Village of Pawnee Board of Trustees met April 26.

Here is the minutes provided by the board:

Call to Order:

• President Clarke called the meeting to order to 7:00pm.

Roll Call:

Village Clerk, Devona Martin called roll Trustees in attendance: Todd Richeson, Phillip Thompson, Jan Bowsher, Patrick Murphy, David Skinner, Troy Squires Trustees Absent: none Also in attendance: Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Chief Barclay Harris, Dewey Stewart and Jonathan Stewart, Brian Whitlow, Jessica Leach, Jeff Schober, Brandon Keller

Visitor's Recognition/Comments:

Trustee Richeson advised that Dewey Stewart with Midwest Garage Doors has a project. He is expanding and adding a building. They would like to clean up the street between the buildings. They will need to grade and probably rock and chip. There is also a known drainage problem. He is putting in a $.5M building. Trustee Richeson advised that it would be the Village's responsibility to take care of the street. Trustee Richeson will contact the engineer to have it evaluated. Jeff Schober stated that the drain tile is 6". It runs underneath their building and to Pawnee Road. He also indicated it may need to be upsized. We will add this street to rock and chip. Dewey stated that the drain tile used to not be big enough but since the retirement community put the ditches in, it has been doing better at keeping the water off the yard. There is still a lot of water coming off the eastern field but the bulk is being caught by the ditches. He thought it may just be a grading issue on getting the water to the drain. He is still a couple months from the building being completed. He asked if they were good on the building permit.

Brian Whitlow advised he double checked measurements and the lot size and everything is correct. Trustee Murphy asked about the tree on 12th and Grooms. He stated this tree or lower limbs need to go. There is also a big maple tree that hangs over the alley. Semi delivery trucks are hitting them. Jeff Schober will evaluate tomorrow.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

Trustee Skinner presented the bills payable for the week ending April 26, 2021 in the amount of $46,180.27

Treasurer Thein presented her Monthly Budget Comparison Report for the month ending March 31, 2021. This is the 11th month. We should be at 92% for expenditures and revenues. General fund is way under at only 42%. We are doing ok in water/sewer. Gas we are doing ok, however, we have not received any kind of information on the repayment of the loan. The extra revenue in gas is the loan. We are waiting to pay back what we have received. The investment report shows available funds. Gas and Water Committee Report: Committee Chair, Trustee Squires

• Trustee Squires advised the Board that 64 red letters were mailed on April 20th. The month of March had only 1 shut off. Trustee Squires advised we received a letter from Otter Lake Water Commission. It is a copy of what they posted on line regarding the taste of the water. They are aware of the taste and it is related to algae bloom season. It occurred a little earlier than normal and they are working on it.

The water is safe to drink.

• Trustee Squires advised that Andy will have a welder in to weld stops on gas lines.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Richeson

Police Committee Report: Committee Chair, President Clarke

Sewers and Parks: Committee Chair, Trustee Thompson

Treasurer Thein advised we are getting calls on the restrooms at North Park. Trustee Skinner thinks we should go ahead and open them. Attorney Cravens suggests opening the bathrooms and put hand sanitizer in them. Treasurer Thein thinks we should get the wall applicators to put the hand sanitizer in. Trustee Bowsher believes they will just get torn off the walls. President Clarke indicated that George and Kathy Day clean the office. He has spoken with them and they are willing to go out every night and clean handles, toilets and then lock up the bathrooms. They will do a deep clean once a week. Our guys will open them at 7:30am. Trustee Bowsher stated that the police department used to open them. President Clarke thought that since our guys are right there, they will open them. We will have them clean just through the summer.

Trustee Thompson advised the Board that the sign is up and looks great. The old sign is still up. They are waiting Ace to take it down. We have paid them /. We will finish paying when the job is done. Trustee Thompson advised the overlay on the park walkway will be put in next year's budget. It will be a 2" overlay. Trustee Squires brought up the re-painting of the water tower. He doesn't think it has been fully painted since it was installed. It has been patched but not completely re-painted. He advised it needs to be looked at in the next 2-3 years. Treasurer Thein requested chair heads to look at the new budget line items and make sure everything they need in the budget is there. Trustee Skinner asked about the Chevy pickup for water/sewer. Treasurer Thein advised she thinks Andy has this all worked out. He has bids. It is this year's budget. Trustee Murphy asked if it was going to be new or used. The line entry is split between gas and sewer. He still thinks that looks low for new. Treasurer Thein advised she knows that he has priced it. $10K in water side and $20K in gas side.

Zoning Committee Report: Committee Chair, Trustee Murphy

Discussed. Trustee Murphy would like to have the engineer evaluate Grooms. The County GIS map and where the alleyway is does not quite line up with where it should be. He also advised that some people that live on 104, have built fences and by his view, they have encroached on the easement quite a bit. He is not saying we need to rip out fences and poles, but there are things in the wrong place. He will have Attorney Cravens look for easements in the area and have the engineer survey to find out where everything is supposed to be. Dewey Stewart indicated he thinks the power poles are not in the right spots. He further stated that fences in the alley don't bother him (he would never ask a neighbor to move a fence) but it tightens up the alley especially at the fire hydrant. That's his only input. He thinks the poles were set right on the property line. Jessica Leach, as a property owner adjacent to Midwest Garage Doors, she doesn't have anything to add other than maybe blocking the road off. She stated she wasn't sure if that road was supposed to go all the way through. We will find out once we survey and locate the easements. Dewey Stewart stated it would not hurt his feelings if it was blocked off as it would keep traffic from going down the alley. The question would be if it would limit emergency vehicles access. President Clarke stated that would be his only concern. There is one fire hydrant at the property line. If it was blocked off, the hydrant would still be accessible. They will need to survey before we know.
