Sangamon County Board met April 27

Here are the minutes provided by the board:

The Sangamon County Board met in Special Session on April 27, 2023 in the County Board Chambers. Chairman Van Meter called the meeting to order at 5:30 p.m. Mr. Stumpf gave the Invocation and Mr. Bunch led the County Board in the Pledge of Allegiance.

ROLL CALL

Chairman Van Meter asked County Clerk Gray to call the roll. There were 23 Present – 6 Absent. Mr. Constant, Mr. Fraase, Mr. Hall, Ms. Lathan, Mr. Madonia, and Ms. Williams were excused.

CORRESPONDENCE

A motion was made by Mr. Preckwinkle, seconded by Mr. Bunch, to place any Correspondence on file with the County Clerk. A voice vote was unanimous.

WAIVER OF TEN-DAY FILING PERIOD

A motion was made by Mr. Bunch, seconded by Mr. Preckwinkle, to waive the ten-day filing period. A voice vote was unanimous.

RESOLUTION 1

1. Resolution approving construction bids for the Sangamon South building.

A motion was made by Mr. Preckwinkle, seconded by Mr. Bunch, to place Resolution 1 on the floor. A motion was made by Ms. Deppe, seconded by Mr. Bunch and Mr. Preckwinkle, to table Resolution 1. Chairman Van Meter explained that this next stage is a very technical stage of the construction. Both Byron and Brian think they need more review of the bid, so they are going to take a few more days until the May County Board meeting to review the bid on that. A voice vote was unanimous to table Resolution 1.

RESOLUTION 2

2. Resolution approving the lease for land and parking spaces located at 100 N. Ninth Street, Springfield.

A motion was made by Ms. Deppe, seconded by Mr. Mendenhall, to place Resolution 2 on the floor. Upon a roll call vote, there were 22 Yeas – 0 Nays, for the adoption of Resolution 2.

OLD BUSINESS

Ms. Deppe asked County Recorder Josh Langfelder to explain the RHSP fee increase. Mr. Langfelder stated the Legislators passed and the Governor signed House Bill No. 3878, and it affects all recording fees pertaining to property. It will raise their fee by $9.00 on all documents, and it goes across the state. It is for rental housing support. That money goes from this county to Dept. of Revenue who sends to IHDA and they distribute it throughout the state. There will be a task force implemented for this to review the program because Sangamon County does not get a lot of money back on that program. They are going to look into trying to get more money back to their constituents to better serve them for rental assistance. That fee will take effect July 1, 2023. Chairman asked Mr. Langfelder to clarify if this fee increase was not his idea. Mr. Langfelder said it was not his idea.

There was no new business.

REPORTS

A motion was made by Mr. Preckwinkle, seconded by Mr. Bunch, to place any reports on file with the County Clerk. A voice vote was unanimous.

PUBLIC COMMENT

There was no public comment.

Chairman Van Meter stated they are likely to have a special County Board meeting on May 25, 2023. He asked for a show of hands of who would not be available on that date. He also asked for a show of hands for anyone that would not be available on May 30, 2023. He will give them more time to check their calendars before they set the date of the special meeting.

RECESS

A motion was made by Mr. Bunch, seconded by Mr. Preckwinkle, to recess the meeting to May 9, 2023. A voice vote was unanimous.
