Village of Divernon Board of Trustees met Jan. 11.

The regular meeting of the Village of Divernon Board of Trustees was held at the Village Hall on Wednesday January 11, 2023. President Pro Tem Larry Baer called the meeting to order at 6:30 p.m. Clerk Gail Hedges called roll: Craig Busch “Here”, Joe Bukantos “Here”, Chuck Apgar “Here”, Tyler Bramley “Here”, and Dianne Brenning “Here”. Also present was Chief Martin and Superintendent Rhodes. Mayor Jim Copelin was absent.
A motion was made by Busch seconded by Apgar to approve the amended minutes of December 14, 2022. The motion passed 4-0 with Bramley voting present.
Brenning made a motion seconded by Bramley to approve the bills with the addition of Ameren Illinois in the amount of $1296. 95. The motion passed 5-0.
Visitors
David Catlin was present to discuss the zoning of the building located at the south end of Divernon near the trailer park. More research is necessary to determine status.
Public Works:
Superintendent Rhodes reported the main pressure reducing valve needs to be replaced as it is too old to repair. He requested an emergency purchase of a new valve so as to prevent additional damage to the system. Bukantos made a motion seconded by Busch to approve the emergency purchase. The motion passed 5-0.
Police:
Chief Martin reported Thayer has reached out to Divernon to discuss the possibility of Divernon providing police services. Thayer has disbanded their police force. Further discussion is necessary.
Committee Reports: Economic Dev., Zoning, TIF, Building Permits:
Nothing to report.
Public Utilities Water, Gas and Sewer
Nothing to report.
Finance, Personnel, GIS:
The Village had one CD that came up for renewal. Brenning made a motion seconded by Apgar to move one CD to the Community State Bank for 2 years which will earn a higher interest rate. The remaining CD balance plus funds from the sweep account will be used to set-up a new CD at the Illinois National Bank. The motioned passed 5-0. Baer reported that we continue to work with Paychex to set-up the new payroll system.
Apgar stated the court hearing on the old IGA building was reset to January 18, 2023. If the property owner does not respond to the judges’ request, the Village attorney will move to have the building demolished with the property owner covering the cost.
Public Works, Streets, Alleys and Sidewalks:
Nothing to report.
Village Communication/Building, Grounds and Lights, Parks, Recreation:
Busch reported he has begun working on the 2023 Block Party scheduled for July 8, 2023. He is requesting a budget of up to $3000.
Old Business:
Apgar reported the next newsletter will be issued in February 2023.
New Business
Apgar reported he is working to schedule dates for the electronics recycling, Village Wide Clean up and Village Wide Garage Sale. There was discussion on whether to trim the evergreens on each side of the welcome sign coming into Divernon from the east. Nothing was decided.
The meeting ended with a motion by Busch at 7:23 p.m.
