Village of Pawnee Board of Trustees met Oct. 26.

Call to Order

• President Clarke called the meeting to order at 7:00 p.m.

Roll Call

• Trustees in attendance: Todd Richeson, Phillip Thompson, Jan Bowsher, Patrick Murphy, David Skinner and Troy Squires Absent: Clerk Devona Martin

Clerk's Report

• The minutes of October 12, 2020 were presented for review and approval. 

Motion was made by Trustee Murphy to approve as presented the minutes of October 12, 2020.

• The minutes of September 14, 2020 were again tabled and will be presented for review and approval upon the return of Clerk Martin.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

• Trustee Skinner presented bills payable of $342,529.38 for the week ending October 26, 2020 for review and approval. 

Motion made by Trustee Skinner to approve the bills payable for the week ending October 26, 2020 in the amount of $342,529.38.

• Treasurer Thein presented the Monthly Budget Comparison Report for the weeks ending September 30, 2020 

Motion made by Trustee Skinner to approve Thein's Monthly Budget Comparison Report as presented for the weeks ending September 30, 2020.

• Treasurer Thein noted that the General Fund held its own, remaining stable, however, the Village has quite a few projects coming up, and that the balance will go down next month due to the amount of bills payable noted above. The village has in budget $45,000 for a new police vehicle. Chief Harris has located a new Dodge, with paint and lights included for the cost of $35,000, but radio and computer must be purchased and installed. The new unit would replace the 2014 Ford Explorer. 

Motion made by Trustee Thompson to purchase Dodge police unit, plus cost to supply radio and computer in an amount no to exceed $45,000.

Village President Jeff Clarke also stated his approval of the purchase.

Gas and Water Committee Report: Committee Chair, Trustee Squires

• Ninety-three (93) red letters were mailed on October 20.

• Gas survey is about 95 per-cent complete, only two leaks this year versus 16 last year.

• The hydrant at K Layne and Seventh Street needs to be replaced. When work commences, will have to shut off all water on Seventh Street.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Pat Murphy

• Getting ready for winter.

Police Committee Report: Committee Chair, President Clarke

• No formal report. See info under Finance and Personnel.

Sewers and Parks: Committee Chair, Phillip Thompson

• Nothing outstanding, things going well.

Zoning Committee Report: Committee Chair, Trustee Murphy

• No report

Ad Hoc Committees 

• Committee reports were not given for the Bargaining Committee, Energy Committee, and the Infrastructure Committee.

Unfinished Business

• Ordinance 20-18, installation of stop signs, making the intersection of Ninth and Franklin Streets a four-way stop. 

Motion made by Trustee Murphy to approve Ordinance 20-18 approving stop sign installation at Ninth/Franklin Streets.

President's Comments

• Village President Jeff Clarke asks if the Village office should close or remain open Nov. 3, Election Day. After a brief discussion trustees did not see a reason to close.

Motion made by Trustee Murphy to adjust part-time police officer salary as such: remains $16.44/hr. while in academy training and will rise to $20 hourly once officer begins official part-time duty and full time police employees will go to $19 hourly starting immediately.

• Kelly Thein informed trustees that mold has been found in the Food Pantry restroom and it must be taken care of. Village President Jeff Clarke stated that he will send Chuck Curtis to look to see what must be done to correct the situation.
