Village of Pawnee Board of Trustees met Oct. 12.

Call to Order
• President Clarke called the meeting to order at 7:00 p.m.
Roll Call
• Deputy Clerk Cynthia Kramer called roll
• Trustees in attendance: Jan Bowsher, Patrick Murphy, and David Skinner
• Trustees Absent: Todd Richeson, Phillip Thompson, and Troy Squires
• Absent also: Clerk Devona Martin
• Also, in attendance: Treasurer Kelly Thein, Police Chief Barclay Harris, attorney Don Craven, Streets Supervisor Jeff Schober and Pawnee resident Matt Birks
Recognition/Comment/s of Visitor/s
• Matt Birks: Village President Jeff Clarke recognized Birks who appeared before the board requesting a stop sign be placed at Ninth and Franklin Streets, east to west, along with a signed neighborhood petition. After a brief discussion, trustees opted to make the intersection a four-way stop. It was noted that an ordinance is required and that will be presented at the next scheduled board meeting for approval. However, Clarke stating to Streets Supervisor Jeff Schober, if he had the stop-signs currently available, to go ahead and begin installation..
Clerk's Report
• The minutes of September 14, 2020 were again tabled and will be presented for review and approval upon the return of Clerk Martin.
• The minutes of the September 28, 2020 were presented for review and approval.
Motion made by Trustee Skinner to approve as presented the minutes of the September 28, 2020 Village Board Meeting.
Second by Trustee Murphy.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner
• Trustee Skinner presented bills payable of $96,681.89 for the week ending October 12, 2020 for review and approval.
Motion made by Trustee Skinner to approve bills payable for the week ending October 12, 2020 in the amount of $96,681.89

Gas and Water Committee Report: Committee Chair, Trustee Squires
• There were a couple of water breaks, all are now fixed.
Streets. Alley and Sidewalk Committee Report: Committee Chair, Pat Murphy
• Trustees voiced some concerns regarding Dunn Co. and the recent overlay project. Margaret Court, Sixth Street, and Seventh Street, the road crowns in the middle. Dunn stated not their fault, but Trustee Skinner asks “who prepared sub-surface, and was told Dunn Co. Trustees discussed what to do, would Dunn fix or would Dunn only patch. At this point Frisina Street was brought into the discussion. Streets Supervisor Jeff Schober stated he was not concerned about the cracks, and no problems with the seams, however, crack filling Frisina would do. Trustees would like to meet with Dunn Co. to resolve the issue.
Motion made by Trustee Skinner to pay Dunn Co. $300,000 but withhold final payment until the Village and Dunn Co. meet.

• Motion made by Trustee Skinner to exit regular session to enter an executive session for the purpose to discuss personnel.

Motion made by Trustee Murphy to pay the Pawnee police officer leaving the department the scheduled days to work, (three days this week with the last day of Oct. 20) without the officer coming in for duty.

President's Comments
• No report
• Last minute guests, Andrea Womack and Greg Bandy arrived to speak to board members regarding an Angel Tree Charity Run, scheduled for Nov. 7. UTV's, cars, jeeps, motorcycles welcomed. Will leave Pawnee mid morning returning around 5 p.m. to enjoy an evening of music by all three bars. All proceeds will go the annual Pawnee Angel Tree. Trustees did not have a problem with the event or date, as such, the event is a go.
