Village of Divernon Board of Trustees met July 10.

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, July 10, 2019 at the Divernon Village Hall. Mayor Pro Tem Larry Baer called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Larry Baer “Here”, Craig Busch “Here”, Melissa Layton “Here”, Gail Hedges “Here”. Also, in attendance were Police Chief Jason Martin and Superintendent Jeremy Rhodes. Jim Copelin, Wayne Jones and Tyler Bramley were absent.

A motion was made by Hedges and seconded by Layton to approve the minutes of June 26, 2019. The motion passed 4-0.

Hedges presented the Village bills with a motion that they be approved. Layton seconded and the motion carried 4-0.

Visitors:

Sheila Feipel of Heart Technologies was present to work out the final details of taking over the Village’s IT service. She will make some changes to the contract and have it back for the Mayor’s signature before July 19th. The contract states that the server will be paid as follows: 50% due when the contract is signed, 30% upon receipt of materials, and 20% upon completion of the project. The firewall will be paid 50% when the contract is signed and 50% upon completion. The Office 365 will be paid 100% when the contract is signed. The first payment will be approved at the meeting on July 24. Employees will have to have some training on the new system.

Supervisor Reports:

Public Works:

Jeremy Rhodes reported that he and his crew have completed the preparation of the streets for oil and rock. Illinois Road Contractors will be in town next week to complete the project. He emphasized that the blue cards received in the mail regarding the natural gas survey should be completed by all board members. Hedges asked what the response rate was on the survey. Rhodes will get the numbers. A pump in the sewer lift station on Third Street needs to be replaced. It is 26 years old. A motion was made by Busch and seconded by Layton to authorize $8725.00 for the installation of a new pump. The motion carried 4-0. Layton said that the American Legion is planning to replace the sidewalk in front of their building. They would like to work with the Village in getting the Village’s portion of the walk replaced at the same time. Jeremy will get together with them. Hedges pointed out that weeds on Corn Silk Lane need to be sprayed.

Police:

Chief Martin reported that there is nothing new on the IGA building. The owners are still in their 30-day window to respond to the Sangamon County Health Department. The camera will be installed in the police truck within the next two weeks. Martin gave an update on his idea of an administrative court to handle ordinance violations. After speaking with the attorney, he believes that the court could be shared with Auburn and Pawnee. He recommended a joint meeting between the boards of the three communities to work out the details. Layton has a few properties that she wants him to look at that need to be cleaned up.

Committee Reports:

Zoning, TIF, Building Permits:

It was decided that Jeremy Rhodes would report to the Board items that the Zoning Board is working on. Previously a member of the Zoning Board was going to be asked to attend a Village Board meeting on a quarterly basis. It was reported that the Corner Bar and Grill is now serving food. Rhodes was asked to determine if their kitchen met zoning regulations.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, GIS:

Nothing to report.

Public Safety, Health and Safety:

The village has received complaints about semi’s use of jake brakes in town. Baer distributed the regulations required by the State of Illinois. Entrances to the Village would have to be posted and the Village would be required to pass an ordinance restricting them.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Village Communication/Building Grounds and Lights, Parks:

There are a number of items that need to be updated on the website. Hedges would like to see the process by which the park is reserved looked into. There has been some confusion regarding this issue. There were several solutions considered. Hedges would like for the Village to direct residents to the website for information. Busch thinks that the Village should start up the quarterly newsletter again, Baer asked Layton and Hedges to lead this.

Old Business:

Hedges has still not received a reply from State Senator Steve McClure. She has sent him inquiries regarding funds for the Village through his office. She will try to set up a meeting with him, herself and the mayor.
