Village of Illiopolis Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

Mayor Rogers called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

A roll call was taken, all members were present, except R Reed, B Honea and S. McIntyre.

Agenda

The agenda was adopted as presented.

Minutes

D Koonce made a motion to approve the August 21, 2023 meeting minutes seconded by J DeVore, all ayes Motion carried 4-0-0 with Mayor Rogers voting.

Visitors

Hunter Martin was present to discuss his Eagle Scout project. He stated that there are 100 fish in the fishing pond. He spoke with the Kiwanis Club about getting grants and also IDNR about getting free fish. Hunter has raised $1000. He is asking the Village for financial support. He said the pond will impact the community. He is going to send letters to businesses in the community. After further discussion, this was tabled until the next meeting.

Noah Martin was present to talk about the landscaping around the memorial rock in Westside Park. He is asking for Village support in the amount of $250. D Koonce made a motion to donate $250 for the landscaping project with M Pevler seconding, roll call vote was taken all ayes motion carried 4-0-0 with Mayor Rogers voting.

Jim and Toni McDaniles were present.

Open Forum

Treasurer’s Report

C Mitchell discussed the water usage breakdown. She stated that we have found leaks and they have been repaired.

Economic Development Report

D Koonce stated that the residents of the South Staff area have hired Diane Reinhart for help with their sanitary sewer project. Dave and R Reed met with Sheriff Campbell to discuss different options pertaining to the proposed gun range. He spoke about Diane Reinhart and she will work on small projects with the Village if she is contacted.

Engineering Report

Old Business

A discussion was held regarding the amending of the utility ordinance, the customer and/or owner of the premises shall be solely responsible for all expenses and costs associated repairs for any damage caused to the meter lid, meter pit or meter by the customer’s and/or owners mowing, negligence or willful and wanton misconduct. Attorney Segatto discussed that the Village is responsible for the meter to the main. D Koonce made a motion to adopt Ordinance 2023-09 with J DeVore seconding, roll call vote was taken all ayes motion carried 4-0-0 with Mayor Rogers voting.

New Business

Mayor Rogers spoke about Marge Stout covering the office chairs at the Village Hall. J Devore made a motion to approve the covering of the chairs for approximately $200 with D Koonce seconding, roll call vote was taken all ayes motion carried 4-0-0 with Mayor Rogers voting.

A discussion was held about leveling of the dirt. D Koonce stated that Public Works did a good job on the areas that they did. He also spoke about getting with Entler regarding what sections they still need to do. D Koonce also asked where the top soil is.

A discussion was held about the mats for Wabash Park, they measure 32x54. The price for 3 mats is $600 and one will be placed at the end of the slide and the other two will be placed under the adult swings. M Pevler made a motion to approve the purchase of the mats with J DeVore seconding, roll call vote was taken all ayes motion carried 4-0-0 with Mayor Rogers voting.

A discussion was held about the ditch at Dollar General. It was tabled until next meeting.

Dilapidated Property

D Koonce asked about the clean -up of the truck that is still parked in the yard. Mayor Rogers contacted the homeowner and he said he would clean up the property, he wanted to do something with the trailer and he told them to get a hold of Leonard Williams and will also check the ordinance.

Comments

D Koonce said that residents of the village are complaining about the water. The water is the responsibility of URWC. Mayor Rogers spoke with Zack Thull, whose water license we use and he said we should flush the hydrants in those areas affected, as the water lines in the affected areas don’t loop. J McDaniles stated that 7 or 8 hydrants don’t shut off completely and to look into replacing them. Mayor Rogers said that it would be $18-$20,000 to replace each hydrant

M Pevler asked when the ditches will be filled in and where has it been graded. He also asked if there are any village accounts that could help to pay for the fishing pond project, possible the park fund.

Mayor Rogers stated that a representative form Senator Sally Turner’s office will be at the Village Hall on September 13th from 11am-1pm.

Owen Martin was present to discuss the Formosa Memorial project , which will cost $250. D Koonce made a motion to donate $250 with J DeVore seconding roll call vote was taken motion carried all ayes 4-0-0 with Mayor Rogers voting.

D Koonce made a motion to go into Executive Session at 7:15pm to discuss the sale or lease of village property with J DeVore seconding roll call vote was taken all ayes motion carried 4-0-0 with Mayor Rogers voting.

D Koonce made a motion to come out of Executive Session at 7:20pm with j DeVore seconding, Roll call all ayes motion carried 4-0-0 with Mayor Rogers voting.

J DeVore made a motion to adjourn at 7:22pm with M Pevler seconding All ayes 4-0-0 with Mayor Rogers voting.
