Village of Pawnee Board of Trustees met Oct. 14.

Here is the minutes provided by the board:

Call to Order:

• President Clarke called the meeting to order to 7:00pm.

Roll Call:

• Village Clerk, Devona Martin called roll

Visitor's Recognition/Comments:

President Clarke on behalf of a greatful village thanked Chief Jan Bowsher for her years of service. President Clarke presented Chief Bowsher with a parting gift which was her service revolver and thank you plaque. Attorney John Myers also thanked her for her service. 

We took a short recess to celebrate Chief Bowsher's career and achievements and a job well down. 

Motion made by Trustee Thompson to appoint Deputy Chief Barclary Harris as the new Chief of Police

President Clarke congratulated Barclay Harris. 

Retired Chief Jan Bowsher pinned Barclay Harris as the new Chief of Police of Pawnee 

Carol Nichols appeared before the Board. She wanted to know if we had an ordinance regarding dilapidated houses. She wanted to know if the house located at 915 Lincoln is on our and further advised the worst is 1201 Lincoln Street. She advised it is in very poor condition with the porch falling in. President Clarke advised we would look into them. Trustee Burnley took down her telephone number and will follow-up. She also wanted to know about the ordinance for the sale of marijuana. President Clarke advised we have an ordinance prohibiting the sale in Pawnee. She thanked the Village.

Clerk's Report:

Minutes of September 23, 2019 were presented for review and approval

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

Trustee Skinner presented the bills payable for the week ending October 14, 2019 in the amount of $94,786.26

Gas and Water Committee Report: Committee Chair, Trustee Squires

Trustee Squires advised there were 9 shut offs last month and all are back on.

Trustee Squires advised that they are working on the Washington Street project and hooking up taps 

Trustee Squires advised there were 12 gas leaks and after this week, 9 of the 12 will be fixed.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Murphy

Trustee Murphy advised the temporary speed bumps have been received and will be installed by the end of the week. 

Dunn Company submitted an invoice in the amount of $3,258.75 and sent the bill to Green and Bradford. Joe Green responded and advised he did not authorize them to complete the testing. Trustee Burnley asked how long the samples are good for. Trustee Skinner advised he does not feel it is good business to complete testing not authorized and then billed us. Trustee Murphy advised he believes Jeff may have asked for it at Joe's recommendation. Trustee Murphy will check into as he believes we asked them to complete the testing. Also it should be paid out of the Ameren Fund.

Police Committee Report: Committee Chair, President Clarke

Chief Harris advised with the retirement of Chief Bowsher, there is a new full time position open. He recommends officer Zachary Morgan to fill the new police position 

Motion by Trustee Murphy to appoint Zachary Morgan as a full-time new police officer

Chief Harris presented his Monthly Police Report

Sewers and Parks: Committee Chair, Trustee Thompson

Trustee Thompson advised they are working on installing the handicap swings at North Park.

Zoning Committee Report: Committee Chair, Trustee Burnley

Bargaining Committee: Committee Chair, President Clarke

• No report

Energy: Committee Chair, Trustee Burnley

• No report

Infrastructure: Committee Chair, Trustee Richeson

Trustee Richeson advised the camera out front has been installed and he is working on installing the hallway camera. He is also working on upgrading light fixtures.

President Clarke advised Prairie Days has asked for permission to give carriage rides during Santa on the Square. Trustee Squires asked if they would be cleaning up after the horses. Consensus was to allow so long as they clean up. They will also need to provide insurance. 

Ordinance 19-21 - An Ordinance Approving an Agreement with Jan Bowsher 

Motion made by Trustee Murphy to approve Ordinance 19-21 - An Ordinance Approving an Agreement with Jan Bowsher totaling $44,707.26. This includes sick, personal, comp, vacation and health insurance. She is not taking our health insurance so that is a one-time payout. The Village has made one payment with 3 remaining payments to be made on October 18, Nov 1, Nov 15.
