Logan County Board met Aug. 17.

Here are the minutes provided by the board:

The members of the Logan County Board convened in a Regular Board Meeting in the Orr Building, 628 Broadway Street, in Lincoln, IL. Chair Emily Davenport called the meeting to order at 6:00 p.m. The Pledge of Allegiance to the American Flag was led by Mr. Nelson.

Logan County Clerk, Theresa Moore, called roll. Members present were Mr. Blankenship, Mrs. Davenport, Mrs. Estill, Mr. Farmer, Mr. Hepler, Mr. Jenness, Mr. Leesman, Mr. Nelson, Mr. Schaffenacker, Mrs. Welch, and Mr. Wessbecher. Mr. Sanders was absent.

Guests present for the meeting were Kati Newman, Jacklyn Dallavalle, Lisa Bobb, Gary Davis, Angela Reiners, George Manken, Diane Farmer, Jennifer Bryant, and Kim Hooper.

A motion was made by Mrs. Welch, seconded by Mr. Schaffenacker, to approve the above Consent Agenda items. Motion carried by roll call vote with all ayes.

Potential Executive Session

1. A motion was made by Mr. Jenness, seconded by Mrs. Estill, to enter into Executive Session pursuant to 5 ILCS 120/2 (c) (1) RE: Personnel Matters at 6:05 p.m. The motion passed on a roll call vote with all ayes.

2. A motion was made by Mr. Schaffenacker, seconded by Mr. Farmer, to exit Executive Session at 7:10 p.m. The motion passed on a roll call vote with all ayes.

Airport/Farm (Wessbecher)

1. Mr. Wessbecher stated that there were no items to be voted on.

Animal Control (Schaffenacker)

1. Mr. Schaffenacker stated that there were no items to be voted on.

Building & Grounds (Blankenship)

1. Mr. Blankenship stated that there were no items to be voted on.

Finance (Jenness)

1. A motion was made by Mr. Jenness, seconded by Mr. Nelson, to approve LO 20-21 92 Budget Amendment. The motion carried on roll call vote with all ayes.

2. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve purchasing CIC Software upgrade not to exceed $10,000.00 from line item 101-00-59999. The motion carried on roll call vote with all ayes.

3. Motion to approve:

a. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 67- Tax sale for Jo Ann Lovins. The motion carried on roll call vote with all ayes.

e. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 71- Tax Sale for Auction Flippers, LLC. The motion carried on roll call vote with all ayes.

f. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 72- Tax Sale for Czubin Industries. The motion carried on roll call vote with all ayes.

g. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 73- Tax sale for 32625 S. Route 53, LLC. The motion carried on roll call vote with all ayes.

h. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 74- Tax sale for Lester Nelson. The motion carried on roll call vote with all ayes.

v. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 88- Tax sale for New Chicago Investments, LLC. The motion carried on roll call vote with all ayes.

w. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 89- Tax sale for Auction Flippers, LLC. The motion carried on roll call vote with all ayes.

x. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 90- Tax sale for Jeffrey Byarly. The motion carried on roll call vote with all ayes.

y. A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve LO 20/21 91- Tax sale for 32625 S. Route 53, LLC. The motion carried on roll call vote with all ayes.

Health (Hepler)

1. Mr. Hepler stated that there were no items to be voted on.

Insurance/Legislative/Liquor (Welch)

1. Mrs. Welch stated that there were no items to be voted on.

Planning and Zoning/Economic Development (Hepler)

1. A motion was made by Mr. Hepler, seconded by Mrs. Welch, to allow Chair to sign and send letter to State Representative Tim Butler and State Senator Sally Turner regarding deficiencies at Logan Correctional Center. The motion passed on a roll call vote with 10 ayes and 1 abstention.

2. A motion was made by Mr. Hepler, seconded by Schaffenacker, to allocate $5,000.00 to Life Skills Program at the Logan County Safety Complex. The motion passed on roll call vote with all ayes.

Road and Bridge (Farmer)

1. A motion was made by Mr. Schaffenacker, seconded by Mrs. Estill, to approve the Guidelines for Removal of Snow/Ice from Roadways. The motion passed on roll call vote with all ayes.

2. A motion was made by Mr. Schaffenacker, seconded by Mr. Nelson, to approve LO 20-21-93 to award a contract to County Contractors, Inc. in the amount of $557,324.50 to rehabilitate a bridge on 1725th Avenue in Mt. Pulaski Township. The motion passed on roll call vote with all ayes.

3. A motion was made by Mr. Schaffenacker, seconded by Mrs. Estill, to approve LO 20-21 94 to appropriate $7, 500.00 of additional funding from the County Bridge Fund for a culvert project on 1100th Street in Broadwell Township. The motion passed on roll call vote with all ayes.

4. A motion was made by Mr. Schaffenacker, seconded by Mrs. Welch, to approve LO 20-21 95 to award a contract to Klein Excavating in the amount of $51,087.23 to replace a culvert on 1100th Street in Broadwell Township. The motion passed on a roll call vote with all ayes.

5. A motion was made by Mr. Schaffenacker, seconded by Mrs. Estill, to approve LO 20-21 96 to appropriate $126,000.00 from the County Bridge Fund as our local share to rehabilitate a bridge carrying County Highway 12 over Lake Fork Ditch, east of Broadwell. The motion passed on a roll call vote with all ayes.

Safety/Law Enforcement/EMA/Coroner/Ambulance

1. There were no items to be voted on.

Tourism (Davenport/Wessbecher)

1. Mr. Wessbecher stated that there were no items to be voted on.

Transportation (Estill)

1. Mrs. Estill stated that there were no items to be voted on.

Chair’s Report

1. Supervisor of Assessments position/staff

2. Mrs. Davenport discussed displaying a banner on the courthouse lawn for the 9.11 run to assist runners on the path.

3. Mrs. Davenport discussed selecting a photographer to take updated photos of the County Board members to display on the website.

There were no Communications and Acknowledgements.

A motion was made by Mr. Nelson, seconded by Mr. Schaffenacker, to adjourn the August 17, 2021 Regular Board Meeting at 7:28 p.m. Motion carried by voice vote with all ayes.
