VILLAGE BOARD IN ATTENDANCE

Trevor J. Clatfelter, President; Pam Gray, Trustee; Brian Long, Trustee; Kim Rockford, Trustee; Kevin Schultz, Trustee; Jay Timm, Trustee

Excused Absence: Trustee Hahn

OFFICIALS IN ATTENDANCE

OPENING

1. Roll Call. Clerk Bull conducted roll call of the Village Board of Trustees. President Clatfelter noted Trustee Hahn had excused absence. President Clatfelter noted that a quorum was present to conduct Village business.

2. Pledge of Allegiance. Louisa Wilson & Paityn Brady led the group in the Pledge of Allegiance.

3. Set Agenda. President Clatfelter asked the Board for non-action items to be added to the agenda. There being none, President Clatfelter requested a motion to set the agenda. Motion by Long, seconded by Trustee Gray. Voice Vote with the Ayes having it 5/0. Motion passed.

CLERK’S REPORT

1. Presentation of Public Hearing Minutes of May 3, 2022. Minutes of the May 3, 2022 Public Hearing of the Sherman Village Board of Trustees were presented for approval. President Clatfelter asked if there were any additions or corrections. There being none, President Clatfelter requested a motion to approve. Motion to Approve the minutes of the Public Hearing of May 3, 2022 as presented by the Clerk was made by Trustee Gray, seconded by Trustee Timm. Roll Call Vote Ayes having it 5/0. Motion Passed.

2. Presentation of Minutes of the May 3, 2022 Regular Board Meeting Minutes. Minutes of the April 26, 2022 Regular Board Meeting of the Sherman Village Board of Trustees were presented for approval. President Clatfelter asked if there were any additions or corrections. There being none, President Clatfelter requested a motion to approve. Motion to Approve the minutes of the Regular Board Meeting of May 3, 2022 as presented by the Clerk was made by Trustee Schultz, seconded by Trustee Timm. Roll Call Vote Ayes having it 5/0. Motion Passed.

3. Presentation of Bills for Approval. The Clerk presented the warrants for Board approval. President Clatfelter asked if there were any questions of the Board. There being none, President Clatfelter called for a motion to approve the bills for payment. Motion to Authorize the warrants for payment as presented by the Clerk was made by Trustee Gray, seconded by Trustee Schultz. Roll Call Vote Ayes having it 5/0. Motion Passed.

TREASURER’S REPORT

1. Treasurer’s Report of February 28, 2022. Assistant Treasurer Penley presented the treasurers report for month ending February 28, 2022. President Clatfelter asked if there were any questions of the Board. There being none, President Clatfelter called for motion to approve the report as submitted by the Assistant Treasurer. Motion to approve the Treasurer’s report as presented by the Assistant Treasurer was made by Trustee Schultz, seconded by Trustee Timm. Roll Call Vote Ayes having it 5/0. Motion Passed.

2. Treasurer’s Report of March 30, 2022. Assistant Treasurer Penley presented the treasurers report for month ending March 30, 2022. President Clatfelter asked if there were any questions of the Board. There being none, President Clatfelter called for motion to approve the report as submitted by the Assistant Treasurer. Motion to approve the Treasurer’s report as presented by the Assistant Treasurer was made by Trustee Long, seconded by Trustee Gray. Roll Call Vote Ayes having it 5/0. Motion Passed.

ENGINEERING REPORT

No Engineering Report.

LEGAL REPORT

No Legal Report.

VILLAGE ADMINISTRATOR & ECONOMIC DEVELOPMENT REPORT

No Village Administrator Report.

PRESIDENT’S REPORT.

1. Approval of Agreement with J&M Displays for July 3 Fireworks Spectacular. President Clatfelter addressed the Board on the agreement for annual fireworks spectacular to be held at Sherman Village Park on Sunday, July 3, 2022 for an amount of $15,000. President Clatfelter called for a motion to approve the agreement. Motion to approve the agreement as presented by Trustee Gray, Second by Trustee Rockford. Roll Cal Vote. Ayes having it 5/0. Motion Passed.

2. Ordinance RE Video Gaming Sunset and Repeal Effective July 1, 2023 Unless Authorized by the Corporate Authorities of the Village of Sherman. President Clatfelter addressed the Board about the annual video gaming sunset ordinance and asked if there were any questions of the Board. There being none, President Clatfelter called for a motion to approve the ordinance. Motion to approve Ordinance number 22-06 Video Gaming Sunset by Trustee Timm, Second by Trustee Long. Roll Call Vote Ayes having it 5/0. Motion Passed.

3. Matter on agenda concerning health insurance has been removed from the agenda.

4. Proclamation RE WHS Freshman Louisa Wilson. President Clatfelter and the Board of Trustees presented a written proclamation to WHS Freshman Louisa Wilson for her recent achievement of breaking the school track record in the 3200-meter run. Proclamation made part of the minutes.

5. Proclamation RE Paityn Brady. President Clatfelter and the Board of Trustees presented a written proclamation to Paityn Brady for her recent achievement of first place at the IESA State tournament mile race. Proclamation made part of the minutes.

6. Acknowledgement for Accomplishments to WJHS Track Team at State Tournament. President Clatfelter and the Village Board congratulated the WJHS Track team for their outstanding performance at the recent State Tournament. Names attached as part of the minutes.

COMMITTEE REPORTS

No Committee Reports.

SHERMAN POLICE DEPARTMENT REPORT

1. Swearing-In Ceremony. Officer Luke Hildebrand. Chief Bangert & President Clatfelter swore in Officer Luke Hildebrand with the Sherman Police Department.

2. Ceremony Honoring Jolynn Gooding Crain. Ms. Jolyn Gooding Crain was awarded the “Letter of Appreciation” by the Police Chief for actions in contacting the Sherman Police regarding a dangerous driver in Sherman that prevented any further risk to the public safety of other motorist.

3. Ceremony Honoring Joe Brackhan. Mr. Joe Brackhan was awarded the “Lifesaving Award” for his immediate action performing CPR on an elderly male that had collapsed that more than likely saved the elderly man’s life.

President Clatfelter noted there were no further matters to come before the Board requested a motion to adjourn the public meeting. Motion by Trustee Gray; seconded by Trustee Timm. Voice Vote with Ayes having it 5/0. Motion Passed. Public Meeting was adjourned at 6:43pm.
