Sangamon County Finance Committee met January 9.

Chairman George Preckwinkle called the meeting to order at 5:05 p.m.
Preckwinkle requested a motion to approve the minutes of the December 27, 2017 meeting of the Finance Committee. A motion to approve the minutes was made by Smith and seconded by Hills. Motion carried (13-0).
Tim Eggleston, Comptroller, addressed the Committee requesting approval to hire a replacement Jail Cook at an annual salary of $31,514 effective January 16, 2018, with a request to waive the 30 day hiring lag. A motion to approve the request was made by Stumpf and seconded by Hills. Motion carried (13-0).
Josh Langfelder, Recorder, addressed the Committee requesting approval to extend the current contract with Fidlar technologies for the Land Records Life Cycle Agreement for four years (2018-2021). A motion to approve the request and forward the Resolution to the County Board was made by Bunch and seconded by Smith. Motion carried (13-0).
Bob Scherschligt, Public Defender, addressed the Committee requesting approval to hire a replacement Assistant Public Defender (Part-Time) at an annual salary of $30,000 effective January 10, 2018, with a request to waive the 30 day hiring lag. A motion to approve the request was made by Bunch and seconded by A. Fulgenzi. Motion carried (13-0).
Scherschligt requested approval of a salary adjustment for Stephanie Hammer, Assistant Public Defender, with an increase in annual salary from $50,014 to $60,014 and for Tawnya Frioli, Assistant Public Defender, with an increase in annual salary from $51,068 to $61,068, with both being effective December 25, 2017. Both positions handle a full felony case load and each position serve as a liaison on either the Drug Court or the Mental Health Recovery Court. Both pay increases are in line and will be competitive with comparable counties. A motion to approve the request was made by Mendenhall and seconded by Ruzic. Motion carried (13-0).
Mike Torchia, Court Services, addressed the Committee requesting approval to hire two replacement Treatment Specialists at an annual salary of $42,689, with the first being effective January 29, 2018 and the second being effective February 12, 2018. A motion to approve the request was made by O’Neill and seconded by Bunch. Motion carried (13-0).
Torchia requested approval to utilize the Adult Redeploy Illinois grant funding in the amount not to exceed $309,415 to operate three Problem-Solving Courts – Drug Court, Mental Health Recovery Court, and Veteran’s Court. A motion to approve the request and forward the Resolution to the County Board was made by Smith and seconded by Hills. Motion carried (13-0).
There was no old business or public comment.
Preckwinkle requested a motion to approve the requisitions. A motion to approve the requisitions was made Bunch and seconded by L. Fulgenzi. Motion carried (13-0).
A motion to adjourn was made by Bunch and seconded by Scaife. Motion carried (13-0). Meeting adjourned.
