Village of Chatham Village Board met April 24. 

Here is the minutes as provided by the board:

A. Call to Order

3. Roll Call

Present: Trustee Mann, Mau, Scherschel, Gerger, Fountain, and Village President Kimsey. Absent: Trustee Lindhorst

Others present: Clerk Dahlkamp, Village Administrator McCarthy, Police Chief Foli, and Attorney Jurgens.

4. Public Announcements

Don Gray- Sangamon County Clerk Gray brought a mobile unit outside of the municipal hall today from 4:30 to 5:30 that provided Village residents with access to vital records they request.

Les Morgan- Glo Bingo on Friday, April 27th at the Sangamon Prairie Reception Center. All proceeds benefit the Homeless and Needy Female Veterans. The American Legion Chatham IL Post 759 is hosting Vince Speranza on Wednesday, May 2nd at the American Legion Hall. May 4th the Daughters of the American Revolution are rededicating a plaque that is featured in the Chatham Cemetery.

Village President Kimsey- President Kimsey recognized the upcoming retirement and gave well wishes to Sergeant Dave Drabing for all of his dedicated years of service as a police officer in the Village of Chatham. Sergeant Drabing received a standing ovation from the board and everyone else in attendance at the meeting. Sergeant Drabing expressed his gratitude, and is going to be retiring in the beginning of May. President Kimsey also announced the electronics recycle day/Village clean-up day is on the morning of Saturday, April 28th on the square.

Bonnie Bilick- Warrants spending inquiries. Concerned about village spending/debt.

Darlene Judd- Warrants spending inquiry regarding Sundown One.

B. Consent Agenda

1. Regular Village Board Meeting Minutes from Tuesday, April 10th 2018

2. Warrants Resolution 20-18

Trustee Mau moved, seconded by Trustee Scherschel to put the consent agenda on the table for action. The consent agenda passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

C. Old Business

1. Resolution for Maintenance Under the Illinois Highway Code, Resolution 21-18

Trustee Mau moved, seconded by Trustee Fountain to put the resolution on the table for action. Resolution 21-18 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

2. AN ORDINANCE AMENDING THE VILLAGE CODE PROVISIONS ON EMERGENCY MANAGEMENT AND LIABILITY

Village President Kimsey put this agenda item on hold until the next board meeting. It will be on the agenda under old business.

D. New Business

1. Endorse execution of Transportation Planning Agreement between Springfield-Sangamon County Regional Planning Commission and the Village of Chatham

Trustee Fountain moved, seconded by Trustee Scherschel to put the Transportation Planning Agreement on the table for action. This agreement passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

2. Transferring Appropriation Authority Between Line Items and Adopting Supplemental Appropriations For Fiscal Year 2018, Ordinance 18-21

Trustee Mau moved, seconded by Trustee Scherschel to put the ordinance on the table for action. Ordinance 18-21 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

3. AN ORDINANCE WAIVING THE PARK REGULATIONS TO ALLOW ALCOHOLIC BEVERAGES AT COMMUNITY PARK ON MAY 18 & 19, 2018 FOR THE HIGHLAND GAMES, Ordinance 18-22

Trustee Mau moved, seconded by Trustee Mann to put the ordinance on the table for action. Ordinance 18-22 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

4. ORDINANCE ANNEXING CERTAIN PROPERTY TO THE VILLAGE OF CHATHAM AND AMENDING ORDINANCE 18-17 DUE TO SCRIVENOR’S ERROR, Ordinance 18-23

Trustee Scherschel moved, seconded by Trustee Mau to put the oridnance on the table for action. Ordinance 18-23 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

5. AN ORDINANCE AUTHORIZING VILLAGE EXPENDITURES PENDING ADOPTION OF ANNUAL APPROPRIATION ORDINANCE, Ordinance 18-24

Trustee Mau moved, seconded by Trustee Fountain to put the ordinance on the table for action. Ordinance 18-24 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Scherschel yes, Mau yes, Fountain yes, Gerger yes, and Lindhorst absent.

6. Public Comments Village Business

Village Administrator McCarthy- SSWC finalized their loan. There will be a 46 cent increase to the water rates.

G. Reconvene Open Session

H. Closing

Trustee Mau moved, seconded by Trustee Scherschel to adjourn the meeting. This was passed by voice vote.
