City of Petersburg City Council met Oct. 20.
Here is the minutes provided by the council:
I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:12 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were Deputy City Clerk Tracy Ciesler, Treasurer David Frick, and City Attorney XXXXXXX. City Clerk Ken Ortman, Alderman Kevin Molohon, Nathan Grosboll and Andrew Gain were absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The Deputy City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of October 6, 2020 Regular Meeting. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of October 6, 2020 Executive Session Meeting. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
IV. HEARING OF CITIZENS
A. Darin Fritz would like to do a Jeep parade on Halloween October 31, 2020 5:15 p.m. down 7th street from Alliance Community Bank south to Monroe Street. By censuses the Council will allow the Jeep Parade.
V. DEPARTMENTAL REPORTS
A. Water
A. Water Collector Georgia Ed presented the Water Collector’s Report for September 2020. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Water Collectors Report for September 2020. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
B. Superintendent Dave Troxell gave his report for the Month of September. Normal meter readings, Bacti Samples. The Water main to Slone’s area is about half done. 4000 ft has been installed and we’re starting to put in some hydrants.
C. Discussion on Sewer Line on Toboggan Hill Rd. If they take over the line it will still be illegal as Dick Tappen’s line goes into another person’s line. After putting some prices and talking with the 3 residents about payment the City will come back with a plan on what to do.
B. Street
A. Superintendent Dave Troxell gave his report for the Month of September. Dave gave Alderman Sonnemaker an Engineering drawing of the Dry Dam that Matt Whithurst can put on his side of Vineyard Hills Road to help with water runoff. And also clean out the ditches on both sides of the road.
B. Skid Steer. Dave Troxell has 3 bids from Luby Equipment Service (Case) $35,400.00, Altorfer Cat $44,000.00 and Bobcat $39275.38. These are with a current Bobcat we have for trade-in. A motion made by Alderman Gorman seconded by Alderman Allison to accept the bid from Luby Equipment Service (Case) for $35,400.00. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
c. Street hire. The last hire decided to stay with his present job. We have a part time working now and we will look at the position after the first of the year.
VI. OFFICERS’ REPORTS
A. Mayor’s Report
A. Executive Session to discuss Grievance Resolution for Police. A motion made by Alderman Gorman seconded by Alderman Allison to go into executive session to discuss Grievance Resolution for Police. VOTES: Sonnemaker, yes; Gorman, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. The Council entered Executive Session at 8:03 p.m.
Alderman Grosboll arrived at 8:09 p.m. during the Executive Session.
B. A motion made by Alderman Allison seconded by Alderman Gorman to resume Regular Session. VOTES: Grosboll, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. Grievance Resolution for Police Officer. A motion made by Alderman Gorman seconded by Alderman Allison to accept the Grievance Resolution for Officer Beatty. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.
D. Branson House Supper Club. Discussion on the Branson House Supper Club wanting to hold a Five Course Meal 30 weekends of the year. The Council directed the Planning Commission look into what it would take to put their plan in motion.
E. Employee Raises. Discussion on Employee Raises as Budgeted. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to provide a $.50 per hour raise, retroactive to May 1, 2020, to all Full Time Employees who had been employed within 90 days after May 1, 2020.
F. Employee Insurance. A motion made by Alderman Gorman seconded by Alderman Grosboll to continue with the current coverage the City is providing now at a rate of $10,500.14 monthly premium and to continue with Hartford Life and AD&D and Aetna Dental. VOTES: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
B. Treasurer’s Report
The Treasures report was presented. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Treasures Report as presented. VOTES: Grosboll, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

IX. Old Business
A. City Wide Clean-up. The Mayor discussed the City Wide Clean up. Republic was out of reach. A-Team will provide trucks behind the Street Dept building Nov 4,5&6 2020.
