FOR A TOTAL AMOUNT NOT TO EXCEED $456,300.00, FOR THE OFFICE OF PUBLIC UTILITIES. This is a standard contract extension & funding increase ordinance for the purchase of carbon dioxide. This
Ordinance authorizes a contract extension & additional funding in an amount not to exceed $76,050.00 with Linde Inc. (formerly Praxair Inc.)
Ordinance No. 062-02-16 awarded Contract UW16-12-63 to Praxair Inc. for the purchase of carbon dioxide for the water purification plant in the total amount of $76,050.00 for one year. It allowed for an additional one year mutually agreed to extensions. Ordinances 474-12-16, 041- 02-18, 470-12-18, and 482-12-19 each authorized additional 1-year extensions at a cost of $76,050.00 each. This Ordinance is with Linde Inc. (formerly Praxair Inc.) extends the contract through February 2022 for the cost of $76,050.00 and will increase the total amount payable under the said contract to $456,300.00 All other terms of the contract, including the original prices quoted in 2016, remain the same.
CWLP made inquiries with other cities that use carbon dioxide and found they are paying significantly more per ton. It was determined that bidding out a new contract would most likely cost us more.
Carbon Dioxide is used to remove the excess alkalinity from the lime-softened water, a normal requirement for regulating the stability of water softened by the use of lime. It is required to have suitable carbon dioxide for the treatment of potable water to provide continuous recarbonation. Annual usage will be approximately 900 tons. Praxair Inc. was the sole bidder for the original contract.

020-482 AN ORDINANCE AUTHORIZING A ONE-YEAR CONTRACT EXTENSION AND ADDITIONAL FUNDING IN THE AMOUNT OF $29,200.00 UNDER CONTRACT NO. UW17-01-86 – ANHYDROUS AMMONIA WITH TANNER INDUSTRIES, INC. FOR A TOTAL AMOUNT PAYABLE NOT TO EXCEED $146,000.00, FOR THE OFFICE OF PUBLIC UTILITIES. This is a standard contract extension & funding increase ordinance for the purchase of anhydrous ammonia.
This Ordinance authorizes a contract extension & additional funding in an amount not to exceed $29,200.00 with Tanner Industries Inc. (“Tanner”). This is the fourth contract extension.
Pursuant to the OBM approval process, Contract UW17-01-86 was awarded to Tanner for the purchase of anhydrous ammonia for the Water Treatment Plant in the total amount of $29,200.00 for 1 year. Ordinance Nos. 042-02-18, 471-12-18, and 483-12-19 extended the contract for an additional year with additional funding of $29,200.00 each extension. This Ordinance will extend the contract through February 28, 2022, for an additional $29,200.00 and increase the total amount payable under the said contract to $146,000.00. All other terms of the contract, including the original prices quoted in 2017, remain the same.
Evaluation of the market for pricing on anhydrous ammonia determined that the utility is currently purchasing ammonia for slightly below the current market price. Re-bidding the contract would likely result in a higher cost.
Anhydrous ammonia is used for taste and odor control and chlorine stabilization in our city water. The annual requirements will total approximately 40,000 pounds.

2020-483 AN ORDINANCE AUTHORIZING A ONE-YEAR CONTRACT EXTENSION AND ADDITIONAL FUNDING IN THE AMOUNT OF $309,000.00 UNDER CONTRACT UW19-11-64 – FERRIC SULFATE WITH KEMIRA WATER SOLUTIONS, INC. FOR A TOTAL AMOUNT PAYABLE NOT TO EXCEED $927,000.00, FOR THE OFFICE OF PUBLIC UTILITIES. This is a standard contract extension and funding increase ordinance for the purchase of ferric sulfate.
Ordinance No. 33-02-19 authorized Contract UW19-11-64 in an amount not to exceed $309,000.00, with Kemira Water Solutions Inc. (“Kemira”) for the purchase of ferric sulfate to be used at the Water Purification Plant. Ordinance No. 484-12-19 extend the contract through February 28, 2021 for additional $309,000.00, for a total of $618,000.00.
Evaluation of the market for pricing on ferric sulfate determined that the utility is currently purchasing ferric sulfate for significantly below the current market price. Re-bidding the contract would likely result in a higher cost.
This Ordinance will extend the contract through February 2022, for an additional $309,000.00 and will increase the total amount payable under the said contract to $927,000.00. All other terms of the agreement, including the original prices quoted in 2019, remain the same. This is the second extension of contract UW19-11-64.
Ferric sulfate is used for raw water turbidity removal by chemical coagulation. The liquid material is shipped in bulk trucks holding approximately 20-25 tons per truckload. The contract provides for 3,000,000 pounds of ferric sulfate at the cost of 0.1030 per wet pound. Kemira is not a local vendor. (Requested by Mayor Jim Langfelder)
2020-484 AN ORDINANCE ACCEPTING BIDS AND AUTHORIZING CONTRACT UW21-10-41 – QUICKLIME FOR A TWO-YEAR TERM WITH MISSISSIPPI LIME COMPANY IN AN AMOUNT NOT TO EXCEED $1,950,480.00, FOR THE OFFICE OF PUBLIC UTILITIES. This ordinance accepts Contract UW21-10-41 in an amount not to exceed $1,950,480.00, with Mississippi Lime Company (“Mississippi Lime”), for purchase of quicklime. Quicklime is used for water softening at the Water Purification Plant. The material is to be delivered in 25-ton bulk shipment by truck. It is estimated that approximately 9,000 tons of quicklime will be used during the two year contract at the unit price of $216.72 per ton.

