Village of Pawnee Board of Trustees met April 10

Here are the minutes provided by the board:

Call to Order: 

• President Clarke called the meeting to order to 7:00pm.

Roll Call: 

• Village Clerk, Devona Martin called roll

• Trustees in attendance: Brian Whitlow, Phillip Thompson, Patrick Murphy, David Skinner, Troy Squires

• Trustees Absent: Steve Gudgel

• Also in attendance: Attorney Don Cravens, Treasurer Kelly Haney, Brent Wise, Candy Kramer with the Pawnee Post, Chief Barclay Harris, Jeff Jarrett, Troy Grant, Eric Bertoni, Shelly Craigmiles, Andy Lee, Auburn Area Special Olympics participants, their parents and coaches, Andrea and Greg Bandy, Becky Lederbrand and Ty Lederbrand, Jarod Smith and Cathy Baulos with Locals

Visitor's Recognition/Comments:

• Locals sponsored a UTV ride for the Auburn Area Special Olympics. Jarod Smith and Cathy Baulos appeared before the Board. Jarod advised that although Locals sponsored the event, if it wasn't for Greg and Andrea Bandy, this wouldn't have happened. He requested that they present the check. Greg and Andrea Bandy presented the Auburn Area Special Olympics with a check in the amount of $5,700.00.

• Shelly Craigmiles appeared before the Board. She stated that she has been coming to the meetings and has been listening to the Treasurer's Report. She does not feel like the interest rates we are getting are competitive. We are currently making under 2%. She stated that annualize that on $1M over a year and we are only making $20,000. She stated she is not here to promote a bank or investment, but she thinks the Village needs to expend our view on where we are investing. She stated the Illinois Funds for March paid an average interest rate of 4.696%. That's approximately $47,000 for $1M in a year. She believes we need to exam this. Trustee Skinner advised that we have talked to both banks and they both cannot increase any higher. She believes we owe it to the taxpayers to get the best return. She thinks the bank needs to have a sharper pencil. She thinks they don't think we'll pull it. She thinks it is our fiduciary responsibility. Trustee Skinner advised he will make some calls. Trustee Murphy advised he thought we had an ordinance delegating whom we invest with. Attorney Cravens found the ordinance. This can be changed with an ordinance

Clerk's Report: 

• Minutes of March 27, 2023 were presented for review and approval

• Trustee Skinner presented the bills payable for the week ending April 10, 2023 in the amount of $521,091.80

• Andy Lee advised he is meeting with CTI tomorrow and they will likely start around May 1, 2023.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Whitlow

• Trustee Whitlow advised they have been doing some patching and limb pickup.

Police Committee Report: Committee Chair, Trustee Skinner 

• Chief Barclay Harris presented his monthly police report.

Sewers and Parks: Committee Chair, Trustee Thompson 

• Trustee Thompson advised there were a few leaks at North Park. They have been repaired. The ballfields are good to go for practice schedules and such.
