Treasurer Haney presented the Monthly Budget Comparison Report for the Month Ending November 30, 2021. This is the 3rd month. Our general fund, water/sewer and gas accounts went down. Treasurer Haney advised that a long time ago, she turned a claim in for damage at North Park. We received $9,919 for the playground equipment.
Treasurer Haney also advised that Wells Fargo paid the liens at #11 Tamaroa in the amount of $3,764.54. Motion made by Trustee Squires to approve Treasurer Haney to pay the bills through the end of the month and we will read in the amount at the next scheduled board meeting. Gas and Water Committee Report: Committee Chair, Trustee Squires
Trustee Squires advised that for the month of November, there were 7 shut offs. . Trustee Squires advised that on December 15th at 6pm there will be a gas meeting at the fire house for employees and fire department first responders.
Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Whitlow
• Trustee Whitlow advised that they are currently doing regular maintenance and preparing for
the winter. Police Committee Report: Committee Chair, Trustee Skinner
Chief Barclay Harris presented his monthly police report. He and Treasurer Haney have been doing interviews. He has 2 candidates that can go to the part-time academy. He wants to ask for another PT. He is still taking applications due to the departure of Officer Pierce. Consensus was to proceed. Trustee Murphy advised that before Jan 1, 2025, we are going to have to purchase body cameras for the police department. We can buy or lease but we are going to be looking at around $30K. The body cams must be up and going before Jan 1, 2025. Chief Harris advised he is already looking into this and have actually tried out 1 camera. At some point, we'll need to decide if we're going to lease or buy. And do we buy something that links into existing car cameras or do we get out of the car cameras? There may be some legislature coming out that will require car camera. We need to make sure to purchase something that is compatible. Chief Harris advised that Officer Ross attended a seminar and that is one that they are testing. Trustee Murphy said there are some in-state grants but they only cover hardware and not software. They also will not cover cloud storage fees which will be a significant cost. Chief Harris discussed the part-timers pay adjustment. We are currently paying $18/hr while in the academy. Once they graduate, they are bumped up to $21/hr.
Sewers and Parks: Committee Chair, Trustee Thompson
• Steve Haney advised we are still waiting on a part for the slides. We still do not have the swings.
Steve Haney discussed costs for installing turf at the playground. $50,000 is the low end with $100,000 at the high end. This is to encompass the same square footage as what is currently covered by the mulch but it will be with turf. He would recommend we will do as much of the labor as possible, however, we are not able to install it. Trustee Thompson advised that the next lift station to get rehabbed is at the state police. Control panel is still good and the repairs were included in the budget Regarding 915 Lincoln, Steve Haney wants to know what we going to do with it? Treasurer Haney advised we talked about getting it condemned so we can tear it down and they said no. We also talked about purchasing back taxes and doing to what we want with it. We now have squatters in it. We called Sangamon County Health Dept to inspect it a year or so ago and they said it was not in bad enough shape. Trustee Murphy said he would call them again and see. It was about a year ago so maybe now it is bad enough. The Boone properties we bought for back taxes and then we tore it down. This house was been abandoned and we've been mowing it for at least 2 years. It also has an old asbestos roof. Discussed the Don Scott property (402 or 404 Nelson Street). This is another property we keep mowing. Steve Haney asked if he was still alive and President Clarke said we haven't heard. He just asked about trying to contact him. He believes he lives outside of Taylorville. Steve Haney just said maybe look into it as there are neighbors that would like to purchase the property. Maybe he would be willing to sign the property over and be done with it.

Trustee Murphy advised we had a zoning board meeting to act on a certification letter from Kevin Kuhn to certify final plat at Windsor Homes. The final plat was approved as everything was done to code. Unfinished Business:
Attorney Cravens discussed the amendment to allow the police chief or liquor commissioner to revoke outdoor music or other penalties. The question is "What is an unreasonable disturbance?" The Board discussed possibly a certain distance 75' that some municipalities use for cars. Attorney Cravens suggests we hold off until we can define "what is unreasonably too loud." Noise is expected in a tavern area and allowed until 10pm. We also have a nuisance code. Attorney Pamela Hart advised they don't understand the need for an additional amendment. Attorney Cravens advised that “after 10pm" is the current language and that part is not changing. The only change is going to add the word "unreasonably." Currently, the ordinance uses the word "disturb." Nuisance ordinance allows for noise that the chief can enforce. Their question is "Isn't this already in an ordinance?" Attorney Cravens advised the change pertains directly to outdoor taverns whereas the police chief, liquor commission or assignee can immediately revoke the outdoor permit. Attorney suggests that it be tabled at this time in order to clarify what is too loud. Attorney Pamela Hart objects to the arbitrariness and how you define it. Attorney Cravens advised that that is why he suggests tabling it until it can be defined. Discussed H1 ordinance. Trustee Murphy advised that he would be ready to make a motion for approval of the H1 downtown ordinance. He advised that construction of the new bar would be grandfathered in as it was approved prior to enactment of the H1 district. The H1 district as it sits, is not historic. Once the historic zoning code is changed, the next ordinance would come to designate the historic zone. Motion made by Trustee Murphy to enact Ordinance 21-22 - An Ordinance Amending section 9.