2020-485 AN ORDINANCE ACCEPTING BIDS AND AUTHORIZING CONTRACT UW21-10-42 – LIQUID CHLORINE WITH JCI JONES CHEMICALS, INC. IN AN AMOUNT NOT TO EXCEED $114,900.00 FOR THE OFFICE OF PUBLIC UTILITIES. This is a standard, recurring ordinance for the purchase of liquid chlorine for the Water Division.
This ordinance accepts Contract UW21-10-42 in an amount not to exceed $114,900.00 with JCI Jones Chemicals Inc. (“JCI Jones”) to purchase liquid chlorine for the Water Purification Plant. Liquid chlorine is used as a disinfectant in drinking water. The utility requires approximately 300 tons per year. The chemical is delivered in one-ton cylinders.
There were four bidders on this contract; none were local vendors. JCI submitted the lowest bid.

2020-486 AN ORDINANCE ACCEPTING BIDS AND AUTHORIZING CONTRACT UE21-09-36 – RELATIVE ACCURACY TEST AUDITS FOR CEMS WITH MONTROSE AIR QUALITY SERVICES, LLC IN A TOTAL AMOUNT NOT TO EXCEED $217,900.00, FOR THE OFFICE OF PUBLIC UTILITIES. This is a standard ordinance for RATA test audits for CEMS.
This ordinance accepts Contract UE21-09-36 in an amount not to exceed $207,900.00, with Montrose Air Quality Services, LLC. ("Montrose"), to perform relative accuracy test audits ("RATA") for the continuous emissions monitoring systems ("CEMS") at the Dallman Power Station for a 2-year term. This contract includes RATA Test Audits for the CEMS, Particulate Matter, and Carbon Monoxide Testing, as well as complete Mercury RATA Test Audits. The ordinance also includes a project manager's field modification allowance of $10,000.00 to cover possible charges for unanticipated delays that may be caused by weather or performance problems. The ordinance total is $217,900.00. The contract bid included additional mercury stack testing for Units 33 and 4 for the Illinois mercury rule to demonstrate compliance without use of sorbent traps and the option to perform additional testing on Units 31/32 as a precautionary measure if needed.

020-498 AN ORDINANCE AUTHORIZING THE FUNDING IN AN AMOUNT NOT TO EXCEED $3,500,000.00 FOR THE REMAINDER OF THE CONTRACT TERM OF RFP NO UE19-26, A MULTI-YEAR CONTRACT WITH GE STEAM POWER, INC. FOR EMERGENCY BOILER AND EQUIPMENT REPAIRS FOR A TOTAL AMOUNT NOT TO EXCEED $10,500,000.00, FOR THE OFFICE OF PUBLIC UTILITIES. RFP UE19-26 is a multi-year contract for emergency repairs, general repairs, and outage repairs to the boilers and supporting equipment located at the Dallman Power Station. The contract is for the fiscal years FY2020 through FY2022. The original budgeted amount for the three-year contact was $26,650,000.00. Ordinance 106-03-19 authorized the RFP with Alstrom Power Inc. and funded $7,000,000.00, the first year of the three-year contract. The initially funded amount actually funded all of FY2020 and more than half of FY2021.
This Ordinance authorizes the funding for the remaining months of the contract in an amount not to exceed $3,500,000.00 with GE Steam Power Inc. for the total amount not to exceed $10,500,000.00. 2020-490 AN ORDINANCE AUTHORIZING EXECUTION OF AMENDMENT #3 TO AN AGREEMENT WITH THE STATE OF ILLINOIS, DEPARTMENT OF TRANSPORTATION, FOR CONSTRUCTION OF THE CARPENTER STREET UNDERPASS FROM 9TH TO 11TH STREETS, MFT SECTION 13-00475-00-BR, FOR THE OFFICE OF PUBLIC WORKS. This ordinance authorizes an amendment to the agreement between the City and the State of Illinois for the construction of the Carpenter Street Underpass from 9th to 11th Streets (Section 13-00475-00- BR). This amendment extends the agreement term to June 30, 2021. This amendment does not increase the financial component of this project. (Requested by Mayor Jim Langfelder)

2020-491 AN ORDINANCE APPROVING A FOUR-WAY STOP INTERSECTION AT MARKWOOD LANE AND LACONWOOD DRIVE. Residents in the area of Markwood Lane and Laconwood Lane have expressed concern about the speed of traffic at the intersection and desire to have additional stop signs to create a four-way stop intersection. 2020-492 AN ORDINANCE AUTHORIZING PAYMENT IN THE AMOUNT OF $40,693.50 TO PHILLIP PEDDYCOART, A CITY OF SPRINGFIELD FIREFIGHTER, FOR SETTLEMENT OF A WORKERS’ COMPENSATION CLAIM FOR CASE NUMBER 19-WC- 27121. Phillip Peddycoart was employed as a firefighter with the City of Springfield on November 25, 2018, and reported an injury to his right shoulder while catching himself during a fall from a roof. After initial conservative treatment failed he was sent for an MRI which revealed tendinosis of the lateral supraspinatus without a tear. He received continued conservative treatment, including injections, which failed; an arthroscopy was recommended. ~was performed in September of 2019 and the post op report noted a labral tear with repair. He was able to return to work full duty in January of 2020. Mr. Peddycoart filed a workers' compensation claim (19 we 27121) and is willing to settle his claim for $40,693.50 representing a permanent partial disability equivalent to 10% man as a whole. Livingstone, Mueller, Bima and Davlin P.C., the city's legal advisors, recommend payment in the amount of $40,693.50 to Phillip Peddycoart to settle workers compensation claim for case number 19 WC 27121.
