Peru City Council met Oct. 29.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on October 29, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT

Ms. Julie Ajster inquired why the police department taser purchase is being made through the General Fund and not the Drug Enforcement Fund.

Ms. Julie Ajster inquired if there is an actual agreement or an agreement to follow. PRESENTATION

Finance Officer Justin Miller provided the following highlights regarding the FY 18 audit as provided by Mack & Associates.

ß One of the more comprehensive ways to evaluate a city s financial standing is its net position. Net position is subtracting all the existing and future liabilities from the community s assets. Assets include the valuation of infrastructure, investments, and cash balances. The city s fiscal year 2018 net position increased $6,375,000 to $82,600,000.

ß Over $4.5 million of the increase was due to investments made into the city s infrastructure. Some of the projects complete during the year were the:

· Sewer separation

· General Fund Street Program

· The redevelopment of Plank Road

· Utility Smart Metering

· Splash Pad

ß The purchase of electricity was the city s largest expenditure at $17.5 million.

ß Government type revenues increased 6.33% while expenditures increased 2.23%.

ß The city continued to pay down debt balances and made principal payments of over $2.5 million reducing the remaining balance by 14%.

ß The police and fire pension funds realized an increase of $1,150 million in assets.

Alderman Potthoff noted the following:

ß Increasedthereservefund

ß Reduced debt and took no new debt ß Improved pension position

Noted Mack & Associates favorable position compared to other communities. Alderman Potthoff made a motion to receive the FY 18 audit and place it on file. Alderman Waldorf seconded the motion; motion carried.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of October 15, 2018. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Annual Statement of the City Treasurer for Fiscal Year Ending April 30, 2018; Treasurer s Report for September 2018; City Clerk s Report of Cash Received for September 2018; General Fund and Miscellaneous Funds Report for September 2018; Sales, Home Rule, Use and Telecommunication Tax Receipts for July 2018 and Utility Fund Report for September 2018. Alderman Potthoff noted the transparent resources in the annual treasurer s report and the positive trend in sales tax. Alderman Potthoff made a motion the reports be received, placed on file. Alderman Waldorf seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Activity Summary for September 2018. Alderman Ferrari made a motion the reports be received and placed on file. Alderman Potthoff seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on October 31, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve 5-year agreement with Axon Enterprise Inc. for replacement tasers in in the amount of $6,086.00 for year one and $7,786.00 for years two through five. Police Chief Doug Bernabei reported the following regarding the purchase:

ß 17 tasers will be in use and 1 as a reserve ß Sole Source justification

o Exclusive

ß General Fund vs Drug Enforcement Fund

ß Successful program that has reduced incidents

ß 5-year warranty-2 units have failed test

ß More expensive based on newer model and unlimited training

ß Expenditure will ultimately be paid out of the drug fund but will flow through the City s general fund

Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff noted the tax levy ordinance and the reduction to residents. Alderman Radtke noted the funds are a direct pass through. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Ballard made a motion to authorize the City Engineer Eric Carls to seek bids to demolish 1902 4th Street. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

City Clerk Dave Bartley presented a proposed ordinance entitled:

ORDINANCE NO. 6331

AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CITY OF PERU, ILLINOIS, FOR FISCAL YEAR BEGINNING MAY 1, 2018 AND ENDING APRIL 30, 2019, INCLUSIVE

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

City Clerk Dave Bartley presented a proposed resolution entitled:

RESOLUTION NO. 2018-20

A RESOLUTION AUTHORIZING THE EXECUTION OF A SETTLEMENT AGREEMENT FOR THE LAWSUIT FILED BY RODNEY PEREZ AGAINST THE CITY OF PERU, MAYOR SCOTT HARL AND FIRE CHIEF JEFF KING

Alderman Potthoff made a motion the resolution be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PROCLAMATIONS

Mayor Harl presented the National Apprentice Week Proclamation. Alderman Payton made a motion the proclamation be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

UNFINISHED BUSINESS

Alderman Waldorf made a motion to approve bids received for surplus equipment and vehicles. Alderman Lukosus seconded the motion. Clerk Bartley reported the bid tabulation spreadsheet is available for review at the Clerk s office. Mayor Harl asked for feedback regarding the 2012 bucket truck based on no bids. Mayor Harl recommended further discussion at the Public Services Committee meeting and consideration to remove the reserve. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Mayor Harl reported the 1902 4th Street property will eventually be a parking lot. Mayor Harl stated that everyone is aware with the new restaurant on Fourth Street across the street and a couple doors down to the west from this building is creating quite a bit of trade; here are many cars parking in the residential areas, and we hear from the residents about the cars parking in their area, so we need parking. City Engineer Eric Carls said the city has done a full environmental assessment on the building.

Mayor Harl also reported on the purchase of 1830 Fourth St. Mayor Harl stated that if anyone is interested in going through the building, please call into the clerk s office or the building/zoning office and let us know but suggested if you do go through it to wear your old clothes and old shoes because it s pretty nasty. Mayor Harl stated the city plans to clean the garbage out of the building. Mayor Harl stated the plan is to clean it out with our city workers and then put out for RFPs (request for proposals) to see what anybody would want to do with it at this time. Mayor Harl stated that if we don t have something that suits us or if nobody puts one in, then we may go a little further and do some more work to the building and put out RFPs again. It will be a work in motion; it will take a while. Mayor Harl stated the city needed to do something because of the state of the property. Mayor Harl state the city purchased it, and we have plans for it. but we ll see how the plans work out. It s not going to happen overnight.

NEW BUSINESS

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from the Better Fishing Association requesting permission to hold the annual Kid s Fishing Expo at Baker Lake on Saturday, May 11, 2019; set up on Friday, May 10, 2019. Alderman Ferrari made a motion the communication be received, placed on file and permission granted. Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a petition from Robert Angelini requesting variances for property located at 2601 2nd Street. Alderman Lukosus made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a petition from Ronald Yanke requesting variances for property located at 2605 2nd Street. Alderman Potthoff made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Lukosus seconded the motion; motion carried.

PUBLIC COMMENT

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:40 p.m.
