Village of Sherman Board of Trustees met February 20.

Here is the minutes provided by the Board:

Village Board In Attendance:

Trevor j. Clatfelter, President; Bret Hahn, Trustee; Pam Gray, Trustee; Brian Long, Trustee; Kim Rockford, Trustee; Kevin Schultz, Trustee, Jay Timm, Trustee

Officials In Attendance:

Michael Stratton, Village Administrator; Jeremy Stuenkel, Treasurer; Don Craven, Corporate Counsel; Craig Bangert, Chief of Police, Sean Newton, Public Works Director; Bruce Beal, Public Works Employee.

Public In Attendance:

Byron Painter, Sandy & Chris Walden, John Miller, Amanda Johnson (Interpreter)

Opening:

1. Roll Call. Acting Village Clerk Stratton conducted roll call of the Village Board of Trustees with all members present.

2. Pledge of Allegiance. Chief Bangert led the group in the Pledge of Allegiance.

3. Set Agenda. President Clatfelter asked the Board for non-action items to be added to the agenda. No one requested additions to the agenda. President Clatfelter entertained a motion of the Board to set the agenda. Motion by Trustee Timm, seconded by Trustee Long. Voice Vote with the Ayes having it (6/0). Motion passed.

Clerk’s Report:

1. Presentation of Minutes of February 6, 2018 Regular Board Meeting. Minutes of the Sherman Village Board of Trustees was presented for approval. Motion to Approve was made by Trustee Gray, seconded by Trustee Schultz. Voice Vote with Ayes having it (6/0). Motion Passed.

2. Presentation of Executive Session Minutes for Approval. Minutes of closed session of the Sherman Village Board of Trustees for the months of November 7, 2017; October 3, 2017; May 2, 2017; April 18, 2017, March 21, 2017, January 17, 2017 was presented for approval. Motion to Approve was made by Trustee Rockford, seconded by Trustee Hahn. Voice Vote with Ayes having it (6/0). Motion Passed.

3. Destruction of Executive Session Recordings Pursuant to Open Meetings Act. President Clatfelter requested a motion to destroy the verbatim recordings of closed session meetings for the dates covering September 13, 1977 to October 4, 2016 in accordance with the provisions of the Open Meetings Act. Motion to Approve was made by Trustee Timm, seconded by Trustee Long. Voice Vote with Ayes having it (6/0). Motion Passed.

4. Presentation of Bills for Authorization for Payment. President Clatfelter asked if there were any questions regarding the bills. Motion to Authorize payment of bills as presented by Trustee Schultz, seconded by Trustee Gray. Voice Vote with Ayes having it (6/0). Motion Passed.

Treasurer’s Report. No Treasurer’s Report.

Engineering Report. No Engineering Report.

Legal Report. No Legal Report.

Village Administrator & Economic Development Report:

1. Zoning Report. Village Administrator Stratton noted for Board information that the petition for Zoning amendment by the Rail LLC has been presented to the Chair of the Zoning Board of Appeals to schedule a hearing in accordance with Village Ordinance.

President’s Report:

1. Approval of Fee Agreement with Kuhn & Trello for Engineering Services for 2018. President Clatfelter asked if there were any questions by the Board. There being none. Motion to approve fee agreement with Kuhn & Trello for engineering services for 2018 by Trustee Schultz, seconded by Trustee Hahn. Roll Call Vote with Ayes having it (6/0). Motion Passed.

2. Approval of Support for Williamsville FFA. President Clatfelter asked if there were any questions by the Board. There being none. Motion to approve financial support for Williamsville FFA in amount of $100 by Trustee Long, seconded by Trustee Rockford. Roll Call Vote with Ayes having it (6/0). Motion Passed.

Committee/Department Reports. No Committee Reports.

Sherman Police Department Report. No Police Report

Emergency Management Agency Report. No EMA Report

Department Of Public Works Report. No Public Works Report.

Trustee Schultz complimented the public works staff on the “judicious” use of salt on the road systems during the last icy conditions that worked well.

New Business:

President Clatfelter noted there was no New Business before the Village Board.

Old Business:

President Clatfelter noted reminded the Board of three upcoming events.

Garage Sales dates of Friday and Saturday April 27-28; Clean Up Day Saturday May 5 9am to noon, Easter Egg Hunt at Waldrop Park Saturday, March 31, 2018 10am to Noon.

Civic Organizations:

President Clatfelter noted there was no Civic Organization to present before the Village Board.

Public Comment:

President Clatfelter recognized Mr. John Miller to present before the Board. Mr. John Miller presented request for the Board to revisit the single provider for cable services and high speed internet and open for competitive service providers.

Executive Session

Adjourn To Executive Session.

President Clatfelter requested motion to adjourn to executive session pursuant to 5 ILCS 120/2(c)(21) and 5 ILCS 120/2(c)(5) of the Open Meeting Act. Motion by Trustee Schultz, seconded by Trustee Hahn. Voice Vote with Ayes having it (6/0). Motion Passed.

Board Adjourned to Executive Session at 6:15pm.

Arise From Executive Session.

President Clatfelter requested motion to arise from executive session. Motion by Trustee Rockford, seconded by Trustee Timm. Voice Vote with Ayes having it (6/0). Motion passed.

Board arose from executive session at 6:40pm.

President noted No action was taken in executive session.

Adjournment:

President Clatfelter noted there was no further matters to come before the Board and entertained a motion to adjourn the public meeting. Motion by Trustee Schultz, seconded by Trustee Hahn. Voice Vote with Ayes having it (6/0). Motion Passed.

Public Meeting was adjourned at 6:41 pm.
