee requesting approval to hire two replacement R.N./Case Managers at an annual salary of $48,177.41 with one effective hire date of October 18, 2017 and the second hire date effective date amended to be December 3, 2017, and approval to hire a replacement Clerk Typist II at an annual salary of $33,648.69 effective October 24, 2017. A motion to approve all three requests was made by Stumpf and seconded by L. Fulgenzi. Motion carried (9-0).
Shannon Fehrholz, Regional Officer of Schools, addressed the Committee requesting approval to hire a replacement Fiscal Manager at an annual salary of $55,678 effective November 20, 2017. A motion to approve the request was made by Bunch and seconded by Williams. Motion carried (9-0).
Brian McFadden, County Administrator, addressed the Committee requesting approval of the FY-17 Budget Amendment. This amendment includes the property tax revenue adjustment, retro pay, and is budget neutral. A motion to approve the FY-17 Budget Amendment was made by Hills and seconded by Williams. Motion carried (9-0).
McFadden requested approval of the FY-18 Budget. A handout that highlighted revenues and expenses. The budget presented is balanced, conservative, and low debt. McFadden proposed that a fee study be completed in the next year. A motion to approve the FY-18 Budget was made by Bunch and seconded by Hall. Motion carried (9-0). There was no old business or public comment.
Preckwinkle requested a motion to approve the requisitions. A motion to approve the requisitions was made Bunch and seconded by Ruzic. Motion carried (9-0).
A motion to adjourn was made by Ruzic and seconded by Smith. Motion carried (9-0). Meeting adjourned.
