Peru City Council met Oct. 15.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on October 15, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Peru Resident Fran Baker of the Illinois Valley Coal Miners Youth Rugby League along with Recreation Board Member Bill Steve addressed the council and stated he is starting a youth rugby team for fifth and sixth grade students in the Illinois Valley. Mr. Baker stated youth rugby has been in Illinois since 2009. Mr. Baker asked the council for permission to use the city s fields for practice. Mr. Baker stated the season is from April to June, but practice sessions this be held this fall. Mr. Baker also stated the team will have to travel to the suburbs for games. Alderman Lukosus stated there are a lot of good opportunities for kids. Alderman Lukosus stated it s a great game and thinks he will get a good turnout. Alderman Potthoff recommended ensuring proper liability insurance prior to practices beginning.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of October 1, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Peru Recreation Fund Cash Accounts Summary for September 2018. Alderman Radtke made a motion the report be received, placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Building Permits-Third Quarter Report 2018 and the Peru Police Department Monthly Report for September 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on October 17, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff reported on the presentation by Mack and Associates regarding the FY 18 audit. Finance Officer Justin Miller stated he will present at the next regular council meeting. Alderman Potthoff noted the positive financial outlook and great progress with reserves and pension liability.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to approve quote from Ladzinski Cement Finishing in the amount of $17,800.00 for curb, sidewalk and ADA ramp repairs near St. Joseph s Church. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to approve quote from Universal Asphalt & Excavating Inc. in the amount of $22,500.00 for emergency repairs on Water Street. Alderman Lukosus seconded the motion. Reported there was a 77 crack and blew out the road. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning hearing held on October 10, 2018 concerning the petition of Kenneth A. McKinney and Cynthia A. McKinney requesting variance for property located at 1632 11th Street, Peru, IL. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Potthoff seconded the motion; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion the ordinances be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PROCLAMATIONS UNFINISHED BUSINESS NEW BUSINESS

Alderman Waldorf made a motion to approve Washington Park alteration to allow flag pole/flag and construct wall for plaque. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from Peru Veterans Group requesting permission to hold the annual Veteran s Day Memorial Service on Sunday, November 11th at 11:00 a.m. at Washington Park; Pearl Harbor Day Parade and Memorial Service on Water Street on Saturday, December 1st at 11:30 a.m. Alderman Potthoff made a motion the communication be received, placed on file and concur with the recommendation. Alderman Ferrari seconded the motion; motion carried.

Clerk Bartley presented a communication from Mitch Landgraf, Champaign Chairperson of The Relay For Life of Upper Illinois Valley March To A Million requesting permission to place a campaign progress sign on the First State Bank property along Rte. 251. Alderman Radtke made a motion the communication be received, placed on file and referred to building and zoning for clarification. Alderman Potthoff seconded the motion; motion carried.

PUBLIC COMMENT

Resident Gena Martin inquired about the new lawn bag policy and asked when leaf vacuuming will begin. City Clerk Dave Bartley explained the new program will allow residence to purchase biodegradable lawn waste bags of any brand. Clerk Bartley also noted a City of Peru sticker would be required on all bags. Clerk Bartley reported leaf vacuuming will begin on Monday, October 22nd.

CLOSED SESSION ADJOURNMENT

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried. Meeting adjourned 7:26 p.m.
