Village of Pawnee Board of Trustees met March 22.

Here is the minutes provided by the board:

Call to Order: 

• President Clarke called the meeting to order to 7:00pm. 

Roll Call: 

• Village Clerk, Devona Martin called roll 

Trustees in attendance: Todd Richeson, Phillip Thompson, Patrick Murphy, David Skinner, Troy Squires 

Trustees Absent: Phillip Thompson, Patrick Murphy 

• Also in attendance: Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Chief Barclay Harris, Steve Haney, Brian Whitlow, Tammy Squires, Dominic Campo, Taylor Yagger 

Visitor's Recognition/Comments: 

Taylor Yagger appeared before the Board. He lives at 209 Carroll Street and would like to see about moving the easement to the west side of his property as opposed to right in the middle. He will Julie the property and then contact Brian Whitlow. He will come back to the Board once we know where all the utilities are located. 

Clerk's Report: 

• Minutes of March 8, 2021-tabled to the next meeting 

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

Trustee Skinner presented the bills payable for the week ending March 22, 2021 in the amount of $62,525.98 Motion made by Trustee Skinner presented the bills payable for the week ending March 22, 2021 in the amount of $62,525.98. Second made by Trustee Squires Roll Call Vote Taken: Richeson-yes, Bowsher-yes, Skinner-yes, Squires-yes Motion Carried: (4-0) Treasurer Thein presented her Monthly Budget Comparison Report for the month ending February 2021. Motion made by Trustee Skinner to approve Treasurer Thein Monthly Budget Comparison Report for the month ending February 2021. Second made by Trustee Richeson Roll Call Vote Taken: Richeson-yes, Bowsher-yes, Skinner-yes, Squires-yes Motion Carried: (4-0) 

Gas and Water Committee Report: Committee Chair, Trustee Squires 

Trustee Squires advised the Board that 56 red letters were sent out. Trustee Squires advised the Board that at the week or next week, ICC will be here for the audit of the 2017-2020 gas records with Andy Lee. 

• Trustee Squires advised the Board that they will be flushing hydrants from April 5, 2021 - May 7, 2021. 

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Richeson 

Trustee Richeson advised the Board that they have just been fixing holes and getting the roads ready for rock and chip. 

Police Committee Report: Committee Chair, President Clarke 

No report 

Sewers and Parks: Committee Chair, Trustee Thompson 

Trustee Skinner asked when North Park opens. Trustee Squires advised on April 1, 2021 but just like last year, the building will not be open. 

Zoning Committee Report: Committee Chair, Trustee Murphy 

• No report 

Bargaining Committee: Committee Chair, President Clarke 

• No report 

Energy: Committee Chair, President Clarke 

• No report 

Infrastructure: Committee Chair, Trustee Richeson 

• No report 

Unfinished Business: 

None 

New Business: 

Treasurer Thein asked about the light pole on Lincoln Street. Henry Morgan put in a light pole years ago. He recently passed away and they disconnected it. The neighbors are asking if the Village would take over the payment. Without this light, it is very dark in that area. Treasurer Thein advised it is more light a security light and not a street light. Trustee Squires asked about upgrading it to a street light. President Clarke suggested asking Ameren if they'll change it to a street light and also ask them when they are going to remove the pole by the railroad.
