Village of Illiopolis Board of Trustees met April 17
Here are the minutes provided by the board:
Mayor Rogers called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.
A roll call was taken, all members were present.

Minutes
R Reed made a motion to approve the April 3, 2023 meeting minutes seconded by J Devore All ayes Motion carried 5-0-1 with B Honea Abstaining.
Visitors
Pat Howard was present to inform the board that at 3am a blue box truck came down Elizabeth and tore the wires down. It ripped out the power, phone and cable from her house. She had to have Ameren come out to repair things, she had to hire an electrician. She stated that the power line was low. This has happened before and no camera picked it up. She also stated that the sidewalks on Elizabeth near 6th street are terrible.
Open Forum
Treasurer’s Report
C Mitchell presented the March check detail. She went over the profit and loss and the balance sheet. D Koonce made a motion to approve the treasurer’s report with J DeVore seconding. all ayes motion carried 6-0-0.
Economic Development Report
Engineering Report
Phil Weber was present to discuss the storm sewer at 7th and Elizabeth. The cost to fix 62ft. is between $12-$15,000. He is asking for approval to get bids. D Koonce made a motion for approval for Phil to get bids for up to $15,000 for the 7th and Elizabeth storm sewer repair seconded by B Honea roll call vote was taken all ayes motion carried 6-0-0.
Old Business
Fence at Westside Park was discussed. The cost will be $4239 . This does not include the fence for the south end of the basketball court which was recommended by the Municipal League. Tabled for further information.
The climbing equipment and the wooden picnic table at Westside Park were discussed. The Municipal League recommended to get rid of the climbing equipment due to age and considered obsolete and the wooden picnic table due to overall condition and splintered wood. Tabled for further information.
New Business
Water and sewer rates were discussed. No action was taken, therefore by ordinance the rates go up on May 1st automaticcaly 3%. This is only the second increase in 6 years. Bulk water rates were also discussed. D Koonce made a motion to increase the price from 1cent per gallon to 2 cents seconded by R Reed, roll call vote was taken all ayes motion carried 6-0-0.

J Devore stated that there is a pot hole on the corner of 1st and Elizabeth.
M Pevler spoke about the storm drain that was plugged at the northwest corner of 4th and Anne street. It needs to be cleaned out. M Pevler also mentioned that the South Staff wants to annex into the city and the residents will approach the board.
Mayor Rogers said that a resident requested that there should be a No Outlet sign put on Prairie Run. It was also asked about the possibility of Yield signs being put at the intersection of Cherry and Prairie Run and Foster and Prairie Run. This will be looked into. Dumping stuff in the backwash pond isn’t going to happen, as It will cost around 25,000 for engineering fees to do the paperwork for the EPA and to have someone there to monitor the dumping. Mayor Rogers told the board that the land owner agreed to the $3000 fee for the easement needed for the storm sewer project.
D Koonce made a motion to go into Executive Session at 7:07pm for the sale or lease of village property and review of executive session minutes B Honea seconded Roll Call all ayes motion carried 6-0-0
D Koonce made a motion to come out of Executive Session at 7:26pm B Honea seconded Roll call all ayes motion carried 6-0-0
D Koonce made a motion to approve all executive session minutes and to retain confidentiality of these minutes, as well as all previous minutes and tapes and to dispose of recordings over 18 months old as provided by ordinance . M Pevler seconded roll call vote was taken all ayes motion carried 6-0-0.
M Pevler made a motion to adjourn at 7:28pm.
