Village of Chatam Americans with Disabilities Act (ADA) Transition Plan - Ad Hoc Committee met October 26.

Here is the minutes as provided by the committee:

A. Call to Order - Chairperson Fountain 

The meeting was called to order at 6:03 PM by Chairperson Terry Fountain.

Roll Call was taken and the following members were in attendance: Chairperson Terry Fountain, Trustee Ryan Mann, Laura Churchill, and Joe Frazee. Also attending was the Deputy Clerk Moran.

Approval of the Minutes of the August 24, 2017 Meeting - The motion to approve the August 24, 2017 minutes was made by Joe Frazee and second to the motion was made by Laura Churchill. All others voiced approval. Motion passed.

B. Public Comments

Public Comments - None

C. New Business

Programs / Services - Priority of ADA Features - This item of businss was covered towards the end of the meeting and included listing services that should be provided for handicapped/disabled patrons of the community at large, such as blindness, deafness, hearing impaired, etc. This would cover building accessibility, access to restrooms, access to forms and handbooks, access to applications for employment, doorway and hallway ease of movement, etc. Chairman Fountain will try to get a list started with individual names, organization names, phone numbers and such that provide services to give help. This information can be included in the Village of Chatham manual.

Potential Funding Source - Illinois Transportation Enhancement Program (ITEP) - To apply for the funding through ITEP there will need to be a hard copy for application and also a computer on-line application filled out.

There are also other grants available from the State of Illinois or the Federal Government.

The amount of the fiscal match over a two year period could be as much as $100,000. Some matches are 80/20 and others are 50/50. The deadline for the application is December 1, 2017. Chairman Fountain stated he is asking for about $500,000 total in funds over the total phases of the project.

A tentative project title for the ADA Transition Plan (provided by Terry Fountain) is Connecting Our Community for All - Being Accessible For All. (Phase I)

D. Old Business

Sidewalks - Priority of ADA Features - Sidewalks are the highest priority routes for the project. There will be a survey request form designed in the future to get the necessary information about the conditions of certain sidewalks. (Phase I)

For Phase II the second priorities will be considered and the committee will seek funding at that time also. After 2019.

E. Closing

Next Proposed Meeting - November 21, 2017

Adjournment - Trustee Mann moved to adjourn the meeting and was seconded by Laura Churchill. All others voiced approval. Meeting adjourned at 7:50 pm.
