City of Athens City Council met Sept. 10.

Here is the agenda provided by the council:

Mayor Dowell welcomed everyone and called the meeting to order at 7pm at Athens City Hall. Clerk Cindy McFarland called roll. Present were Aldermen: Chris Basso, Larry Buhr, Ron Canterbury, Tom Croft Sr., Tom Herman, and Butch Nichols. Also in attendance were Linda Wasilewski, Gary Richardson, Fire Chief Joe Crowe, Treasurer Ryan Seifert, Rex Kieffer, and Karrisa Carls. The Mayor asked if any Veteran present would like to lead the group in the Pledge of Allegiance. All stood, and Butch Nichols led the pledge followed by a moment of silence in remembrance of the 9-11 victims, as requested by Mayor Dowell.

Office Manager Karissa Carls presented the Office Manager’s Report, followed by Treasurer Ryan Seiffert’s presentation of the Treasurer’s Report. Mayor Dowell presented the Streets & Alleys Report. Motion made by Alderman Buhr, seconded by Alderman Herman, to approve the police, treasurers’, water and wastewater, streets and alleys, and office manager’s reports. Ayes: Basso, Buhr, Canterbury, Croft, Herman and Nichols. Motion passed.

Next, the Mayor asked for a motion to approve the August meeting minutes and bills. Motion made by Alderman Herman, seconded by Alderman Basso, to approve the minutes of the August 9, 2018 Committee Meeting and the August 13, 2018 Regular Council Meeting and the August bills. All ayes. Motion passed.

Motion made by Alderman Nichols, seconded by Alderman Canterbury, to approve the Interagency Agreement between the Athens Police Department and the Sangamon County Sherriff’s Department. All ayes. Motion passed.

Next the mayor asked for a motion to approve the purchase of the Fall Festival wristband tickets for the Food Bank not to exceed $1000 to be paid from the Gaming Fund. Motion made by Alderman Buhr, seconded by Alderman Herman to approve this purchase. All ayes. Motion passed.

Motion made by Alderman Canterbury, seconded by Alderman Basso, to approve Ordinance 05-2018, Prevailing Wage Ordinance for the City of Athens, Menard County. All ayes. Motion passed.

Next on the agenda was the purchase of paint for the bulk water building not to exceed $1800 to be paid from the Gaming Fund. The council members discussed cost and labor and decided to postpone this vote and to gather bids.

Motion made by Alderman Nichols, seconded by Alderman Herman to approve Ordinance 06- 2018 regarding Raffles & Poker Runs also found in Chapter 4 of the City Code Book. All ayes. Motion passed.

Motion made by Alderman Basso, seconded by Alderman Herman to approve Ordinance 07- 2018, an Ordinance Amending Athens City Code 2-1-17, Paragraph 2, Sunday Hours of Operation for Class A Liquor License within the City of Athens. All ayes. Motion passed.

The Mayor said that was everything on the agenda for tonight and asked the council if they had anything else to discuss or if there were any public comments. Alderman Nichols asked about the holes on Hargrave in need of repair. The repair will be done soon. Treasurer Ryan Seiffert voiced a concern about an area near the train tracks. Mayor Dowell will contact the railroad. Gary Richardson said that sometimes the pavilion lights are still on in the morning. Mayor Dowell will check on getting a lock for the box and a timer.

The Mayor thanked everyone for coming. Motion made by Alderman Buhr, seconded by Alderman Basso, to adjourn the meeting at 7:17pm. Motion passed unanimously.
