Village of Divernon Board of Trustees met Dec. 28.

Here are the minutes provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held at the Village Hall on Wednesday December 28, 2022. Mayor Jim Copelin called the meeting to order at 6:30 p.m. Clerk Gail Hedges called roll: Craig Busch “Here”, Joe Bukantos “Here”, Chuck Apgar “Here”, Dianne Brenning “Here”, and Larry Baer “Here”. Also present was Chief Martin and Superintendent Rhodes. Tyler Bramley was absent.

A motion was made by Bukantos seconded by Apgar to approve the amended minutes of December 14, 2022. The motion passed 4-0 with Baer voting present.

Baer made a motion seconded by Brenning to approve the bills. The motion passed 5-0. Visitors

Visitors present were winners of the Christmas Light Contest. Mayor Jim Copelin presented a $100.00 check to each of the winners. Winners for Best Theme are Vickie and Robert Caldwell. Winners for Most Traditional are Jay and Debbie Sergent. Randy and Judy Graeser, although not present, were announced as winners for Best Light Show which was awarded by the Divernon Fire Department.

Public Works:

Superintendent Rhodes requested approval to purchase four new tires from Main Street Tire in the amount of $1330.00 which includes installation and disposal of old tires. Baer made a motion to approve the purchase in the amount of $1330.00 seconded by Busch. The motion passed 5-0. Rhodes also requested approval to purchase a repair kit for the Village’s main water valve in the amount of $6456.00. Bukantos made a motion to approve the purchase in the amount of $6456.00 seconded by Apgar. The motion passed 5-0.

Police:

Chief Martin reported that Mike Lavin, our new FT police office, is doing really well. Officer Millburg hit a deer while on a call damaging the F150 truck. Chief Martin is getting estimates for repair. Martin reported he has been spending a lot of time working on a FOIA request.

Committee Reports: Economic Dev., Zoning, TIF, Building Permits:

Mayor Copelin reported we are still waiting on the final document to be signed in the purchase of the gas station properties.

Public Utilities Water, Gas and Sewer

Nothing to report.

Finance, Personnel, GIS:

Baer mentioned the $.10 annual gas rate increase will appear on the January bill as established in the 2016 policy. Treasure Hayes has been working to set up the new Paychex payroll system effective January 1. 2023. Baer reported he and Brenning are researching CD interest rates as the Bank of Springfield CD is coming due for renewal.

Apgar asked the status of the house located at 312 S. Lincoln. Mayor Copelin indicated a permit is needed to build a front porch. Work was scheduled to start the week of December 26, 2022. Should a request for a permit not be received and work begun by Monday, January 2, 2023, a fine of $250.00 per day will be issued.

Public Works, Streets, Alleys and Sidewalks:

Mayor Copelin indicated there was nothing that can be done by the Village to address the drainage issue raised by Sam Hudson and Connie Lemar.

Village Communication/Building, Grounds and Lights, Parks, Recreation:

Apgar reported he will be working on the next newsletter which will be issued in February 2023. Chief Martin indicated the new park camera hasn’t been installed.

Old Business:

Brenning made a motion seconded by Busch to approve a $250.00 donation to the June Peden-Stade family. The motion passed 5-0.

New Business:

None.

The meeting ended with a motion by Apgar at 6:57 p.m.
