Sangamon County Finance Committee met March 13.

Here is the minutes provided by the Committee:

Members Present: Clyde Bunch, Annette Fulgenzi, Linda Fulgenzi, Craig Hall, Lisa Hills, David Mendenhall, John O’Neill, Rose Ruzic, Todd Smith, Greg Stumpf, Lori Williams

Members Absent: George Preckwinkle, Cathy Scaife

Others Present: Tom Cavanagh, Mike Cowles, Brian Davis, Kate Downing, David Durall, Tim Eggleston, Dwayne Gab, Kent Holsopple, Brian McFadden, Brad Miller, Paul Palazzolo, Robert Scherschligt, Charlie Stratton, Terry Viar, Denise McCrady (Secretary)

Vice-Chairman Greg Stumpf called the meeting to order at 5:00 p.m.

Stumpf requested a motion to approve the minutes of the February 27, 2018 meeting of the Finance Committee. A motion to approve the minutes was made by Bunch and seconded by L. Fulgenzi. Motion carried (11-0).

Dwayne Gab, Assistant State’s Attorney, addressed the Committee requesting approval to hire Robin Schmidt as a replacement Assistant State’s Attorney at an annual salary of $55,000 effective on or after March 12, 2018. A motion to approve the request was made by Bunch and seconded by L. Fulgenzi. Motion carried (11-0).

Paul Palazzolo, Circuit Clerk, addressed the Committee requesting approval to hire a replacement Front Counter ClerkTraffic at an annual salary of $27,385.19 effective March 14, 2018. A motion to approve the request was made by Smith and seconded by Bunch. Motion carried (11-0).

Mike Cowles, Deputy County Auditor, addressed the Committee requesting approval for a salary adjustment for Dan Bedell, PT Accounting Tech, with an increase from $15/hour to $18/hour effective March 23, 2018. Bedell works no more than 19 hours per week. Additional duties being assigned to Bedell include personnel audits. A motion to approve the request was made by Mendenhall and seconded by Ruzic. Motion carried (11-0).

Robert Scherschligt, Public Defender, addressed the Committee requesting approval to hire a replacement Assistant Public Defender (Part-Time) Felony Division at an annual salary of $33,718 effective April 9, 2018. A motion to approve the request was made by Hills and seconded by A. Fulgenzi. Motion carried (11-0).

Kent Holsopple, Court Services, addressed the Committee requesting approval to hire a replacement Probation Officer at an annual salary of $38,870 and a replacement Detention Officer at an annual salary of $42,689 with both hires being effective on or after April 9, 2018. A motion to approve the requests was made by A. Fulgenzi and seconded by Bunch. Motion carried (11-0).

Kate Downing, SMART, addressed the Committee requesting approval of a Resolution Authorizing the Execution and Amendment of the Section 5311 Grant Agreement for FY-2019 and the Public Transportation Applicant Ordinance. A motion to approve the request was made by Williams and seconded by L. Fulgenzi. Motion carried (11-0).

Brian Davis, Highways, addressed the Committee requesting approval to hire two replacement Operators at an annual salary within the range for a Pay Grade 7 ($35,061 - $49,084) with both positions being filled internally, approval to hire six Summer Maintenance position at a rate of $9.25/hour, three Seasonal Maintenance positions at a rate of $12/hour, and one Seasonal Construction position at a rate of $8.25-$15/hour. A motion to approve all the requests was made by Bunch and seconded by L. Fulgenzi. Motion carried (11-0).

Brian McFadden, County Administration, addressed the Committee requesting approval to renew an Intergovernmental Agreement between Sangamon County, acting by and through the Sangamon County Telephone System Department, and the Sherman Fire Protection District to permit the use of radio communications and transmissions via mobile data devices, approval of a Resolution for a maintenance contract extension for the Integrated Criminal Justice Public Safety Computer Solution with Tyler Technologies, and approval of a Resolution for the Execution of an Intergovernmental Agreement between Sangamon County, the City of Springfield, and the Sangamon County Emergency Telephone Systems Board (ETSB) for the procurement of a joint integrated criminal justice system (ICJSO). A motion to approve all three requests was made by Williams and seconded by Smith. Motion carried (11-0).

Craig Hall questioned McFadden if the County had considered charging jail booking fees to communities using the jail. McFadden replied that it may be considered in the future if the need should arise.

There was no old business or public comment.

Stumpf requested a motion to approve the requisitions. A motion to approve the requisitions was made O’Neill and seconded by Mendenhall. Motion carried (11-0).

A motion to adjourn was made by Hills and seconded by Ruzic. Motion carried (11-0). Meeting adjourned.
